Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความเป็นองค์การสมัยใหม่ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดปทุมธานี (2) วิเคราะห์ปัจจัยที่ส่งผลต่อความเป็นองค์การสมัยใหม่ขององค์กรปกครองส่วนปกครองท้องถิ่นในจังหวัดปทุมธานี (3) ศึกษาปัญหา อุปสรรค และข้อเสนอแนะความเป็นองค์การสมัยใหม่ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดปทุมธานี การวิจัยนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ใช้ในการวิจัย คือคณะผู้บริหาร สมาชิกสภาท้องถิ่น ข้าราชการ และพนักงานองค์กรปกครองส่วนท้องถิ่น ในจังหวัดปทุมธานี จำนวน 3,076 คน กลุ่มตัวอย่าง ได้แก่ คณะผู้บริหาร สมาชิกสภาท้องถิ่น ข้าราชการและพนักงานองค์กรปกครองส่วนท้องถิ่นที่ได้มาจากการสุ่มแบบแบ่งชั้น โดยใช้ตารางของ Krejcie & Morgan การเทียบสัดส่วน และวิธีการสุ่มอย่างง่าย จำนวน 400 คน เครื่องมือที่ใช้เก็บรวบรวมข้อมูลเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้น สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ การหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ค่าเอฟ และวิเคราะห์ความถดถอยเชิงพหุคูณ ผลการวิจัยพบว่า (1) ความเป็นองค์การสมัยใหม่ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดปทุมธานี มีระดับความเป็นองค์การสมัยใหม่โดยรวมอยู่ในระดับมาก โดยแยกรายประเภทได้แก่ ความเป็นองค์การแห่งความเป็นเลิศ ความเป็นองค์การสมรรถนะสูง ความเป็นองค์การอัจฉริยะ และความเป็นองค์การแห่งการเรียนรู้ อยู่ในระดับมากด้วย (2) ปัจจัยด้านภาวะผู้นำของผู้บริหาร สมรรถนะขององค์การ การมีส่วนร่วมของผู้ที่เกี่ยวข้อง และสภาวการณ์ทางการเมืองและสภาพแวดล้อมมีความสัมพันธ์เชิงบวกกับความเป็นองค์การสมรรถนะสูง องค์การแห่งความเป็นเลิศ และองค์การที่มีการบริหารจัดการที่ดี (3) ปัญหาอุปสรรคความเป็นองค์การสมัยใหม่ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดปทุมธานี มี 3 ประการได้แก่ 1) ขาดการวัดผลการเรียนรู้ 2) ขาดการประเมินเทียบเคียงกับหน่วยงานที่ดีกว่า 3) ขาดการติดต่อสื่อสาร และ ข้อเสนอแนะความเป็นองค์การสมัยใหม่ มี 3 ประการ ได้แก่ 1) ควรจัดให้มีการวัดผลการเรียนรู้เพื่อแสดงถึงผลสำเร็จของการเรียนรู้ที่ดีขึ้นอย่างต่อเนื่อง 2) ควรจัดให้มีการประเมินกำลังความสามารถของหน่วยงานภายในเทียบเคียงกับหน่วยงานที่ดีกว่า 3) ควรจัดให้มีการติดต่อสื่อสารที่เปิดกว้างอยู่ตลอดเวลา
The objectives of this research were (1) to study level of the modernized organization (2) to study Level of factors affecting the modernized organization 3) to study correlation between administrative factors and modernized organization, and The methodology applied in this study was survey research. The population were 3,076 administrators, councilors and government officers of Local Administration Organization in the Pathum Thani Province. The data was collected through 400 personnel from opened Krejcie & Morgan table and stratified sampling. The research instrument used in this study was questionnaire. The analysis were conducted by statistical package program to find out percentage, mean, standard deviation, F-test, and multiple regressions analysis, Research findings were as (1) The Local Administration Organization in Pathum Thani Province was in high level in both overall images and each aspect i.e., better management of the service subconsciously, excellence organization, high performance organization, smart organization, and learning organization. (2) The leadership of administrators and organization competency had positive correlation with the Learning organization. The leadership of administrators, organization competency, and participation of personnel had positive correlation with the smart organization. The leadership of administrators, organization competency, participation of personnel, and political situation, and environment had positive correlation with the high performance organization, excellence organization, and better management of the service subconsciously. (3) The problems of the modern organization for the Local Administration Organization in Pathum Thani Province were the learning organization. The leaders and personal should aware in the problems and improved the learning organization factor. The development of the learning organization of the Local Administration Organization in Pathum Thani Province included the evaluation learning, evaluation capacity of the organization, and open communication between personal of organization.
