เกณฑ์มาตรฐานการจัดสภาพแวดล้อมทางกายภาพสำหรับโรงเรียนขยายโอกาสทางการศึกษาในสำนักงานการประถมศึกษาจังหวัดนครราชสีมา

Abstract

ตามที่แผนการศึกษาแห่งชาติฉบับที่ 7 ได้ขยายโอกาสทางการศึกษาจาก 6 ปี เป็น 9 ปี โดยให้โรงเรียนประถมศึกษาที่มีความพร้อมเปิดทำการสอนระดับมัธยมได้ ซึ่งยัง มิได้กำหนดมาตรฐานและรายละเอียดของการจัดสภาพแวดล้อมทางกายภาพในโรงเรียน จึง เสนอโครงการวิจัยอันเกี่ยวกับสภาพแวดล้อมทางกายภาพภายในโรงเรียนนี้ขึ้น การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อสร้างเกณฑ์มาตรฐานการจัดสภาพแวดล้อมทางกาย- ภาพสำหรับโรงเรียนขยายโอกาสทางการศึกษาในสำนักงานการประถมศึกษาจังหวัดนครราชสีมา วิธีดำเนินการวิจัยแบ่งออกเป็น 3 ขั้นตอน ขั้นตอนที่ 1 ใช้แบบสำรวจความคิดเห็น เบื้องต้นกับครูจำนวน 250 คนและผู้บริหารจำนวน 50 คน ขั้นตอนที่ 2 ใช้เทคนิคเดลฟายในการ รวบรวมความคิดเห็นจากผู้เชี่ยวชาญเพื่อสร้างเกณฑ์มาตรฐานการจัดสภาพแวดล้อมทาง กาย- ภาพสำหรับโรงเรียนขยายโอกาสทางการศึกษาในสำนักงานการประถมศึกษาจังหวัดนครราชสีมา โดยการสอบถามผู้เชี่ยวชาญจำนวน 17 คน จำนวน 3 รอบ ขั้นตอนที่ 3 เสนอผลการวิจัย ต่อผู้ทรงคุณวุฒิจำนวน 5 คน ระยะเวลาที่ทำการวิจัยเริ่มตั้งแต่กุมภาพันธ์ 2538 - เมษายน 2540 ผลการวิจัยสรุปได้ว่า โรงเรียนขยายโอกาสทางการศึกษาในสำนักงานการประถม ศึกษาจังหวัดนครราชสีมาจะต้องมีครุภัณฑ์สนับสนุนการเรียนการสอน,ครุภัณฑ์สำนักงาน,มี การ ตกแต่งบริเวณภายนอก,มีห้องในการจัดกิจกรรมการเรียนการสอน,มีอาคารเรียน, โรงเรียนต้องตั้ง อยู่ห่างไกลจากมลพิษและติดต่อสื่อสารสะดวก, มีพื้นที่ภายในเหมาะสม, และมีอาคารประกอบ

According to the 7th National Education Plan, the basic education was extended from 6 years to 9 years. Competent primary schools were encouraged to provide three years of secondary education if they are ready. However, no standard criteria in setting physical environment were established. This study was conducted to propose such a standard. The purpose of this study was to construct the standard criteria of physical environment for the basic education expansion schools in the Office of Nakorn Ratchasima Provincial Education. The study was undertaken in three stages. Firstly, 250 teachers and 50 school executives were initially questionnaired. Secondly, in order to set the standard criteria of physical environment for the basic education expansion schools in the Office of Nakorn Ratchasima Provincial Primary Education, 17 experts were questionnaired for three rounds. Then, the collection of the expert's opinions was analysed by the Delphi technique. Thirdly, the results were presented to 5 experts for obtaining the consensus. The study started from Febuary, 1995. The study was concluded that the basic education expansion schools in the Office of Nakorn Ratchasima Provincial Primary Education should have education supporting tools, office tools, appropriate external areas, education activity rooms, education buildings, good locations, communications and transportations, complete complementary buildings and standard internal areas.
