Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัจจัยที่มีผลกระทบต่อปริมาณความต้องการ บริโภคบุหรี่ซิกาแรตภายในประเทศ (2) พยากรณ์ปริมาณความต้องการบริโภคบุหรี่ชิกาแรต ภายในประเทศในอนาคต (3) พยากรณ์รายได้ของรัฐบาลจากภาษีสรรพสามิตที่จัดเก็บจากโรงงานยาสูบ และเงินผลกำไรที่โรงงานยาสูบส่งเข้ารัฐในอนาคต (4) พยากรณ์ความต้องการใช้ใบยาสูบเพื่อวางแผนการผลิตใบยาสูบ พื้นที่เพาะปลูก และจำนวนชาวไร่ เพื่อนำไปใช้ผลิตบุหรี่ชิกาแรตภายในประเทศอย่างเหมาะสม ผลการศึกษาพบว่า ปริมาณความต้องการบริโภคบุหรี่ชิกาแรตภายในประเทศชนิดมีก้นกรองมีความสัมพันธ์ในทิศทางเดียวกับรายได้ของประชากร แต่จะมีความสัมพันธ์ในทิศทาง ตรงข้ามกับราคาขายปลีกและปริมาณนำเข้าบุหรี่ชิกาแรตจากต่างประเทศ ส่วนปริมาณความต้องการบริโภคบุหรี่ชิกาแรตภายในประเทศชนิดไม่มีก้นกรองมีความสัมพันธ์ในทิศทางตรงข้ามกับรายได้ของประชากร ราคาขายปลีกและปริมาณนำเข้าบุหรี่ซิกาแรตจากต่างประเทศสำหรับผลการพยากรณ์ปริมาณความต้องการบริโภคบุหรี่ซิกาแรตภายในประเทศใน10 ปี ข้างหน้า ปรากฏว่ามีอัตราเพิ่มขึ้นในอัตราที่ลดลงจากอดีต ส่วนรายได้ภาษีสรรพสามิต ผลกำไรที่โรงงานยาสูบนำส่งรัฐ และความต้องการใบยาสูบภายในประเทศ ยังคงเพิ่มขึ้นตามปริมาณความต้องการบริโภคบุหรี่ชิกาแรตภายในประเทศ
The purposes of this study were (1) to analyze factors determining the demand for domestic cigarettes in Thailand (Thailand Tobacco Monopoly : TTM), (2) to estimate the demand for domestic cigarettes, (3) to estimate the government revenue from domestic cigarette excise tax and revenue from TTM profits and (4) to estimate the demand for domestic tobacco leaves for producing domestic cigarettes. The empirical results indicated that the demand for filtered cigarettes was positively related to real income but negatively related to its own retail price and the volume of imported cigarettes. The demand for non-filtered cigarettes was negatively related to income, its own retail price and the volume of import cigarettes. The estimation of the demand for domestic cigarettes in the next 10 years showed a decreasing rate compared to the former one. The estimation of cigarette excise tax revenue and revenue from TTM profits and the demand for domestic tobacco leaves were positively related to the demand for domestic cigarettes
