Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) คุณลักษณะของผู้บริหารองค์กรปกครองส่วนท้องถิ่นเพื่อสร้างความนิยมทางการเมืองในพื้นที่ภาคใต้ 2) การจัดการการสื่อสารคุณลักษณะของผู้บริหารองค์กรปกครองส่วนท้องถิ่นเพื่อสร้าง ความนิยมทางการเมืองในพื้นที่ภาคใต้ 3) กลยุทธ์การสื่อสารคุณลักษณะของผู้บริหารองค์กรปกครองส่วนท้องถิ่นเพื่อสร้างความนิยมทางการเมืองในพื้นที่ภาคใต้และ 4) แนวทางการพัฒนาการสื่อสารคุณลักษณะของผู้บริหารองค์กรปกครองส่วนท้องถิ่นเพื่อสร้างความนิยมทางการเมืองในพื้นที่ภาคใต้ การวิจัยนี้เป็นการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึก เลือกผู้ให้ข้อมูลหลักแบบเจาะจงจากผู้ที่เกี่ยวข้อง โดยตรงจากองค์กรปกครองส่วนท้องถิ่น 6 แห่ง ได้แก่ (1) องค์การบริหารส่วนจังหวัดสุราษฎร์ธานี (2) องค์การบริหารส่วนจังหวัดสตูล (3) เทศบาลเมืองทุ่งสง จังหวัดนครศรีธรรมราช (4) เทศบาลตำบลบ้านส้อง จังหวัดสุราษฎร์ธานี (5) เทศบาลตำบลโคกหล่อ จังหวัดตรัง และ (6) องค์การบริหารส่วนตำบลท่าข้าม จังหวัดสงขลา จำนวน 5 กลุ่ม รวมจำนวน 33 คน ประกอบด้วย (1) ผู้บริหารองค์กรปกครองส่วนท้องถิ่น จำนวน 6 คน (2) เจ้าหน้าที่หัวหน้างานประชาสัมพันธ์ จำนวน 6 คน (3) เจ้าหน้าที่ผู้ปฏิบัติการงานสื่อสาร จำนวน 6 คน (4) ผู้นำชุมชนที่เป็นผู้รับสาร จำนวน 12 คน และ (5) นักวิชาการด้านการสื่อสาร จำนวน 3 คน เครื่องมือการวิจัย คือ แบบสัมภาษณ์เชิงลึกแบบมีโครงสร้าง วิเคราะห์ข้อมูลด้วยวิธีการสร้างข้อสรุป ผลการวิจัย พบว่า 1) คุณลักษณะของผู้บริหารองค์กร ประกอบด้วย 3 ด้าน คือ (1) ด้านประวัติและภูมิหลังของ ผู้บริหารองค์กรสำเร็จการศึกษาขั้นต่ำระดับปริญญาตรี มีความน่าเชื่อถือไว้วางใจจากการมีผลงานเป็นที่ประจักษ์เป็นที่พึ่งของประชาชน มีความเสียสละ และเป็นผู้สร้างประโยชน์แก่ส่วนรวม (2) ด้านสมรรถนะด้านการพูด การฟัง การนำเสนอในระดับเชี่ยวชาญ มีบุคลิกท่าทางและการแสดงออกที่เหมาะสม ภาพลักษณ์เฉพาะตัวที่โดดเด่นน่าจดจำ เข้าถึงได้ง่าย สามารถใช้เทคโนโลยีพื้นฐานเพื่อการบริหารงาน และ (3) ด้านความเป็นผู้นำองค์กรมีเป้าหมายชัดเจน ยึดหลักความถูกต้อง เข้าใจในบทบาทหน้าที่สร้างการมีส่วนร่วมในทำงานที่ถือประโยชน์ของประชาชน และเป็นแบบอย่างที่ดี 2) การจัดการการสื่อสารของผู้บริหารองค์กร ประกอบด้วย 3 ขั้นตอน คือ (1) ขั้นการกำหนดประเด็นเนื้อหาการสารที่สอดคล้องกับความรู้ทักษะ ประสบการณ์และผลงานที่โดดเด่นของผู้บริหารองค์กร มีความเชื่อมั่น กล้าคิด กล้าทำ กล้าตัดสินใจ มีมนุษย์สัมพันธ์ที่ดี แต่งกายที่เหมาะสม การรับฟังผู้อื่นอย่างเข้าใจ มุ่งเน้นการแก้ปัญหาความเดือดร้อนของประชาชน มีการจัดโครงสร้างและระบบงานบริหารองค์กรที่มุ่งผลสัมฤทธิ์ (2) ขั้นการดำเนินการผลิตสื่อและเผยแพร่ผ่านช่องทางที่หลากหลายไปยังกลุ่มเป้าหมายต่าง ๆ ด้วยสื่อดั้งเดิมและสื่อใหม่ และ (3) ขั้นการประเมินผลการสื่อสารจากผู้ประเมินภายในและภายนอกที่มีมาตรฐานเป็นที่ยอมรับ 3) กลยุทธ์การสื่อสารของผู้บริหารองค์กร ประกอบด้วย 4 กลยุทธ์ คือ (1) กลยุทธ์การสร้างเครือข่ายสนับสนุนในชุมชนที่มุ่งเน้นการลงพื้นที่เพื่อประสานประโยชน์และการแก้ปัญหา (2) กลยุทธ์การสร้างความสัมพันธ์เน้นการเผชิญหน้าด้วยการพูดคุยกับทุกกลุ่มกิจกรรมและเครือข่าย (3) กลยุทธ์การสร้างการมีส่วนร่วมกับประชาชนด้วยกิจกรรมองค์กรและบริบทของพื้นที่ และ (4) กลยุทธ์การสร้างการรับรู้ผลงานด้วยสื่อสารองค์กรและสื่อสารด้วยตนเองด้วยกิจกรรมและช่องทางสื่อสารอย่างต่อเนื่อง และ 4) แนวทางการพัฒนาการสื่อสารของผู้บริหารองค์กร ประกอบด้วย 3 แนวทาง คือ (1) การพัฒนาคุณลักษณะด้านบุคลิกภาพ ท่าทางการแสดงออก ทักษะการสื่อสาร ในการใช้เทคโนโลยีการสื่อสารดิจิทัล โดยการเรียนรู้ฝึกฝนพัฒนาด้วยตนเองหรือการฝึกฝนโดยการฝึกอบรมจากสถาบันต่างๆ (2) การพัฒนาการจัดการการสื่อสาร โดยองค์กรต้องจัดกระบวนเรียนรู้เพื่อพัฒนาการสื่อสารของผู้บริหารและทีมผู้ปฏิบัติงานการสื่อสารองค์กร และ (3) การพัฒนากลยุทธ์การสื่อสาร โดยผู้บริหารองค์กรจะต้องวางแผนกลยุทธ์ด้านการสร้างเครือข่ายการสื่อสาร การสร้างความสัมพันธ์กับมวลสมาชิก การจัดกิจกรรมและการสร้างการการรับรู้อย่างต่อเนื่อง และพัฒนาระบบการประเมินผลการสื่อสารที่สอดคล้องกับวัตถุประสงค์
