Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการดำเนินงานการบริหารทรัพยากรมนุษย์ของมหาวิทยาลัยเทคโนโลยีพระจอมเกล้าธนบุรี (มจธ.) (2) เปรียบเทียบระดับการดำเนินงานการบริหารทรัพยากรมนุษย์ของ มจธ. โดยจำแนกตามเพศ อายุ ระดับการศึกษา สถานภาพ ประเภทหน่วยงาน ระยะเวลาในการทำงานและประเภทบุคลากร และ (3) ศึกษาปัญหาและเสนอแนวทางแก้ไขปัญหาการบริหารทรัพยากรมนุษย์ของ มจธ. กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ข้าราชการและพนักงานของมหาวิทยาลัย จำนวน 269 คน จำแนกเป็นข้าราชการสาย ก 71 คน ข้าราชการสาย ข 22 คน ข้าราชการสาย ค 47 คน พนักงานสายวิชาการ 61 คน และพนักงานสายวิชาชีพ อื่น 68 คน ซึ่ง ได้มาโดยการเปิดตารางเคร็จชี และมอร์แกน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่า ซึ่งมีค่าความเชื่อมั่นเท่ากับ .96 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าความเบี่ยงเบนมาตรฐาน การทดสอบทีการทดสอบเอฟ วิธีเชฟเฟ และวิธีผลต่างนัยสำคัญน้อยที่สุด โดยใช้โปรแกรมคอมพิวเตอร์สำเร็จรูป SPSS/PC+ ผลการวิจัยพบว่า มจธ. มีระดับการดำเนินงานการบริหารทรัพยากรมนุษย์ ประกอบด้วยการจัดหาทรัพยากรมนุษย์ การให้รางวัลทรัพยากรมนุษย์ การพัฒนาทรัพยากรมนุษย์ และการธำรงรักษาและป้องกันทรัพยากรมนุษย์ในภาพรวมและรายด้านอยู่ในนระดับปานกลาง เมื่อเปรียบเทียบความสัมพันธ์ระดับการดำเนินงานการบริหารทรัพยากรมนุษย์พบว่า ระดับการศึกษา ประเภทหน่วยงาน มีความสัมพันธ์กับการจัดหาทรัพยากรมนุษย์ แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ประเภทหน่วยงาน ประเภทบุคลากรมีความสัมพันธ์กับการพัฒนาทรัพยากรมนุษย์แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และระดับการศึกษา สถานภาพ ประเภทบุคลากร มีความสัมพันธ์กับการธำรงรักษาและป้องกันทรัพยากรมนุษย์แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และจากความคิดเห็นเพิ่มเติมพบว่าบุคลากรของ มจธ. เสนอให้มีการมอบหมายภาระงานอย่างเท่าเทียมกัน ควรปรับค่าตอบแทนให้เหมาะสมกับผลงาน และควรส่งเสริมให้บุคลากรได้รับการศึกษา ฝึกอบรม ดูงาน เพื่อสร้างความก้าวหน้าอย่างเท่าเทียม
The objectives of this research were to (1) study the level of human resource management (HRM) operations at King Mongkut’s University of Technology Thonburi (KMUTT), (2) compare the level of HRM operations classified by sex, age, educational level, status, internal organization, duration of work and type of personnel status. (3) study and make commendation to the problems of KMUTT's HRM. The sample groups of this research was both government officers and “new status” government officers, totalling 269, consisting of “academic staff” (teaching staff) (71), the “academic assistants” (supporting staff) (22), the “administrative staff (supporting staff) (47), “teaching staff’ (61). and supporting staff (68) sampling selected by the Krejcie and Morgan methods. This research used an estimation scale questionnaire to collect data, which has a reliability of .96: other statistical methods employed were frequency, percentile, mean, standard deviation, t-test, F-test (to test pairs of difference by Sche ffe’s method and Least-significant difference:LSD), using the SPSS/PC” program. The research's results were as follows : The officers's opinion towards KMUTT'ร HRM concerning acquiring, rewarding, developing, and maintenance and protection as a whole was moderate. The studies indicated that educational level and internal organizations were significantly difference at the .05 in HR acquiring. The other results were also found to be significantly at the .05 in HR developing for internal organization, and types of personnels. The level of education, the types of personnel status, and types of personnels were also significantly difference at the .05 in HR maintenance and protections, respectively. Finally the additional finding indicated that KMUTT needed to adjust their HR's policies to be more competitives and equality in task assingment, compensation, personnel support regarding training, continued study, and outside visit.
