Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ภูมิหลังทางสังคม เศรษฐกิจ และการเมืองของนายประดิษฐ์ อาจแก้ว (2) เครือข่ายและความสัมพันธ์ทางสังคม เศรษฐกิจ และการเมืองของนายประดิษฐ์ อาจแก้ว และ (3) การสร้างและรักษาอำนาจทางการเมืองของนายประดิษฐ์ อาจแก้ว การวิจัยครั้งนี้เก็บรวบรวมข้อมูลจากเอกสารและการสัมภาษณ์เชิงลึกโดยมีผู้ให้ข้อมูลสำคัญประกอบด้วย นายประดิษฐ์ อาจแก้ว กลุ่มผู้ใกล้ชิดกับนายประดิษฐ์ อาจแก้ว กลุ่มนักการเมืองท้องถิ่น ข้าราชการประจำในองค์กรปกครองส่วนท้องถิ่น กลุ่มผู้นำชุมชนและประชาชนทั่วไป รวม 21 คน จากนั้นจึงนำข้อมูลที่ได้มาวิเคราะห์เชิงพรรณนา ผลการวิจัยพบว่า (1) นายประดิษฐ์ อาจแก้วมีภูมิหลังทางสังคมที่เป็นคนมีจิตอาสาช่วยเหลืองานบุญหรืองานประเพณีของส่วนรวม ภูมิหลังทางเศรษฐกิจไม่โดดเด่นเนื่องจากครอบครัวมีฐานะปานกลาง ไม่ได้ประกอบธุรกิจใหญ่โตและไม่มีเครือญาติหรือตระกูลการเมืองมาก่อน ส่วนภูมิหลังทางการเมืองมีความเด่นชัดเนื่องจากเคยดำรงตำแหน่งสารวัตรกำนันและเคยดำรงตำแหน่งสมาชิกสภาตำบลปวนพุ (2) เครือข่ายทางสังคม เศรษฐกิจ และการเมืองของนายประดิษฐ์ อาจแก้ว ได้แก่ ญาติพี่น้อง โดยเฉพาะฝ่ายภรรยา เพื่อนที่เคยร่วมงานรวมทั้งเพื่อนบ้าน กลุ่มข้าราชการท้องถิ่น กลุ่มนักการเมืองกลุ่มนักธุรกิจ ประชาชนทั่วไป และ (3) การสร้างและรักษาอำนาจทางการเมืองของนายประดิษฐ์ อาจแก้ว ใช้วิธีการสร้างบุคลิกภาพส่วนตัวและสร้างภาพลักษณ์ที่ดี ใช้ประสบการณ์ในการทํางานที่ผ่านมาสร้างผลงาน ใช้การแลกเปลี่ยนผลประโยชน์กับกลุ่มต่างๆ และใช้วิธีการทางการเมืองอื่นๆ เช่น ความได้เปรียบทางกฎหมาย คู่แข่งที่เปิดตัวช้าหรือยังไม่ได้สร้างผลงาน เงินทุนและนโยบายการทํางานที่ผ่านมา
The objectives of this research were (1) to study the social, economic and political background of Mr. Pradit Artkaew, (2) to study the network and social, economic and political relations of Mr. Pradit Artkaew and (3) to study the building and maintaining of the political power of Mr. Pradit Artkaew. This research collected data from documents and in-depth interviews with key person including Mr. Pradit Artkaew, a group who close to Mr. Pradit Artkaew, a group of local politicians, government officials in a local government organization, a group of community leaders and the local people (21 samples in total). Then, the data was analyzed by descriptive analysis. This research found that (1) a social background of Mr. Pradit Artkaew was volunteer spirit and helping merit or traditional events. His economic background was middle class family. He did not have a huge business and was not born in political family. His political background was outstanding because he used to be in position of village inspector and a member of the Puan Phu Subdistrict Council. (2) The social, economic, and political networks of Mr. Pradit Artkaew were relatives, especially his wife, friends who have worked together, a local government group, a group of politicians, a group of business and local people. (3) The building and maintaining method of the political power of Mr. Pradit Artkaew was good personality and image. He used his experience to create results and the exchange of interests with different groups. He also used other political techniques such as legal advantage, competitors that were slow to launch or had not produce results, funding and previous policies.
