Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาเกี่ยวกับการเสริมสร้างศักยภาพในการบริหารจัดการเพื่อสนับสนุนการประกันคุณภาพการศึกษาของมหาวิทยาลัยอุบลราชธานี (2) การเสริมสร้างศักยภาพในการบริหารจัดการเพื่อสนับสนุนการประกันคุณภาพการศึกษาของมหาวิทยาลัยอุบลราชธานี และ (3) ภาพรวมแนวโน้มของการเสริมสร้างศักยภาพในการบริหารจัดการเพื่อสนับสนุนการประกันคุณภาพการศึกษาของมหาวิทยาลัยอุบลราชธานี
การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.98 สำหรับกลุ่มตัวอย่างได้แก่ บุคลากรที่ปฏิบัติงานในมหาวิทยาลัยอุบลราชธานี จำนวน 1,351 คน เป็นการนาประชากรทั้งหมดมาเป็นกลุ่มตัวอย่าง เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1,154 ชุด คิดเป็นร้อยละ 85.42 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย
ผลการศึกษาพบว่า (1) ปัญหาสำคัญ คือ บุคลากรบางส่วนของมหาวิทยาลัยอุบลราชธานี ไม่ได้ปฏิบัติหน้าที่เพื่อสนับสนุนการประกันคุณภาพการศึกษาด้วยความรับผิดชอบอย่างมากเพียงพอ (2) การเสริมสร้างศักยภาพในการบริการจัดการที่สาคัญ คือ ผู้บริหารของมหาวิทยาลัยอุบลราชธานี ควรกาหนดหลักเกณฑ์และมาตรการการปฏิบัติงานของบุคลากรเพื่อสนับสนุนคุณภาพการศึกษาอย่างชัดเจน รวมทั้งควรจัดการฝึกอบรมการปฏิบัติงานเพื่อสนับสนุนการประกันคุณภาพการศึกษาอย่างน้อยปีละ 1 ครั้ง และ (3) ในภาพรวม ในอนาคตมหาวิทยาลัยอุบลราชธานี มีแนวโน้มของการเสริมสร้างศักยภาพในการบริหารจัดการเพื่อสนับสนุนการประกันคุณภาพการศึกษาที่มีประสิทธิภาพสูงกว่าในปัจจุบัน
The main objectives of this study were to study (1) problems of the promotion of management administration potentials to support the educational quality assurance of Ubon Ratchathani University, (2) the promotion of management administration potentials to support the educational quality assurance of Ubon Ratchathani University, and (3) overview of trends the promotion of management administration potentials to support the educational quality assurance of Ubon Ratchathani University. This study was a survey research using questionnaires which passed pre-test of both validity check and reliability check at 0.98 level. Total of 1,351 people which is a population of the Ubon Ratchathani University were used as sample group. The 1,154 sets of questionnaire were collected which equal to 85.42% of the total samples. Statistics used were percentage, mean, standard deviation, and t-test. In-depth interview of experts was also applied. The study results showed that (1) the main problem was some personnel’s insufficient performance and less responsibility to support the educational quality assurance; (2) the main promotion of management administration potentials was the university executive should provide criteria and clear measures for personnel to support the educational quality assurance including set up training for personnel performance in supporting the educational assurance at least once a year; and (3) in overall view, in the future, Ubon Ratchathani University tended to promote the management administration potentials to support the educational quality assurance with higher efficiency than the present.
