Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเปรียบเทียบ (1) การบริหารจัดการ (2) ปัญหา และ (3) แนวทางการพัฒนาการบริหารจัดการตามแนวทางทศพิธราชธรรมระหว่างองค์การบริหารส่วนตำบลในคลองบางปลากดกับองค์การบริหารส่วนตำบลบางกระสอบในจังหวัดสมุทรปราการโดยนำ ปัจจัยที่มีส่วนส่าคัญต่อการบริหารจัดการตามแนวทางทศพิธราชธรรม ชึ่งประกอบด้วย 10 ประการ มาเป็นกรอบแนวคิดในการศึกษาครั้งนี้ได้แก่ การให้ทาน การรักษาศิล การบริจาค ความชื่อตรง ความอ่อนโยน ความเพียร ความไม่โกรธ ความไม่เบียดเบียน ความอดทน และความเที่ยงธรรม การศึกษาครั้งนี้เป็นการวิชัยเชิงสำรวจโดยใช้แบบสอบถามชื่งผ่านการทดสอบ รวมทั้งผ่าน การหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.90 กลุ่มตัวอย่าง ได้แก่ บุคลากรขององค์การบริหารส่วนตำบล และประชาชนในพื้นที่ขององค์การบริหารส่วนตำบลทั้ง 2 แห่ง รวม 1,272 คน กลุ่มตัวอย่างดังกล่าวนี้ได้ตอบแบบสอบถาม และเก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1,247 คน เท่ากับร้อยละ 98.03 ของแบบสอบถามที่แจกออกไปทั้งหมด (1,272 คน) ในการวิเคราะห์ข้อมูลได้ใช์คอมพิวเตอร์โดยสถิติที่นำมาใช้คือ ค่าร้อยละ ค่าเฉลี่ย คำเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาปรากฎว่า (1) กลุ่มตัวอย่างเห็นด้วยในระดับปานกลาง ว่า ในภาพรวม องค์การบริหารส่วนตำบลทั้ง 2 แห่งมีการบริหารจัดการตามแนวทางทศพิธราชธรรมสูงทั้ง 10 ประการ (2) สำหรับปัญหาที่สำคัญ คึอ บุคลากรบางส่วนในองค์การบริหารส่วนตำบลปฏิบัติงานไม่เป็นไปตามระเบียบกฎเกณฑ์ที่ตั้งไวั และบางคนใช้เวลาเพื่อกิจกรรมส่วนตัว (3) สำหรับแนวทางการพัฒนาการบริหารจัดการ คือ องค์การบริหารส่วนตำบลทั้ง 2 แห่ง ควรฝึกอบรมผู้บริหารทุกระดับในเรื่องความสำคัญของการบริหารจัดการตามแนวทางทศพิธราชธรรม ในเวลาเดียวกัน ผู้บริหารควรทำตัวเป็นแบบอย่างที่ดีและควรนำการบริหารจัดการตามแนวทางทศพิธราชธรรมไปปรับใชัในองค์การบริหารส่วนตำบลด้วย
The objectives of this study were to comparative study on (1) management administration (2) problems and (3) development guidelines of management administration according to the Ten Perfections Guideline between the Naiclongbangplakod and the Bangkrasob Subdistrict Administrative Organizations in Samutprakan Province. The Ten Perfections Guideline was applied as conceptual framework in this study which consisted of 10 factors: giving away food or necessities, following the commandments, giving donations, being honest, being suave, persevering, being patient, not annoying to anybody, being tolerant, and having justice. This study was a survey research by using questionnaires. The questionnaires were protested and had been checked out for validity and reliability at level of 0.90. The samplings were 1,272 consisted of officers and people in both areas of the Naiclongbangplakod and the Bangkrasob Subdistrict Administrative Organizations. The questionnaires were collected at the amount of 1,247 (98.03%) of total samples (1,272). Computer was used in data analysis and statistics applied were percentage, mean, standard deviation, and t-test The study results showed that (1) the samples agreed at the medium level that overall view of the both organizations on the 10 factors of the Ten Perfections Guideline at the high level; (2) the significant problems were that some officers did not perform their duties according to the regulations and benefited governmental property, in addition, some of them spent office hours for private activities; and (3) for the development, guidelines of management administration were that both organizations should train their executives at all levels in terms of the significance of management administration according to the Ten Perfections Guideline. By the same time, the executives should act as good model and should also apply the Ten Perfections Guideline to their organizations.
