Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความผูกพันต่อองค์การของบุคลากรในสำนักงานคณะกรรมการพัฒนาระบบราชการ (2) ปัจจัยที่ส่งผลต่อความผูกพันต่อองค์กรของบุคลากรในสำนักงานคณะกรรมการพัฒนาระบบราชการ และ(3) ปัญหา และเสนอแนะ แนวทางในการเสริมสร้างความผูกพันต่อองค์กรของบุคลากร สำนักงานคณะกรรมการพัฒนาระบบราชการ กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ ข้าราชการระดับชำนาญการ ระดับปฏิบัติการ ระดับชำนาญงาน และระดับปฏิบัติงานทั้งหมดของสำนักงานคณะกรรมการพัฒนาระบบราชการ จำนวน 145 คน สุ่มตัวอย่างแบบเจาะจง ทำการวิเคราะห์ข้อมูลโดยการหาค่าความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า 1) ข้าราชการมีความผูกพันต่อองค์กรโดยรวมอยู่ในระดับมาก เมื่อ พิจารณาในรายละเอียดเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุดได้แก่ ความเชื่อมันศรัทธาต่อองค์กร และด้านที่มีค่าเฉลี่ยต่ำสุดคือความจงรักภักดีต่อองค์กร (2) ปัจจัยที่สามารถใช้พยากรณ์ความผูกพันต่อองค์กร ได้แก่ ด้านความหลากหลายของงาน ด้านงานที่มีโอกาสปฏิสัมพันธ์กับผู้อื่น ด้านผลป้อนกลับของงาน และด้านความมีอิสระในการทำงาน โดยสามารถพยากรณ์ได้ร้อยละ 60.4 และ (3) ปัญหาสำคัญ ได้แก่ การประเมินผลการปฏิบัติงานที่พิจารณาโดยใช้เกณฑ์หรือความเห็นส่วน บุคคล การวัดความสำเร็จจากผลการปฏิบัตงานยังไม่ชัดเจนและเป็นรูปธรรม ส่วนข้อเสนอแนะคือ ควรส่งเสริมระบบการประเมินผลการปฏิบัติงานที่โปร่งใสและเป็นธรรมมากยิ่งขึ้น ขณะเดียวกันเสริมสร้างและพัฒนาบุคลากรให้เป็นมืออาชีพ และเน้นการวางแผนระบบการปฏิบัติงานให้มี ประสิทธิภาพ
This research aimed to study (1) level of organizational commitment of employees of the Office of Public Sector Development Commission (2) factors affecting organizational commitment of employees of the Office of Public Sector Development Commission and (3) problems and recommend appropriate approach to enhance organizational commitment of employees of the office of Public Sector Development Commission. Samples consisted of 145 personnel in expert level, operational level, professional level, and operating level of the Office of Public Sector Development Commission. Specific sampling method was applied. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation, and stepwise multiple regression. The results revealed that (1) organizational commitment of employees of the Office of Public Sector Development Commission was at high level, with the highest mean on belief in the organization, and the lowest on loyalty to the organization, (2) factors capable to predict organizational commitment, at 60. 4 percent, were job diversity, relationship with others, feedback, and work autonomy (3) major problems were: the conduct of performance appraisal was based on individual criterion, and methods in measuring job success were unclear and proned to be subjective; recommendations were the organization should improve the performance appraisal system to be more transparent and fair while at the same time support the development of employees so they could perform as professionals, and also, the organization should put more emphasis on operational planning to enhance the efficiency of the organization as a whole.
