Abstract
การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ มีวัตถุประสงค์เพื่อศึกษา 1. การนำหลักธรรมาภิบาลมาใช้ในการปฏิบัติงาน 2. ความสำเร็จในการปฏิบัติงาน 3. การนำหลักธรรมาภิบาลมาใช้ปฏิบัติงานที่มีผลต่อความสำเร็จในการปฏิบัติงานและ 4. ตัวแปรหลักธรรมาภิบาลที่สามารถทำนายความสำเร็จในการปฏิบัติงานของบุคลากรในองค์การบริหารส่วนจังหวัดนครราชสีมา กลุ่มตัวอย่างที่ศึกษาคือ บุคลากรขององค์การบริหารส่วนจังหวัดนครราชสีมา จำนวน 300 คน สุ่มตัวอย่างแบบง่าย เครื่องมือการวิจัยคือ แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สหสัมพันธ์แบบเพียร์สัน และการถดถอยพหุแบบขั้นตอน ผลการวิจัยพบว่า 1. บุคลากรในองค์การบริหารส่วนจังหวัดนครราชสีมา มีการนำหลักธรรมาภิบาลมาใช้ในการปฏิบัติงานอยู่ในระดับมาก โดยอันดับ 1 คือ หลักนิติธรรม อันดับ 2 คือหลักคุณธรรม และอันดับที่ 3 คือหลักความรับผิดชอบ 2. สำหรับความสำเร็จในการปฏิบัติงานตามแผนยุทธศาสตร์การพัฒนาของบุคลากร อบจ. นครราชสีมา ภาพรวมอยู่ในระดับมาก โดยอันดับที่ 1 คือยุทธศาสตร์ในการบริหารจัดการอย่างมีคุณภาพและประสิทธิภาพ อันดับ 2 คือยุทธศาสตร์ในการพัฒนาสังคมและการแก้ไขปัญหาความเดือดร้อน อันดับ 3 คือยุทธศาสตร์ในการพัฒนาศักยภาพการท่องเที่ยว 3. ตัวแปรที่มีผลต่อความสำเร็จในการปฏิบัติงานตามแผนยุทธศาสตร์การพัฒนา ได้แก่ หลักการมีส่วนร่วม และหลักความคุ้มค่าที่ส่งผลทางบวก ในขณะที่หลักความรับผิดชอบ ส่งผลทางลบต่อความสำเร็จในการปฏิบัติงาน และตัวแปรหลักการมีส่วนร่วม หลักความคุ้มค่าและหลักความรับผิดชอบ สามารถร่วมกันทานายความสำเร็จในการปฏิบัติงานได้ร้อยละ 30.2 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05
This was a survey research. The objectives were to study 1. the good governance implemented to the operation 2. the operational achievement 3. the good governance implementation affecting to operational achievement and 4. the good governance components predicting to the operational achievement of the personnel of Nakhon Ratchasima Provincial Administration Organization (PAO). The samples in this study were personnels of Nakhon Ratchasima PAO of 300. Simple random sampling was utilized. Research tool was a five-scale rating questionnaire. The statistics utilized were percentage, mean, standard deviation, Pearson Product Moment Correlation and Multiple Regression Analysis: Stepwise at the statistical significant level of 0.05 The research results found that 1. the personnel of Nakhon Ratchasima PAO implemented the good governance principles to the operation in a highly frequent level. The first component was the rule of law, the second was morality and the third was accountability. 2. The operational achievement of the PAO development strategic plan was in a high level. The first PAO development strategic plan was the strategy of management with quality and efficacy. The second was social development strategies and troubleshoot the suffering. And the third was the development of tourism potential. 3. The variables affecting to the operational achievement of the PAO development strategic plan were the participation, the effectiveness and efficiency which positively affected, but the responsibility negatively affected to the operational achievement 4. The participation, the value of money and the responsibility totally predicted the operational achievement by 30.2% at a statistical significance level of .05
