สมรรถนะหลักของพนักงานสำนักงานคณะกรรมการกำกับและส่งเสริมการประกอบธุรกิจประกันภัย

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับสมรรถนะหลักของพนักงานของสำนักงานคณะกรรมการกำกับและส่งเสริมการประกอบธุรกิจประกันภัย (2) เปรียบเทียบความคิดเห็นของปัจจัยลักษณะส่วนบุคคลที่มีต่อสมรรถนะหลักของพนักงานสำนักงานคณะกรรมการกำกับและส่งเสริมการประกอบธุรกิจประกันภัย (3) ศึกษาแนวทางในการพัฒนาสมรรถนะหลักของพนักงานสำนักงานคณะกรรมการกำกับและส่งเสริมการประกอบธุรกิจประกันภัยประชากรและกลุ่มตัวอย่าง คือ พนักงานของสำนักงานคณะกรรมการกำกับและส่งเสริมการประกอบธุรกิจประกันภัยทั้งในส่วนกลางและส่วนภูมิภาค จำนวน 208 คน จากจำนวนประชากรทั้งสิ้น 430 คน โดยวิธีการแบ่งประชากรออกเป็น 3 ระดับ คือ ผู้อำนวยการส่วน/สำนัก เจัาหน้าที่ชำนาญงานอาวุโส/ชำนาญการ เจัาหน้าที่ /พนักงาน เครึ่องมีอที่ใช้ในการวิจัยคือแบบสอบถามปลายเปิดและปลายปิด สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบค่าเอฟ และเปรียบเทียบรายคู่ด้วยวิธี แอล เอส ดี ผลการวิจัย พบว่า (1) สมรรถนะหลักของพนักงานในภาพรวมอยู่ในระดับดี เมื่อพิจารณาสมรรถนะหลักรายด้าน พบว่าสมรรถนะหลักของพนักงานอยู่ในระดับดีทุกด้าน โดยที่สมรรถนะหลักด้านคุณธรรมและจริยธรรมมีค่าเฉลี่ยสูงสุด (X = 4.32) รองลงมาคือ สมรรถนะหลักด้านการทำงานเป็นทีม(X=4.26) สำหรับด้านที่มีค่าเฉลี่ยน้อยที่สุดคือ สมรรถนะหลักด้านการคิดเชิงกลยุทธ (X = 3.59) (2) ความคิดเห็นของปัจจัยลักษณะส่วนบุคคลที่มีต่อสมรรถนะหลักของพนักงาน พบว่า กลุ่มตัวอย่างที่มีเพศอายุ วุฒิการศึกษา หน่วยงานที่สังกัด ตำแหน่งงาน และอายุงานที่แตกต่างกันมีความคิดเห็นต่อสมรรถนะหลักของพนักงานแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) ควรให้การส่งเสริมและการสนับสนุนการทำงานเป็นทีมและความสามารถของบุคคลทีทำงานร่วมกันในเรื่องความสามัคคีที่จะช่วยให้ทีมจัดการเองได้

The purposes of this research were : (1) to study employee core competency at the Office of Insurance Commission ; (2) to compare opinions of personal factors pertaining to core competency among at the Office of Insurance Commission and (3) to find guidelines of core competency development at the Office of Insurance Commission Population and sample is Office of Insurance Commission’s staff in central and rural areas, which consists of 430 and 208 staff respectively. The population is divided into three groups: Director of Division/Bureau; Senior Specialist/Specialist; and Staff/Officer. Research instrument was a close-ended and open-ended questionnaire, Data were analyzed by frequency distribution percentage,mean, standard deviation,t-test,F-test, and LSD. The result findings were that : (1) the overall officers’ core competencies were at the good level .When taken into account in details of each competency, the finding revealed that all core competencies among the staff were at the good level with the highest core competency of ethic and merit (X “4.32), the second was team work (X =4.26), and the lowest was strategic thinking (X =3.59); (2) opinions of personal factors to core competency among the staff were found that the samples with different sex,agc,education,office,work positioned working period had different opinions with statistical significance at the level 0.05 ; (3) Encourament and support teamwork and the talent of the individuals to work together in harmony so that the team could end up managing itself.
