Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) พัฒนาระบบติดตามและประเมินการใช้งบประมาณประจำปีผ่านอุปกรณ์เคลื่อนที่ของ มหาวิทยาลัยเทคโนโลยีราชมงคลล้านนา (2) ประเมินประสิทธิภาพการทำงานของระบบติดตามและประเมินการใช้งบประมาณประจำปีผ่านอุปกรณ์เคลื่อนที่ของ มหาวิทยาลัยเทคโนโลยีราชมงคลล้านนา งานวิจัยนี้พัฒนาระบบโดยใช้กรอบแนวคิดในการปฏิบัติงานที่เป็นลำดับขั้นตามวงจรการพัฒนาระบบ โดยภาษาที่ใช้ในการพัฒนาประกอบด้วย Hypertext Markup Language, Cascading Style Sheet, JavaScript, JQuery, RequireJS และ Framework7 เพื่อรองรับการทำงานบนอุปกรณ์เคลื่อนที่ ผ่านระบบเว็บด้วยภาษา HTML 5 ซึ่งมีความยืดหยุ่นในการแสดงผลโดยไม่กระทบกับชนิดของอุปกรณ์ที่ใช้ในการแสดงผล ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ บุคลากรในมหาวิทยาลัยเทคโนโลยีราชมงคลล้านนา วิทยาเขตเชียงใหม่ จำนวน 14 คน โดยแบ่งออกเป็น 3 กลุ่ม ได้แก่ (1) กลุ่มผู้บริหาร (2) กลุ่มผู้ปฏิบัติ (3) กลุ่มกองคลัง การรวบรวมข้อมูลโดยใช้การสัมภาษณ์เชิงลึกแบบรายบุคคล ในช่วงการพัฒนาระบบฯ เพื่อนำมาวิเคราะห์ความต้องการของผู้ใช้งานที่เป็นกลุ่มเป้าหมาย และ ในช่วงการประเมินระบบฯ เพื่อเป็นแนวทางในการปรับปรุงระบบให้ดียิ่งขึ้น ผลการวิจัยพบว่า (1) การออกแบบและพัฒนาระบบ ส่วนของเจ้าหน้าที่สามารถนำข้อมูลเข้าระบบข้อมูลในสิทธิของผู้ดูแลระบบ และมีเครื่องมือในการจัดการระบบ ส่วนของผู้บริหารสามารถเข้ามาดูข้อมูลได้ 3 รายการ คือ การติดตามงบประมาณเงินแผ่นดิน การติดตามงบประมาณเงินรายได้ และการดูสถิติงบประมาณย้อนหลัง 3 ปี ตั้งแต่ปีพุทธศักราช 2556 - 2558 โดยสามารถเลือกดูเฉพาะเขตพื้นที่ได้ ดาวน์โหลด และเขียนบันทึกที่หน้าจอที่แสดงกราฟได้ (2) การประเมินประสิทธิภาพของระบบด้านเทคนิค การทดสอบของทุกกระบวนทั้ง 4 ด้าน สามารถทำงานได้ตามปกติไม่พบปัญหาใด ด้านกระบวนการทำงานสามารถช่วยลดขั้นตอนการทำงาน (3) การประเมินประสิทธิภาพของการใช้ระบบจากกลุ่มผู้ใช้เป้าหมาย พบว่า การพัฒนาระบบติดตามและประเมินการใช้งบประมาณผ่านอุปกรณ์พกพาของมหาวิทยาลัยเทคโนโลยีราชมงคลล้านนานั้นประสิทธิภาพและประสิทธิผลสูงกว่าระบบเก่า และก่อให้เกิดนวัตกรรมการพัฒนาระบบติดตามและประเมินผลการใช้งบประมาณของมหาวิทยาลัยเทคโนโลยีราชมงคลล้านนาที่สามารถนำไปใช้ได้จริงเพื่อความยั่งยืนต่อองค์กร
The objectives of the research are as follows: 1) developing monitoring and evaluation of Rajamangala University of Technology Lanna budgeting system and 2) evaluating the performance and usage of the developed system in fiscal budget via mobile devices for Rajamangala University of Technology Lanna. This research applies the concept of system development life cycle. The tools in this research consist of the followings: Hypertext Markup Language, Cascading Style Sheet, JavaScript, JQuery, RequireJS, and Framework7 to support the operation on mobile devices. HTML 5 is used for web development since it is flexible for user interface for screen adjustment regardless any types of devices. The samples of this research are 14 representatives from Rajamangala University of Technology, consisted of 3 groups, which are executivies, operations and budget department. The results of the research are as: 1) For the system design and development, operators can use system management tools and upload information as system administrator, while executive directors can see three types of information which are tracking budget, tracking income, and statistic information of previous budget within three years (2013-2015) filtering by areas. The information is downloadable and can be taken notes from the result pages. 2) The evaluation of system in technical aspect found that four technical areas work well and can reduce the process from regular work. 3) The performance evaluation from target users shows that the monitoring and evaluation system of fiscal budget via mobile devices for Rajamangala University of Technology Lanna is much more efficiency than the previous system. It promotes innovation of monitoring and evaluation system of fiscal budget for RUTL. Moreover, it could be practically applied to the organization for sustainability