The objective of this research was to study communication about the characteristics of local administrators in Southern Thailand for the purpose of building political popularity in terms of 1) the desired qualities of a local administrator; 2) management of communications; 3) communication strategies; and 4) approaches for improving communication. This was qualitative research undertaken by the in-depth interview method.The key informants were chosen through purposive selection from among people directly involved with the topic from 6 local administrative areas in southern Thailand:(1)Surat Thani Provincial Administrative Organization, (2) Satun Provincial Administrative Organization, (3) Thesaban Mueang Thung Song, Nakhon Si Thammarat Province, (4) Thesaban Tambon Ban Song, Surat Thani Province, (5) Thesaban Tambon Khok Lo, Trang Province, and (6) Tha Kham Tambon Administrative Organization, Songkhla Province. The 33 key informants came from 5 groups: (1) 6 administrators of local administrative organizations, (2)6 heads of public relations divisions, (3)6 operations officials in charge of communications work, (4) 12 community leaders who were message receivers, and (5) 3 academics from the field of communication arts. The research tool was a structured in-depth interview form. Data were analyzed by forming conclusions. The results showed that 1) there were 3 main facets of a local administrator’s characteristics that could be drawn on to build political popularity: (1) background – the individual’s educational achievement, which should be at least bachelor’s degree; credibility/trustworthiness, as reflected in visible past work results that show that the administrator is someone on whom the people can depend; sacrificing and working for the common good; (2) expert level speaking, listening and presenting skills, which should be combined with suitable character traits and ways of expression, a memorable, unique and striking personality, carriage and image, being accessible, and ability to use basic technology in administrative work; and (3) leadership, demonstrated by clearly defined goals, adherence to morality, a good understanding of a local administrator’s roles and responsibilities, inviting participation in the work for the people’s benefit, and acting as a good role model. 2) There were 3 steps to communication management:(1)determining the talking points based on the administrator’s knowledge, skills, experience, and outstanding work results, emphasizing his or her quality of being confident and daring to act, think and make decisions, having good human relations, appropriate choice of attire, listening to others attentively, good intention to solve local people’s problems, and effective management of the local administrative organization’s work system and structure; (2) media production and dissemination through a wide variety of conventional and new communication channels to reach the target audience groups; and (3) evaluation of the results of communication through internal and external assessors using reliable evaluation standards.3)There were 4 communication strategies that were utilized: (1) building a network of supporters in the community by visiting the constituents, coordinating benefits and solving problems; (2) building relationships by meeting with people and talking with all kinds of groups and networks; (3) promoting public participation through activities and the local context; and (4) continuously using personal communications, activities, organizational communications and other media to increase public awareness of work results. 4) There were 3 main approaches identified for improving the communications of local administrators to build political popularity: (1) developing the administrator’s way of personal expression and personality traits as well as communication skills through use of digital communication technology, either by independent study and practice or formal training through an institution; (2) developing communication management through a learning process to enhance the communication capacities of the administrator and the operations-level workers at the local administrative organization; and (3) developing communication strategies through planning to build up the communications network, build better relationships with network members, frequently organizing activities and building awareness, and refining the evaluation of communications to make sure the assessments are on point.
