Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อศึกษา 1) ความพึงพอใจของนักท่องเที่ยวที่เข้ามาเที่ยวในหมู่บ้านจุฬาภรณ์พัฒนา 9 2) ศักยภาพของสหกรณ์การเกษตรหมู่บ้านจุฬาภรณ์พัฒนา 9 จำกัด 3) แนวทางการบริหารจัดการธุรกิจท่องเที่ยวของสหกรณ์การเกษตรหมู่บ้านจุฬาภรณ์พัฒนา 9 จำกัด และ 4) ปัญหา อุปสรรค ข้อเสนอแนะในการบริหารจัดการธุรกิจท่องเที่ยวของสหกรณ์การเกษตรหมู่บ้านจุฬาภรณ์พัฒนา 9 จำกัดประชากรที่ศึกษา คือ นักท่องเที่ยวที่เข้ามาเที่ยวในหมู่บ้านจุฬาภรณ์พัฒนา 9 ในช่วงเดือน มกราคม-มีนาคม 2557 จำนวน 50 คน และ ผู้ที่เกี่ยวข้องกับธุรกิจท่องเที่ยวในหมู่บ้านจุฬาภรณ์พัฒนา 9 คือ สมาชิกสหกรณ์ ผู้นำชุมชน เจ้าหน้าที่หน่วยงานที่เกี่ยวข้อง จำนวน 30 คน เครื่องมือที่ใช้เป็นแบบสอบถาม และระดมสมองโดยกระบวนการมีส่วนร่วม สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือความถี่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า 1) นักท่องเที่ยวส่วนใหญ่เป็นเพศชายอายุระหว่าง 41-50 ปี การศึกษาระดับปริญญาตรี อาชีพทำธุรกิจส่วนตัว รายได้เฉลี่ยเดือนละ 20,001-30,000 บาท มีภูมิลำเนาอยู่ในต่างประเทศ ท่องเที่ยวในช่วงวันหยุดนักขัตฤกษ์ ใช้เวลาท่องเที่ยว 2-3 วัน ทราบข้อมูลการท่องเที่ยวจากเพื่อน/ญาติ/คนรู้จัก มีจุดมุ่งหมายเพื่อชื่นชมธรรมชาติและประวัติศาสตร์ของชุมชน ความพึงพอใจด้านความเป็นมิตรของผู้คนในท้องถิ่นมากที่สุด ด้านแหล่งท่องเที่ยว ด้านอาหาร และด้านบริการนำเที่ยวระดับมาก ด้านการคมนาคม ด้านสถานที่พัก และด้านมาตรการรักษาความปลอดภัยระดับปานกลาง และความพึงพอใจต่อสินค้าพื้นเมืองและของที่ระลึกระดับน้อยที่สุด 2) ศักยภาพของสหกรณ์พบว่า จุดแข็งคือ สมาชิกมีความพร้อม มีทัศนคติที่ดีต่อการท่องเที่ยว จุดอ่อนคือสมาชิกขาดประสบการณ์การบริหารจัดการ ขาดความพร้อมปัจจัยเสริมกิจกรรมการท่องเที่ยว อุปสรรคคือ สถานการณ์ความไม่สงบในพื้นที่สามจังหวัดชายแดนภาคใต้ การคมนาคม การติดต่อสื่อสาร โอกาส คือ หน่วยภาครัฐให้การสนับสนุนการท่องเที่ยว ส่งเสริมอาชีพ มีมาตรการความปลอดภัย 3) แนวการบริหารจัดการธุรกิจท่องเที่ยวของสหกรณ์ ได้แก่การบริหารจัดการทรัพยากรการท่องเที่ยวทุกด้านอย่างเป็นระบบโดยเน้นจุดแข็งที่สำคัญของชุมชน และสหกรณ์ ควรปรับปรุงแก้ไขจุดอ่อน และแสวงหาโอกาสที่สนับสนุน การดำเนินธุรกิจการท่องเที่ยวของชุมชนโดยใช้กระบวนการมีส่วนร่วมของทุกภาคส่วนที่เกี่ยวข้อง และดำเนินการอย่างต่อเนื่อง 4) ปัญหาอุปสรรคในการบริหารจัดการธุรกิจท่องเที่ยวของสหกรณ์ คือ ไม่มีฝ่ายจัดการ เงินทุนหมุนเวียนไม่เพียงพอ วัสดุอุปกรณ์ไม่เพียงพอ ขาดการวางแผนการที่ดี ข้อเสนอแนะ ให้คณะกรรมสหกรณ์ดำเนินการแทนฝ่ายจัดการ ฝึกอบรมเพิ่มทักษะความรู้ให้กบมัคคุเทศกับชุมชน ระดมเงินออม เงินฝาก และจัดหาเงินกู้ดอกเบี้ยต่ำหรือขอสนับสนุนจากหน่วยงานที่เกี่ยวข้อง และวางแผนการดำเนินงานอย่างเป็นระบบ ภายใต้อุดมการณ์ หลักการ และวิธีการสหกรณ์เพื่อให้สหกรณ์มีปริมาณธุรกิจเพิ่มขึ้น สร้างรายได้ให้กับสมาชิกและคนในชุมชน จนสามารถสร้างเศรษฐกิจฐานรากของชุมให้มีความเข้มแข็งอย่างยั่งยืน
