Abstract
การศึกษาวิจัยนี้มีวัตถุประสงค์ 2 ประการ คือ เพื่อศึกษา (1) บทบาทของคณะกรรมาธิการวิสามัญพิจารณาร่างพระราชบัญญัติงบประมาณรายจ่ายประจำปี พุทธศักราช 2554 สภาผู้แทนราษฎร (2) กระบวนการต่อรองผลประโยชน์ จากการพิจารณาร่างพระราชบัญญัติงบประมาณรายจ่ายประจำปี พุทธศักราช 2554 ผลการวิจัยพบว่า (1) คณะกรรมาธิการวิสามัญพิจารณาร่างพระราชบัญญัติงบประมาณรายจ่ายประจำปี พุทธศักราช 2554 มีบทบาทในการพิจารณากลั่นกรองรายละเอียดร่างงบประมาณ ปรับลดงบประมาณในส่วนที่เห็นว่าไม่เหมาะสมหรือเกินความจำเป็น และการให้ข้อเสนอแนะต่อการดำเนินโครงการให้เกิดประสิทธิภาพมากที่สุด (2) กระบวนการต่อรองผลประโยชน์ในการพิจารณาร่างพระราชบัญญัติงบประมาณ พบว่า มีการต่อรองผลประโยชน์ระหว่างพรรคร่วมรัฐบาล การต่อรองผลประโยชน์ระหว่างพรรคฝ่ายค้านกับพรรคฝ่ายรัฐบาล การต่อรองผลประโยชน์ระหว่างนักการเมืองกับข้าราชการประจำ การต่อรองผลประโยชน์ระหว่างนักการเมืองกับนักธุรกิจ และการต่อรองผลประโยชน์จะเชื่อมโยงกับการคอร์รัปชันเชิงนโยบายหรือลักษณะของผลประโยชน์ทับช้อนด้วย โดยเฉพาะโครงการที่มีงบประมาณจำนวนมากอาจมี

The Role of the House of Representatives’ Extraordinary Committee on Drafting Budget Bill of the Fiscal Year 2011 and Interest Bargaining consists of two objectives comprising 1) Roles of the Extraordinary Committee Considered the Draft Budget act for fiscal year 2554 in the House of Representatives 2) Interest negotiation procedures during the review of the Draft Budget act for fiscal year 2011 1) The Role of the House of Representatives’ Extraordinary Committee on Drafting Budget Bill of the Fiscal year 2011 has played a role in reviewing and screening the details of the Budget Bill, reducing the budgets deemed inappropriate or unnecessary and giving comments on project operations for highest efficiency. 2) Interest Bargaining consists procedures during the review of the Draft Budget act for fiscal year 2011 have suggested that negotiations have taken place among coalition parties, between opposition parties and coalition parties, politicians and government officials, politicians and businesspersons. Moreover, interest negotiations have linked with the policy corruption and conflicts of interest.
