Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ (1) ปัญหาเกี่ยวกับความพร้อมในการบริหารจัดการของเทศบาลตำบลแม่สายในอำเภอแม่สาย จังหวัดเชียงราย (2) แนวทางการพัฒนา ความพร้อมในการบริหารจัดการของเทศบาลตำบลแม่สาย และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาความพร้อมในการบริหารจัดการของเทศบาลตำบลแม่สาย ประสบผลสำเร็จ ทั้งนี้ ได้นำแนวทางการปฏิบัติราชการตามคำรับรองของหน่วยงาน มาปรับใช้เป็นกรอบแนวคิดในการวิจัยครั้งนี้ การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้ง การหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.93 สำหรับกลุ่มตัวอย่าง ได้แก่ ประชาชนในเขตพื้นที่ของเทศบาลตำบลแม่สายในอำเภอแม่สาย รวม 1,050 คน เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 973 ชุด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า กลุ่มตัวอย่างมีความเห็นว่า (1) ปัญหาที่สำคัญ คือ เทศบาลตำบลแม่สาย ขาดความพร้อมในการให้บริการประชาชนเรื่องทะเบียนราษฎร์อย่างครอบคลุม และประสบผลสำเร็จ ตามเป้าหมายของแผนปฏิบัติราชการ (2) แนวทางการพัฒนาความพร้อมที่สำคัญ คือ นายกเทศมนตรีของเทศบาลตำบลแม่สาย ควรกำหนดเป็นนโยบายและแผนงานที่ชัดเจนในการให้บริการประชาชนเรื่องทะเบียนราษฎร์ รวมทั้งควรจัดเตรียมขั้นตอนการปฏิบัติงาน เครื่องคอมพิวเตอร์ที่มีจำนวนมากเพียงพอสำหรับบุคลากร ตลอดจนจัดการฝึกอบรมบุคลากรเกี่ยวกับการปฏิบัติงานและการให้บริการ และ (3) ปัจจัยที่มีส่วนสำคัญทาให้การพัฒนาความพร้อมในการบริหารจัดการของเทศบาลตำบลแม่สาย ประสบผลสำเร็จที่สำคัญ คือ การมีบุคลากรที่มีความรู้ ประสบการณ์ และความเชี่ยวชาญในการปฏิบัติงาน โดยเฉพาะอย่างยิ่ง การให้บริการประชาชนเรื่องทะเบียนราษฎร์ และการเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการบริหารจัดการเทศบาลตำบลแม่สาย อย่างต่อเนื่อง
The objectives of this research are to study and analyze (1) problems which related to the readiness of the management administration of the Maesai Subdistrict Municipality in Maesai District of Chiangrai Province, (2) development guidelines of management administration readiness of the Maesai Subdistrict Municipality, (3) factors taking important parts of the success of the development of management administration readiness of the Maesai Subdistrict Municipality. The conceptual framework of the Performance Agreement of Agency was applied to this research. This research was a survey research using questionnaires which passed the pre-test of both validity and reliability checks at 0.93 levels. The total of 1,050 people in the areas of the Subdistrict Municipality in Maesai District were used as sampling group. The 973 sets of questionnaire were collected. Statistics were percentage, mean, standard deviation. The research results showed that the samples agreed that (1) the important problem were the lack of readiness in covered public services of the civil-registration and accomplishing the performance plan’s target; (2) the important development guideline of readiness was the mayor of the Maesai Subdistrict Municipality should establish explicit policies and plans of the services regarding civil-registration including provide the operation process, sufficient computers for officers, and training the officers in performance and services; (3) the important factor taking important parts of the success of the development of management administration readiness of the Maesai Subdistrict Municipality were the well educated, experienced, and expert officers in implementation especially the people service of civil-registration and the opening continuous opportunities to people participation in the management administration of the Maesai Subdistrict Municipality.
