Abstract
การศึกษาเรื่อง ปัจจัยที่มีผลต่อการบริหารแบบธรรมาภิบาลของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธ์พืช มีวัตถุประสงค์เพื่อศึกษา (1) การดำเนินการบริหารแบบธรรมาภิบาลของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธ์พืช (2) ปัจจัยที่มีผลต่อการบริหารแบบธรรมาภิบาลของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธ์พืช (3) ความสัมพันธ์ระหว่างปัจจัยที่มีผลต่อการบริหารแบบธรรมาภิบาลกับการดำเนินการบริหารแบบธรรมาภิบาลของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธ์พืช การศึกษาวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ใช้ในการศึกษา คือ ข้าราชการของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธ์พืช จำนวนทั้งสิ้น 3,664 คนใช้กลุ่มตัวอย่างโดยการเปิดตารางสำเร็จรูปของทาโร่ ยามาเน่ ได้จำนวน 361 คน ใช้วิธีการสุ่มตัวอย่างแบบสัดส่วน เครื่องมือที่ใช้เก็บรวบรวมข้อมูล คือแบบสอบถาม สถิติที่ใช้วิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน ผลการวิจัยพบว่า (1) การดำเนินการบริหารแบบธรรมาภิบาลของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธ์พืชโดยรวมอยู่ในระดับ ปานกลาง และเมื่อพิจารณาเป็นรายหลัก การบริหารพบว่า มี 3 หลัก อยู่ในระดับมากได้แก่ หลักความรับผิดชอบ หลักนิติธรรม หลักเทคโนโลยีและการสื่อสาร และมี 7 หลัก อยู่ในระดับปานกลางได้แก่ หลักคุณธรรม หลักการบริหารจัดการ หลักโปร่งใส หลักความคุ้มค่า หลักพัฒนาทรัพยากรมนุษย์ หลักการมีส่วนร่วม และหลักองค์การแห่งการเรียนรู้ (2) ปัจจัยที่มีผลต่อการบริหารแบบธรรมาภิบาลของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธ์พืช ทั้ง 2 ปัจจัย ได้แก่ ปัจจัย ภาวะผู้นำ ของผู้บริหาร และปัจจัยวัฒนธรรมองค์การ อยู่ในระดับปานกลาง และ (3) ปัจจัยที่มีผลต่อการบริหารแบบธรรมาภิบาล ได้แก่ ปัจจัยภาวะผู้นำ ของผู้บริหาร และปัจจัยวัฒนธรรมองค์การ พบว่ามีความสัมพันธ์เชิงบวกกับการดำเนินการบริหารแบบธรรมาภิบาลของกรมอุทยานแห่งชาติ สัตว์ป่า และพันธ์พืช
The objectives of this research were to study (1) the implementation of good governance management of Department of National Parks Wildlife and Plant Conservation; (2) factors affecting good overnance management of Department of National Parks Wildlife and Plant Conservation and;(3) relationship between factors and good governance management of Department of National Parks Wildlife and Plant Conservation. This research was a survey research. Population was 3,664 government officials of Department of National Parks Wildlife and Plant Conservation. Samples were 361 officials calculated via Taro Yamane calculation formula and used proportionate stratified random sampling. Research instrument was a questionnaire. Statistics used for data analysis were percentage, mean, standard deviation and Pearson correlation. The research results showed that; (1) an overview image of the implementation of Good Governance management of Department of National Parks Wildlife and Plant Conservation was at medium level. Considering principles of management, it was found that three principles were at high level. They were Accountability, Rule of Law, Technology and Information Communication. Seven principles were at medium level. They were Ethic, Management, Transparency, Value for money, Human Resoure Development, Participation, and Learning Organization. (2) both of factors affecting Good Governance management of Department of National Parks Wildlife and Plant Conservation namely leadership and organization cultures were at medium level and; (3) leadership and organization cultures factors had positive relationship with Good Governance management procedures of Department of National Parks Wildlife and Plant Conservation.
