Abstract
งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อ ศึกษาถึงบทบาทภาคประชาสังคมในการกำกับตรวจสอบองค์กรปกครองส่วนท้องถิ่น และปัญหาอุปสรรคของภาคประชาสังคมในองค์การบริหารส่วนตำบลบ้านยาง อำเภอเสาไห้ จังหวัดสระบุรีในการกำกับตรวจสอบองค์กรปกครองส่วนท้องถิ่นรวมทั้งเสนอแนะแนวทางการส่งเสริมบทบาทภาคประชาสังคมในการกำกับตรวจสอบองค์กรปกครองส่วนท้องถิ่น งานวิจัยฉบับนี้เป็นการวิจัยเชิงคุณภาพโดยวิธีการวิเคราะห์ข้อมูลเชิงพรรณนาโดย นำเอาข้อมูลที่ได้จากการค้นคว้าจากเอกสารและการสัมภาษณ์กลุ่มประชากรตัวอย่างประชาสังคม ทั้งสิ้นจำนวน 15 คนเป็นข้อมูลในการวิเคราะห์ ผลการศึกษาพบว่า(1)บทบาทภาคประชาสังคมในการกำกับตรวจสอบองค์กรปกครองส่วนท้องถิ่นภาคประชาสังคมไม่ได้มีบทบาทในการกำกับตรวจสอบอย่างแท้จริงเพราะโอกาสที่จะเข้าร่วมกิจกรรมต่างๆขององค์การบริหารส่วนตำบลไม่เอื้อต่อการเข้าไปทำหน้าที่ของภาคประชาสังคมเพราะการรวมตัวกันในการที่จะทำหน้าที่กำกับตรวจสอบองค์กรปกครองส่วนท้องถิ่นถูกลดความสำคัญต่อการบริหารงานและการมีส่วนร่วมของท้องถิ่นโดยสิ้นเชิง(2)ปัญหาอุปสรรคของภาคประชาสังคมในการกำกับตรวจสอบองค์กรปกครองส่วนท้องถิ่นภาคประชาสังคมและประชาชนขาดความรู้ความเข้าใจในบทบาทการกำกับตรวจสอบองค์การบริหารส่วนตำบลและยังเห็นว่าการเข้ามาทำหน้าที่ในการกำกับตรวจสอบไม่ใช่หน้าที่ของตนเองแต่เป็นหน้าที่ของรัฐ ท้องถิ่นยังไม่เปิดโอกาสให้ภาคประชาสังคมและภาคประชาชนเข้าไปมีส่วนร่วมในการพัฒนาท้องถิ่นรวมทั้งตัวของภาคประชาสังคมยังไม่ชัดเจนกระจัดกระจายกันอยู่เป็นกลุ่มๆจึงไม่สามารถที่จะทำหน้าที่ในการกำกับตรวจสอบองค์กรปกครองส่วนท้องถิ่นได้อย่างชัดเจน(3)เสนอแนะแนวทางส่งเสริมบทบาทภาคประชาสังคมในการกำกับตรวจสอบองค์กรปกครองส่วนท้องถิ่น ท้องถิ่นควรเปิดโอกาสให้ภาคประชาสังคมเข้ามามีส่วนร่วมในทุกกระบวนการการทำงานของท้องถิ่นเพื่อให้เกิดความตระหนักในสิทธิหน้าที่และความสำนึกในความรับผิดชอบต่อสังคมท้องถิ่นของตนเองต่อไป
The purpose of this research for Study the role of civil society in governance monitoring organizations and the problems of civil society in Tambon Ban Yang Sao Hai district, Saraburi to monitor and audit local governments as well as offering guidance to promote the role of civil society in governance monitoring organizations. This research, qualitative research methods, data analysis, descriptive by using the data obtained from the study of documents and interviews with civil society groups, the sample population is comprised of 15 students in the analysis. The results showed that (1) the role of civil society in governance monitoring organizations. Civil society does not have a role in directing the actual inspection the opportunity to attend the activities of the District Administrative Office is not conducive to the duties of civil society because the combination of which will serve to monitor and audit local networks for the win. Been important to the administration and involvement of the local areas. (2) Problems of civil society to monitor and audit local governments civil society and the lack of public understanding of the role of the supervisory Tambon Administration Organization and also that the pool was not acting in a supervisory duty. It is the duty of the state not allows local civil society and public participation in local development, including the civil society remains unclear scattered in bands. Therefore unable to act in a supervisory organization clearly. (3) Suggest the role of civil society to monitor and audit local governments local authorities should provide an opportunity for civil society to take part in all the work of local authorities to raise awareness and a sense of social responsibility to their local.
