Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการสื่อสาร เพื่อส่งเสริมการท่องเที่ยวชุมชนขององค์กรปกครองส่วนท้องถิ่นตำบลทุ่งหว้า เกี่ยวกับ 1) กระบวนการสื่อสาร และ 2) การจัดการสื่อสาร การวิจัยนี้เป็นการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึก เลือกผู้ให้ข้อมูลหลักแบบเฉพาะเจาะจงจากผู้มีส่วนเกี่ยวข้องโดยตรงในการสื่อสารเพื่อส่งเสริมการท่องเที่ยว รวมจำนวน 15 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสัมภาษณ์เชิงลึกกึ่งมีโครงสร้าง และวิเคราะห์ข้อมูลโดยการสร้างข้อสรุป ผลการวิจัยพบว่า 1) กระบวนการการสื่อสาร ประกอบด้วย (1) ผู้ส่งสารเป็นหน่วยงานที่เป็นผู้มีส่วนได้เสียในการท่องเที่ยวชุมชน ได้แก่ ที่ว่าอำเภอทุ่งหว้า เทศบาลตำบลทุ่งหว้า องค์การบริหารส่วนตำบลทุ่งหว้า กำนัน ผู้ใหญ่บ้าน สารวัตรกำนัน ผู้ช่วยผู้ใหญ่บ้าน สมาชิกสภาเทศบาลตำบล สมาชิกสภาองค์การบริหารส่วนตำบลกลุ่มวิสาหกิจชุมชนและวิสาหกิจการท่องเที่ยว กลุ่มผู้ประกอบการโฮมสเตย์ กลุ่มผู้ประกอบการร้านค้าชุมชนและแม่ค้า กลุ่มแม่บ้านและอาสาสมัครสาธารณสุขประจำหมู่บ้าน กลุ่มไกด์และมัคคุเทศก์น้อย และกลุ่มนักท่องเที่ยว (2) เนื้อหาสาร คือ มรดกภูมิปัญญาของชุมชน ด้านวรรณกรรมพื้นบ้านและภาษา ด้านศิลปะการแสดง ด้านแนวปฏิบัติทางสังคม พิธีกรรม ประเพณี และงานเทศกาล ด้านความรู้และการปฏิบัติเกี่ยวกับธรรมชาติและจักรวาลด้านงานช่างฝีมือดั้งเดิม และด้านการละเล่นพื้นบ้าน กีฬา และศิลปะการต่อสู้ป้องกันตัว (3) สื่อ มีสื่อดั้งเดิมประกอบด้วย สื่อบุคคล สื่อพื้นบ้านประเพณีวัฒนธรรม กิจกรรม สิ่งพิมพ์ เอกสาร แผ่นพับ แผ่นป้าย และรถแห่สื่อมวลชน ส่วนสื่อใหม่ ประกอบด้วย เฟซบุ๊ก "ThungWa Villager" เฟซบุ๊กขององค์การบริหารส่วนตำบลทุ่งหว้าเพจของชุมชนท่องเที่ยวและเพจถ้ำเลสเตโกดอน Line กลุ่มโฮมสเตย์ทุ่งหว้า กลุ่มทุ่งหว้าโฮมสเตย์สุไหงอุเปย้อนยุค กลุ่มท่องเที่ยวโดยชุมชนบ้านทุ่งหว้า กลุ่มท่องเที่ยวท่าอ้อย กลุ่มถ้ำเลสเตโกดอน กลุ่มสวนควนข้องหม้อข้าวหม้อแกงลิง กลุ่มรองเท้านารีคุณปรีดา กลุ่มของฝากท่าอ้อย กลุ่มไอติมคนรักดีและกลุ่มฉิม เมล่อน (4) ผู้รับสารเป็นผู้มีส่วนได้เสียในการท่องเที่ยวและนักท่องเที่ยว (5) ผลการสื่อสารการท่องเที่ยวชุมชน คือ การพัฒนาจากจุดเริ่มต้นการก่อตั้งกลุ่มท่องเที่ยวสุไหงอุเป (ทุ่งหว้า) จนกลายเป็นวิสาหกิจการท่องเที่ยวทุ่งหว้าที่ประสบความสำเร็จ 2) การจัดการสื่อสาร ประกอบด้วย (1) ก่อตัวจากนโยบายของจังหวัดสตูล อำเภอทุ่งหว้า และองค์กรปกครองส่วนท้องถิ่นเพื่อส่งเสริมการท่องเที่ยว (2) การรวมตัวของชุมชนและผู้ประกอบการด้านการท่องเที่ยวในพื้นที่ (3) การกำหนดภารกิจและหน้าที่ของแต่ละฝ่ายตามความถนัดและเชี่ยวชาญ (4) ร่วมกันวางแผนการสื่อสาร (5) ร่วมกันปฏิบัติการการสื่อสารตลอดปี (6) ร่วมกันจัดปัจจัยสนับสนุนด้านการสื่อสารในการส่งเสริมการท่องเที่ยวชุมชน และ (7) ร่วมกันประเมินผลเพื่อปรับปรุงการสื่อสารอย่างต่อเนื่อง
The objective of this research was to study the communication for promoting community-based tourism of local administrative organizations in Thung Wa Subdistrict regardings 1) the communications process; and 2) communications management.This was a qualitative research using in-depth interviews. The fifteen key informants were chosen by purposive sampling from among people directly involved with communications to promote tourism of the subdistrict. The data collection tool was a semi-structured interview form. Data were analyzed deductively to draw conclusions.The results showed that 1) the communications process consisted of (1) message senders were agencies that were stakeholders in community tourism including district officials, municipal officials, village chiefs, assistant village chiefs, neighborhood patrols, district and sub-district council members and other local elected officials, community enterprises, tourism enterprises, homestay operators, community shop-owners and vendors, housewives, village public health volunteers, tour guides, junior guides and also tourists; (2) the message was about the community’s intellectual heritage, local literature and language, performance art, social practices, ceremonies, traditions, holidays, knowledge about nature and the universe and related practices, traditional handiwork, and folk games and sports including self-defense; (3) the message channels employed included conventional media such as personal media, folk media like culture, traditions and activities, print media, pamphlets, signs, broadcast vehicles, and the press. New media included the ThungWa Villager Facebook page, the Thung Wa Sub-district Administrative Organization’s Facebook page, tourism community webpages, the Stegodon Sea Cave site, Thung Wa Homestay Line group, the Thung Wa Homestay Sungai Upe Retro group, Baan Thung Wa Community Tourism, Tha Oi Tourism Group, the Stegodon Sea Cave group, Khuan Khong Pitcher Plant and Venus Slipper Garden, Khun Brida’s Lady Slipper Group, Tha Oi souvenirs group, Rakdee Ice Cream group and Chim Melon group; (4) message receivers were stakeholders and tourists; (5) the results of communication were that from the starting point of the Sungai Upe Tourism Group, the Thung Wa Tourism Community Enterprise was successfully developed. 2) Communication management consisted of (1) formation from the tourism promotion policies of Satun Province, Thung Wa District and local administrative organizations; (2) joining together of local communities and tourism entrepreneurs; (3) setting suitable tasks and responsibilities of each team member according to their aptitudes and expertise; (4) joint communication planning; (5) joint operations all year long; (6) joint management of factors of support; and (7) joint evaluation for continuous improvement
