Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาประเภทและปริมาณธุรกิจของสหกรณ์การเกษตรเมืองพัทลุง จำกัดและ 2) วิเคราะห์ผลการดำเนินงานและฐานะการเงินของสหกรณการเกษตรเมืองพัทลุง จำกัด วิธีการศึกษา ใช้ข้อมูลทุติยภูมิจากงบดุล งบกำไรขาดทุน หมายเหตุประกอบงบการเงิน และเอกสารทางการเงินอื่นๆ ของสหกรณ์ในช่วงปีบัญชี 30 มิถุนายน 2552 - 2556 การวิเคราะห์ข้อมูล โดยวิธีย่อส่วนตามแนวดิ่ง การวิเคราะห์แนวโน้ม และการวิเคราะห์อัตราส่วนทางการเงิน แบบ CAMELS โดยเปรียบเทียบกับค่าเฉลี่ยของกรมตรวจบัญชีสหกรณ์ ผลการศึกษาพบว่า 1) สหกรณ์การเกษตรเมืองพัทลุง จำกัด ดำเนินธุรกิจ 4 ด้าน สำหรับปีบัญชีสิ้นสุด 30 มิถุนายน 2556 มีมูลค่าธุรกิจรวม 422.30 ล้านบาท โดยธุรกิจสินเชื่อมีมูลค่าสูงสุด 217.55 ล้านบา รองลงมาธุรกิจรับฝากเงิน 138.66 ล้านบาท และธุรกิจจัดหาสินค้า มาจำหน่ายมีมูลค่าน้อยที่สุด 66.09 ล้านบาท ส่วนธุรกิจรวบรวมผลิตผลประสบผลขาดทุนติดต่อกัน ตั้งแต่ปี 2552 - 2554 ที่ประชุมใหญ่สามัญ ประจำปี 2554 จึงมีมติให้หยุดดำเนินธุรกิจชั่วคราวจนกว่า สหกรณ์จะสรรหาบุคลากรที่มีความเชี่ยวชาญในธุรกิจดังกล่าวได้เพื่อดำเนินธุรกิจต่อไป 2) สหกรณ์มีสัดส่วนการลงทุนในสินทรัพย์ไม่หมุนเวียนมากกว่าการลงทุนในสินทรัพย์หมุนเวียน โดยส่วนใหญ่เป็นเงินให้กู้ยืมระยะยาว ส่วนโครงสร้างทางการเงิน สหกรณ์มีสัดส่วนการจัดหาเงินทุนจากหนี้สินมากกว่าทุน โดยเฉพาะหนี้สินหมุนเวียนได้แก่ เงินรับฝาก ผลการดำ เนินงานสหกรณ์มีสัดส่วนของต้นทุนขายต่ำสุดในปี 2553 และกลับสูงขึ้นเล็กน้อยในปี 2556 สหกรณ์มีแนวโน้มของลูกหนี้ระยะสั้น-สุทธิเพิ่ม ในอัตราที่สูงมาก หนี้สินและทุนของสหกรณ์มีแนวโน้มเพิ่มขึ้น โดยเฉพาะทุนเรือนหุ้น มีอัตราเพิ่มสูงขึ้นมาก ด้านยอดขายมีแนวโน้ม ปรับตัวเพิ่มขึ้นจากปี 2553 จนถึงปี 2556 การวิเคราะห์โดยใช้เทคนิค CAMELS Analysis พบว่า ความเข้มแข็ง และความเพียงพอของเงินทุนมีความเสี่ยงอยู่บ้าง เนื่องจากสหกรณ์มีอัตราส่วนหนี้สินต่อทุน 1.76 เท่า ทุนสหกรณ์ไม่สามารถคุ้มครองหนี้สินได้ประสิทธิภาพในการบริหารสินทรัพย์ของสหกรณ์เพื่อก่อให้เกิดรายได้ 0.23 รอบ อยู่ในเกณฑ์ไม่น่าพอใจ แต่การลงทุนในสินทรัพย์มีคุณภาพดีจึงส่งผลให้อัตราผลตอบแทนต่อสินทรัพย์อยู่ในระดับที่น่าพอใจ ขีดความสามารถในการบริหารอยู่ในเกณฑ์ไม่น่าพอใจ การทำกำไรต่อสมาชิกอยู่ในเกณฑ์ดี แต่อัตราหนี้สินต่อสมาชิกโดยเฉลี่ยสูงกว่าอัตราการออมต่อสมาชิกอย่างมาก อัตรากำไรสุทธิเฉลี่ย 5 ปี สูงกว่า ค่ามาตรฐาน สหกรณ์มีสภาพคล่องในการชำระหนี้สินหมุนเวียนต่ำกว่า ค่ามาตรฐานเล็กน้อย ส่วนอัตราหมุนของสินค้าคงเหลือและลูกหนี้ระยะสั้น อยู่ในเกณฑ์น่าพอใจ สหกรณ์ได้รัผลกระทบจากอัตราดอกเบี้ยและคู่แข่งขัน ทางการค้า
The objectives of this research were 1) to study the types and volumes of business transacted by Mueang Pattalung Agricultural Cooperative, Limited; and 2) to analyze the cooperative’s financial performance and financial position. The research method was to analyze secondary data, consisting of the Balance Sheets, Profit and Loss Statement, Note to the Financial Statements and other financial documents of Mueang Pattalung Agricultural Cooperative Limited from 30 June 2009 - 30 June 2013. Analysis was done by common-size analysis, trend analysis, and CAMELS analysis, comparing the results to the industry averages published by the Department of Cooperatives Auditing. The results showed that 1) Mueang Pattalung Agricultural Cooperative transacted 4 types of business. For the year ended 30 June 2013 its total business volume was 422.300 M.baht, consisting of 217.547 M.baht from the credit business, 138.660 M.baht from the savings deposit business, and 66.092 M.baht from the merchandise re-sale business. The fourth line of business, the agricultural products consolidation business, had suffered losses from 2009 to 2011, so at the 2011 general meeting the cooperative resolved to suspend that business until personnel with sufficient expertise could be found to make it feasible. 2) The cooperative had greater investments in non-current assets than in current assets. The majority was long-term loans. The cooperative obtained more capital from liabilities than from equity. Most of the liabilities were current liabilities, i.e. deposits. The cooperative’s lowest cost of goods sold ratio was in 2010, and it rose slightly by 2013. The trend for the cooperative’s net short-term account receivables was to increase at a high rate, and the trend for the cooperative’s capital, especially capital stock, was to increase. The trend for sales was to increase from 2010 to 2013. CAMELS analysis showed that there was moderate risk for the cooperative’s capital adequacy because its debt to equity ratio was 1.76 and its capital could not cover its debts. The cooperative’s income-earning asset management efficiency was 0.23, which is not satisfactory, but the cooperative was able to invest in good quality assets, so its return on assets ratio was satisfactory. The cooperative’s management capability was assessed at the unsatisfactory level. The profitability per member was good but the average debt per member during the time period studied was much higher than the savings per member. Over the 5 years the cooperative’s net profit ratio was higher than the standard and its liquidity ratio was slightly lower than standard. The cooperative’s inventory turnover and short-term account receivables turnover was satisfactory. The cooperative was sensitive to interest rates and business competition.
