Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ประเมินผลการดำเนินงานของสำนักงาน สรรพากรพื้นที่สาขาสันกำ แพง ในด้านประสิทธิผลตามแผนปฏิบัติราชการ ด้านคุณภาพการให้บริการ ด้านประสิทธิภาพของการปฏิบัติราชการและด้านการพัฒนาองค์กร (2) ศึกษาปัญหาการ ดำเนินงานของสำนักงานสรรพากรพื้นที่สาขาสัน
กำแพง (3) เสนอแนวทางในการพัฒนาการดำเนินงานของสำนักงานสรรพากรพื้นที่สาขาสันกำแพง การศึกษาวิจัยเป็นการวิจัยเชิงคุณภาพและวิจัยเชิงปริมาณ โดยการวิจัยเชิงคุณภาพจะใช้วิธีการศึกษาค้นคว้าข้อมูลจากเอกสาร และการสัมภาษณ์บุคลากรผู้ปฏิบัติงานในสำนักงาน สรรพากรพื้นที่สาขาสันกำแพง วิเคราะห์ข้อมูลด้วย การวิเคราะห์เนื้อหา สำหรับการวิจัยเชิงปริมาณจะเป็นการรวบรวมข้อมูลที่ได้จากแบบสอบถาม โดยกลุ่มตัวอย่างเป็นประชาชน ผู้รับบริการของสำนักงานสรรพากรพื้นที่สาขาสันกำแพงจำนวน 400 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาพบว่า (1) การประเมินผลการดำเนินงานของสำนักงานสรรพากรพื้นที่ สาขาสันกำแพงทั้ง 4 ด้าน มีผลการดำเนินงานที่อยู่ในระดับดีเยี่ยม 1 ด้าน คือ มิติด้านการพัฒนาองค์กร ผลการปฏิบัติงานอยู่ในระดับดีมาก 1 ด้าน คือ มิติด้านประสิทธิผล ผลการปฏิบัติงานอยู่ในระดับดี 2 ด้านคือ มิติด้านประสิทธิภาพของการปฏิบัติงาน และมิติด้านคุณภาพการให้บริการ (2) ปัญหาสำคัญของการดำเนินงาน คือ บุคลากรไม่เพียงพอ ขาดความรู้ด้านระเบียบและทักษะการ ให้บริการระเบียบกฎหมาย ขั้นตอนการดำเนินงานยังไม่เหมาะสม และปัญหาด้านการประสานงานและการประชาสัมพันธ์ที่ยังไม่ได้ดำเนินการอย่างจริงจัง (3) ข้อเสนอแนะ เห็นควรให้มีการเพิ่มบุคลากรที่เพียงพอกับปริมาณงานและเสริมสร้างความรู้ในระเบียบ ทักษะด้านการบริการ มีการปรับปรุงระเบียบ ขั้นตอนการดำเนินงานให้เหมาะสม และมีการประชาสัมพันธ์ในเชิงรุกให้มากขึ้นอันจะเป็นการสร้างความรู้ความเข้าใจให้กับผู้เสียภาษี
The purposes of this study were (1) to evaluate the operation of Sankamphaeng Area Revenue Branch Office in dimension of effectiveness, service quality, performance efficiency, and organization development (2) to study the operational problems of Sankamphaeng Area Revenue Branch Office (3) to recommend the operational developing approach of Sankamphaeng Area Revenue Branch Office This study was both quality and quantity research. Instruments used for quality study were document research and interview conduction with Sankamphaeng Area Revenue Branch Office staff, data collected was analyzed using content analysis. Instrument for quantity research was questionnaire, a sampling group of 400 clients who contacted the Sankamphaeng Area Revenue Branch Office. Statistics used for research data analysis were frequency, percentage, mean, standard deviation and t-test. The study revealed that (1) an operation evaluation of Sankamphaeng Area Revenue Branch Office of all 4 dimensions evaluated, one dimension, organization development, was graded excellent. The performance graded very good was performance effectiveness dimension, while two dimensions were graded good which were performance efficiency and service quality, (2) major operational problems were insufficient personnel, lack of knowledge on rules and regulations and lack of service skills, inappropriate operational procedures, coordination flaw, and weak public relations activities (3) recommendations were number of personnel should be increased to cope with office workload, knowledge on rules and regulations should be provided while service skills should be developed, there should be an improvement on operational procedures, and proactive public relations activities should be conducted to foster knowledge and understanding of tax payers.