Objectives of this research were to study 1) the satisfaction of tourists who visited the Ban Chulabhorn Patana 9; 2) the potential of the Ban Chulabhorn Patana 9 Agricultural Cooperative Limited; 3) the cooperative’s approaches for managing the tourism business; 4) related problem and recommendations for improvement. The sample population consisted of 50 tourists who visited the Ban Chulabhorn Patana 9 in the period January to March 2014, and 30 people related to tourism at Ban Chulabhorn Patana 9, including members of Ban Chulabhorn Patana 9 Agricultural Cooperative Ltd, community leaders, and related government officials. Data were collected using questionnaires and a participatory brainstorming session. Data were analyzed using frequency, percentage, mean, standard deviation and content analysis. The results showed that 1) The majority of tourists were male, aged 41-50, educated to bachelor’s degree level, employed in private business, and with income of 20,001-30,000 baht a month. Most of them lived in another country. They like to travel on weekends and holidays, mostly for 2-3 days each time. They learned about Ban Chulabhorn Patana 9 from friends or relatives. Their major incentive was to enjoy nature and the history of the community. They were most highly satisfied with the friendliness of the local people. They were highly satisfied with the tourism attractions, the food and the tour services. They were medium satisfied with the transportation, accommodations, and safety standards. They were least satisfied with the local products and souvenirs. 2) SWOT analysis revealed that the strengths of the Ban Chulabhorn Patana 9 Agricultural Cooperative Ltd were the readiness of its members and their good attitudes towards tourism. It weaknesses were the members’ lack of experience in management and a lack of tourism facilities. Threats to the cooperative were the situation of unrest in the 3 southern border provinces, and difficulties with transportation and communication. Opportunities were the availability of government agencies that can provide tourism support, vocational support and security measures. 3) The cooperative’s approaches for managing the tourism business were to manage all its resources systematically, emphasizing the main strong points of the community; to try to make improvements to strengthen its weak points; and to continuously seek out opportunities to support the community’s tourism business by using a participatory process involving all stakeholders. 4) The problems with the cooperative’s tourism business management were the lack of a management team, insufficient capital, insufficient materials and equipment, and lack of good planning. Recommendations were to have the cooperative committee take the role of management team, to provide skills training for local guides, to raise savings deposits and take out low-interest loans, to ask for support from related agencies, and to systematically plan operations following the principles, ideals and methods of cooperatives. These efforts would help the cooperative increase its business volume and bring in more income for members and other people in the community, which would build a strong economic foundation for sustainable strength in the community.
