Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษารูปแบบและกระบวนการการมีส่วนร่วม ทางการเมืองของชุมชนในพื้นที่จังหวัดสงขลา ในการเตรียมความพร้อมเข้าสู่การเป็นมรดกโลก (2) ศึกษาปัญหาและอุปสรรคการมีส่วนร่วมทางการเมืองของชุมชนในพื้นที่จังหวัดสงขลา ในการเตรียมความพร้อมเข้าสู่การเป็นมรดกโลก (3) เสนอแนวทางและข้อเสนอแนะในการมีส่วนร่วม ทางการเมืองของชุมชนในพื้นที่จังหวัดสงขลา ในการ เตรียมความพร้อมเข้าสู่มรดกโลก การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ เน้นการวิจัยทางเอกสารและเครื่องมือในการวิจัยใช้แบบสัมภาษณ์ และวิเคราะห์ข้อมูลเชิงพรรณนา ผลการศึกษาพบว่า (1) รูปแบบและกระบวนการการมีส่วนร่วมทางการเมืองของชุมชน ในพื้นที่จังหวัดสงขลาในการเตรียมความพร้อมในการที่จะเข้าสู่การเป็นมรดกโลก มีรูปแบบและกระบวนการการมีส่วนร่วม 3 ลักษณะ ด้วยกัน ได้แก่ (1.1)รูปแบบและกระบวนการการมีส่วนร่วม ของผู้นำชุมชน (1.2) รูปแบบและกระบวนการการมีส่วนร่วมขององค์กรท้องถิ่น และตัวแทนอื่น ๆ และ (1.3) รูปแบบและกระบวนการการมีส่วนร่วมของชุมชน (2) ปัญหาและอุปสรรคการมีส่วน ร่วมทางการเมืองของชุมชน การมีส่วนร่วมทางการเมืองของชุมชนในพื้นที่จังหวัดสงขลาในการ เตรียมความพร้อมเข้าสู่การเป็นมรดกโลก ปัญหาส่วนใหญ่ที่มีผลต่อด้านการพัฒนารอบด้าน คือ ปัญหาเรื่องของการที่ชุมชนไม่สามารถเข้าถึงการที่จะทำความเข้าใจ ในเรื่องของข้อมูลข่าวสาร เกี่ยวกับมรดกโลกที่จะเกิดขึ้น และเรื่องของทัศนคติ ความคิดเห็นที่แตกต่างกัน (3) แนวทางและ ข้อเสนอแนะ ให้ชุมชนเข้าไปมีส่วนร่วมทางการเมืองในพื้นที่จังหวัดสงขลาเพื่อเตรียมความพร้อม เข้าสู่การเป็นมรดกโลก คือ เรื่องของการประชาสัมพันธ์ให้เป็นเรื่องเฉพาะเจาะจง การมีผู้นำหรือผู้รับผิดชอบเกี่ยวกับเรื่องมรดกโลกนี้โดยตรง ซึ่งต้องเป็นผู้ที่มีความเป็นภาวะผู้นำอย่างมาก ที่จะสามารถประสานงาน ให้ความรู้ และสามารถเข้าถึงชุมชนได้เป็นอย่างดี และการทำให้ชุมชนมี ความรู้สึกที่มีความเป็นอันหนึ่งอันเดียวร่วมกันทั้งกับภาครัฐ ภาคเอกชน และชุมชน ด้วยกันเอง
The objectives of this research were 1) to study patterns and processes of political participation of communities in Songkhla Province in preparation for becoming a world heritage, 2) to investigate problems and obstacles of political participation of communities in Songkhla Province in preparation for becoming a world heritage and (3) to suggest a guideline of political participation of communities in Songkhla Province in preparation for becoming a world heritage. The qualitative approach was applied in this research. The research instruments were literature review and interview. Then, the data was analyzed by descriptive analysis. This research found that (1) there were three patterns and processes of political participation of communities in Songkhla Province in preparation for becoming a world heritage including (1.1) participation of community leaders, (1.2) participation of local organization and (1.3) participation of community. (2) The main problem of political participation of communities in Songkhla Province in preparation for becoming a world heritage was development impacts. The community could not access and understand the information about the world heritage. The other problem would be different attitudes and opinions. (3) The suggestion was to allow community to participate in preparation for becoming a world heritage in Songkhla Province by specific public relation. The community leader or responsible person should be the leadership and able to coordinate, educate and access to community for the world heritage. The community should cooperate with government, private sectors and among community.
