การวิเคราะห์การบริหารจัดการขององค์การบริหารส่วนตำบลพระธาตุบังพวนและองค์การบริหารส่วนตำบลวัดธาตุ ในอำเภอเมือง จังหวัดหนองคาย

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อวิเคราะห์ (1) ปัญหาการบริหารจัดการขององค์การบริหารส่วนตำบลพระธาตุบังพวนและองค์การบริหารส่วนตำบลจัดธาตุในอำเภอเมืองจังหวัดหนองคาย (2) แนวทางการพัฒนาการบริหารจัดการขององค์การบริหารส่วนตำบลพระธาตุบังพวนและองค์การบริหารส่วนตำบลวัดธาตุ และ (3) ปัจจัยที่มีส่วนสำคัญทำให้แนวทางการพัฒนาการบริหารจัดการขององค์การบริหารส่วนตำบลพระธาตุบังพวนและองค์การบริหารส่วนตำบลวัดธาตุประสบผลสำเร็จ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบรวมทั้งการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับความเชื่อมั่น เท่ากับ 0.92 กลุ่มตัวอย่างได้แก่ ประชาชนในเขตองค์การบริหารส่วนตำบลพระธาตุบังพวนและองค์การบริหารส่วนตำบลวัดธาตุในอำเภอเมือง จังหวัดหนองคาย รวม 1,052 คน เก็บรวบรวมแบบสอบถามคนมาได้ 918 ชุด คิดเป็นร้อยละ 87.26 ของกลุ่มตัวอย่างทั้งหมด 1,052 ชุด สำหรับสถิติที่ใช้ในการศึกษาครั้งนี้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาวิเคราะห์พบว่า องค์การบริหารส่วนตำบลทั้ง 2 แห่ง มีความคิดเห็นไม่แตกต่างกันกล่าวคือ (1) ปัญหาที่สำคัญคือองค์การบริหารส่วนตำบลใช้จ่ายงบประมาณอย่างฟุ่มเฟื่อย (2) แนวทางการพัฒนา ที่สำคัญคือ กรมส่งเสริมการปกครองท้องถิ่นควรจัดการพัฒนาจิตสำนึกและประสิทธิภาพของบุคคลากรโดยเน้นเรื่องในการใช้จ่ายงบประมาณอย่างประหยัด รวมทั้ง การเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมอย่างกว้างขวางในการติดตามและตรวจสอบการใช้จ่ายงบประมาณและ (3) ปัจจัยที่มีส่วนสำคัญทำให้แนวทางการพัฒนาการบริหารจัดการขององค์การบริหารส่วนตำบลประสบผลสำเร็จ ที่สำคัญคือ การใช้กระบวนการคัดเลึอกบุคคลเข้าสู่ตำแหน่งตามระบบคุณธรรม

The main objectives of this study were to analysis study (1) the problems of management administration of the Phra That Bang Phuan and the Wat That Subdistrict Administrative Organizations in Muang District, Nongkhai Province, (2) the development guidelines of management administration of the Phra That Bang Phuan and the Wat That Subdistrict Administrative Organizations, and (3) the factors taking important parts of the success of the development guidelines of management administration of the Phra That Bang Phuan and the Wat That Subdistrict Administrative Organizations. This study was a survey research using questionnaires. The questionnaires were pre-tested and checked for validity and reliability with 0.92 level of reliability. The samples consisted of 1,052 people in areas of the Phra That Bang Phuan and the Wat That Subdistrict Administrative Organizations in Muang District, Nongkhai Province. 918 of 1,052 questionnaires were retrieved with 87.26 %. Statistical analysis used for the study were percentage, mean, standard deviation, and t-test. Also, in-dept interview of experts was applied. The analysis study results showed the both subdistrict administrative organizations’ opinions were indifference, namely (1) the important problem was the subdistrict administrative organizations’ budget spending extravagantly; (2) the important development guideline of management administration was the Department of Local Government should provide the development of officers’ consciousness and efficiencies emphasizing on budget spending economically and opening widely opportunity for people participation in following and checking; and (3) the major factor taking important parts of the success of the development guidelines of management administration of the subdistrict administrative Organizations was the application of personnel recruitment process according to the moral system.
