ปัจจัยลักษณะงานที่มีความสัมพันธ์กับประสิทธิภาพ ปัญหา และอุปสรรค ในการให้บริการเบิกจ่ายเงินของกรมส่งเสริมการเกษตร

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับ (1) ปัจจัยลักษณะงานที่มีความสัมพันธ์กับประสิทธิภาพในการให้บริการเบิกจ่ายเงินของกรมส่งเสริมการเกษตร (2) ปัจจัยลักษณะงานที่มีความสัมพันธ์กับสภาพปัญหาและอุปสรรคในการให้บริการเบิกจ่ายเงินของกรมส่งเสริมการเกษตร การศึกษาครั้งนี้เป็นการศึกษาเชิงสำรวจ กลุ่มประชากรที่ให้ข้อมูล ได้แก่ ข้าราชการ และพนักงานราชการของกรมส่งเสริมการเกษตร จำนวน 696 คน ขนาดของกลุ่มตัวอย่างคำนวณได้จากสูตรของทาโร่ยามาเน่ จำนวน 254 คน สถิติที่ใช้ในการวิเคราะห์ ข้อมูล ได้แก่ การแจกแจงความถี่ ร้อยละ และทดสอบความสัมพันธ์โดยใช้ค่าสหสัมพันธ์เพียร์สัน ผลการศึกษาพบว่า (1) ปัจจัยลักษณะงานที่มีความสัมพันธ์กับประสิทธิภาพในการให้บริการเบิกจ่ายเงินของกรมส่งเสริมการเกษตร อยู่ในระดับค่อนข้างสูง ได้แก่ ปัจจัยด้านสภาพแวดล้อม ปัจจัยด้านความรู้ ทักษะและทัศนคติ ปัจจัยด้านเทคโนโลยีและการสื่อสาร ปัจจัยด้านกระบวนการปฏิบัติงาน และปัจจัยด้านนโยบายและการบริหาร ตามลำดับ (2) ปัจจัยลักษณะงานที่มีความสัมพันธ์กับปัญหาและอุปสรรคในการให้บริการเบิกจ่ายเงินของกรมส่งเสริมการเกษตรอยู่ในระดับค่อนข้างสูง ได้แก่ ปัจจัยด้านเทคโนโลยีและการสื่อสาร ปัจจัยด้านความรู้ ทักษะและทัศนคติ ปัจจัยด้านสภาพแวดล้อม ตามลำดับ ส่วนปัจจัยด้านกระบวนการปฏิบัติงานและปัจจัยด้านนโยบายและการบริหาร อยู่ในระดับกลาง ปัจจัยด้านเทคโนโลยีและการสื่อสารเป็นปัจจัยหลักในการเสริมสร้างประสิทธิภาพในการให้บริการเบิกจ่ายเงินของกรมส่งเสริมการเกษตร และยังช่วยลดปัญหาและอุปสรรค ของกระบวนการปฏิบัติงานที่มีความยุ่งยาก ซับซ้อน

This study aims (1) to study work factors related to efficiency in payment services of the Department of Agricultural Extension; (2) to study work factors related to problems and obstacles in payment services of the Department of Agricultural Extension. This study was a survey study. The population was 696 government officials and staffs of the Department of Agricultural Extension. The sample size calculated by Yamane’s formula was 254 samples. The statistics used to analyze the data were frequency, percentage and Pearson correlations. The results showed that: (1) work factors related to efficiency in payment services of the Department of Agricultural Extension were at high level, including environmental factor, knowledge, skills and attitude factor, communication and technology factor, operational processes factor, and the policy and administration factor, respectively; (2) work factors related to problems and obstacles in payment services of the Department of Agricultural Extension at high level were communication and technology factor, knowledge, skills and attitude factor, and environmental factor, respectively. While operational proces sfactor and the policy and administration factor were at moderate level. Communication and technology factor was the main factor enhanced the efficiency of payment services of the Department of Agricultural Extension. In addition, they also help reduced the problems and the obstacles of complex operational processes.
