ความพร้อมของสนานีอนามัยในการถ่ายโอนภารกิจให้องค์การบริหารส่วนตำบลในจังหวัดกระบี่

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความพร้อมของสถานีอนามัยในการถ่ายโอนภารกิจให้องค์การบริหารส่วนตำบล (2) ศึกษาปัญหาของสถานีอนามัยในการถ่ายโอนภารกิจให้องค์การบริหารส่วนตำบล และ (3) เสนอแนะในการปรับเปลี่ยนบทบาทหน้าที่และสถานะของสถานีอนามัยหลังจากถ่ายโอนภารกิจให้สู่องค์การบริหารส่วนตำบลการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามที่ได้ผ่านการทดสอบทั้ง ความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถาม หลังจากนี้นได้เก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างคือพนักงานส่วนตำบลในจังหวัดกระบี่จำนวน 140 คน สำหรับสถิติที่นำมาใช้ในการวิเคราะห์ข้อมูลคือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที ผลการศึกษาพบว่า : (1) ความพรัอมของสถานีอนามัยในการถ่ายโอนภารกิจให้องค์การบริหารส่วนตำบลในจังหวัดกระบี่อยู่ในระดับตํ่า เนื่องจากเจ้าหน้าที่สถานีอนามัยเห็นว่าองค์การบริหารส่วนตำบลมีศักยภาพในการควบคุมคูแลการดำเนินงานในส่วนนี้น้อย (2) ปัญหาของสภานีอนามัยถ่ายในการถ่ายโอนภารกิจให้องค์การบริหารส่วนตำบลในจังหวัดกระบี่ คือเจ้าหน้าที่สถานีอนามัยยังไม่มั่นใจในการบริหารงานด้านสาธารณสุขขององค์การบริหารส่วนตำบลเนื่องจากความรู้ความเข้าใจในงานด้านสาธารณสุขขององค์กรปกครองส่วนท้องถิ่นน้อย และ (3) ข้อเสนอแนะควรถ่ายโอนภารกิจด้านสาธารณสุขเป็นบางส่วนและควรให้ท้องถิ่นมามีส่วนร่วมในการกำหนดนโยบายรูปแบบในการถ่ายโอนภารกิจควรถ่ายโอนทั้งงบประมาณและบุคลากรรัฐบาลควรมีความจริงใจในการกระจายอำนาจและการถ่ายโอนภารกิจต่างๆ อย่างแท้จริง สถานีอนามัยต้องมีความจริงใจในการถ่ายโอนภารกิจ และยอมรับการเปลี่ยนแปลงโดยการให้ความร่วมมือสนับสนุนการดำเนินงานขององค์การบริหารส่วนตำบล

The purpose of this research were : (1) to study the readiness of the public health-center in transferring activities to the sub-district dministrative organization (2) to study the problems of the public health-center in transferring activities to the sub-district administrative and (3) to suggest the alteration of duty and status of the public health-center after transferring activities to the sub-district administrative organization. This study was based on a survey research by using questionnaires which had been pretested and checked for reliability and validity. The sample group in this study was selected by random sample from sub-district officers in Kribi province in the amount of 140 people . The statistical methods used in this study were percentage, mean, standard deviation, and t-test. The results of this study found that : (1) the readiness of the public health-center in transferring activities to the sub-district administrative was at a low level because they thought that sub-district administrative organization had a low potential to control this operation (2) the problems of the public health-center were that the public health center personnel and no confidence in the public health management of the sub-district administrative organization and (3) the suggestions of this research were that the public health-center should transfer part of the public health responsibility and let the locality take some part in policy-making both in budgeting and personnel .The government should sincerely try to decentralize some of the functions to the lower level . The public health-center must be sincere about transferring activities and accept change and cooperate with the sub-district administrative organization.
