Abstract
การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ มีวัตถุประสงค์เพื่อ (1) ศึกษาการยอมรับต่อบริการการแพทย์แผนไทยของบุคลากรสาธารณสุขในจังหวัดสุพรรณบุรีโดยรวม และแยกรายด้าน ได้แก่ ด้านการตรวจวินิจฉัยโรคแบบแผนไทย ด้านเภสัชกรรม ด้านรักษาโรคและฟื้นฟูสภาพร่างกาย และด้านส่งเสริมสุขภาพและป้องกันโรค (2) เปรียบเทียบการยอมรับต่อบริการการแพทย์แผนไทยของบุคลากรที่มีปัจจัยที่เกี่ยวข้องแตกต่างกัน ได้แก่ ปัจจัยส่วนบุคคล ปัจจัยด้านหน่วยงาน และปัจจัยด้านประสบการณ์การใช้บริการการแพทย์แผนไทย (3) ศึกษาปัญหาอุปสรรคและข้อเสนอแนะต่อการจัดบริการการแพทย์แผนไทยในจังหวัดสุพรรณบุรี กลุ่มตัวอย่างที่ศึกษาเป็นแพทย์ เภสัชกร พยาบาลและเจ้าหน้าที่สาธารณสุขที่ปฏิบัติงานในโรงพยาบาล
ศูนย์ โรงพยาบาลทั่วไป โรงพยาบาลชุมชน และสถานีอนามัยในจังหวัดสุพรรณบุรีที่ได้จากการสุ่มแบบหลายขั้นตอนจำนวน 369 คน เก็บข้อมูลด้วยแบบสอบถามที่มีค่าความเที่ยงของการยอมรับเท่ากับ 0.88 ได้แบบสอบถามกลับคืน 324 ฉบับ คิดเป็นร้อยละ 87.80 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน ทดสอบแบบที วิเคราะห์ความแปรปวนทางเดียว ครัสคัลวาลิส-เทสต์ และแมนวิทนีย์ยู-เทสต์ ผลการวิจัย พบว่า (1) การยอมรับต่อบริการการแพทย์แผนไทยโดยรวมของบุคลากรสาธารณสุขในจังหวัดสุพรรณบุรีอยู่ในระดับปานกลาง เมื่อแยกรายด้านได้แก่ ด้านการตรวจวินิจฉัยโรคแบบแผนไทย ด้านเภสัชกรรม ด้านรักษาโรคและฟื้นฟูสภาพร่างกาย และด้านส่งเสริมสุขภาพและป้องกันโรค อยู่ในระดับ
ปานกลางทุกด้าน (2) บุคลากรสาธารณสุขที่มีปัจจัยส่วนบุคคล ได้แก่ เพศ การศึกษา วิชาชีพ ประเภทบุคลากร และ
หน่วยงานที่แตกต่างกัน พบว่ามีการยอมรับแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ปัจจัยด้านหน่วยงาน ได้แก่ นโยบายสนับสนุน การจัดบริการ การมีกิจกรรมส่งเสริม สถานที่ บุคลากร การเตรียมความรู้ที่แตกต่างกัน พบว่ามีการยอมรับแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ประสบการณ์การใช้บริการ ได้แก่ ด้านเภสัชกรรม ด้านรักษาโรคและฟื้นฟูสภาพร่างกาย ด้านส่งเสริมสุขภาพและป้องกันโรคที่แตกต่างกัน พบว่ามีการยอมรับ แตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 แต่ด้านการตรวจวินิจฉัยโรคแบบแผนไทยไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติ (3) ปัญหาอุปสรรคที่พบมาก 3 ลำดับแรก ได้แก่ บุคลากรขาดคุณภาพ จำนวนบุคลากรไม่เพียงพอ และสถานที่ในการจัดบริการไม่เหมาะสม (ร้อยละ 56.8 51.9 และ 33.6 ตามลำดับ) ข้อเสนอแนะ 3 ลำดับแรก ได้แก่ ควรมีแผนพัฒนาบุคลากร ควรจัดหาบุคลากรและมอบหมายให้รับผิดชอบงานแพทย์แผนไทยเป็นการเฉพาะและควรมีจัดการประชาสัมพันธ์อย่างทั่วถึง (ร้อยละ 24.4 22.2 และ 14.8 ตามลำดับ)
The objectives of this survey research were (1) to study the adoption of health personnel in Suphanburi Province toward Thai Traditional Medicine service in overall and separate aspects consisted of Thai Traditional Medicine diagnosis, herbal medicines, treatment & rehabilitation and promotion & prevention; (2) to compare their adoption based on their difference factors:- personal characteristics, health office and experience in using Thai Traditional Medicine service; (3) to study the problems, obstacles and suggestions of Thai Traditional Medicine service in Suphanburi Province. The studied population were doctors, pharmacists and nurses of central, general and community hospitals, and health personnel in health centers in Suphanburi Province. A total of 324 samples were stratified randomized selected according to proportion in each group. Data were collected via questionnaire with the reliability level at 0.88. Three hundred twenty four completed questionnaires were sent back with returned rate 87.80. The percentage, standard deviation, mean, student t-test, one way ANOVA, Kruskal Wallis-test and Mann Whitney U-test were used in statistical analysis. The research findings were (1) the adoption of health personnel toward Thai Traditional Medicine service, in overall and separate aspects were all at moderate levels; (2) the adoption of health personnel who had difference factors:- population characteristics, health office and experience in using Thai Traditional Medicine service, were significant difference at 0.05 level, excepted in the aspect of the adoption of Thai Traditional Medicine diagnosis; (3) the top 3 problems and obstacles of the services were quality of staffs (56.8%), number of staffs (51.9%) and suitable service place (33.6%), the 3 highest rank suggestions of the services were staffs-developing plan (24.4%), personnel recruitment and assigning a specific Thai Traditional Medicine service job (22.2%), and increasing a coverage of public relations (14.8%)
