Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาพัฒนาการหอสมุดแห่งชาติของประเทศสมาชิกอาเซียน และ (2) วิเคราะห์การบริหารงานหอสมุดแห่งชาติของประเทศสมาชิกอาเซียน การวิจัยครั้งนี้เป็นการวิจัยเอกสารและการวิจัยเชิงคุณภาพเอกสารเกี่ยวกับการบริหารงานหอสมุดแห่งชาติของประเทศสมาชิกอาเซียนและผู้อำนวยการหอสมุดแห่งชาติของประเทศสมาชิกอาเซียน จำนวน 9 ประเทศ เครื่องมือวิจัยประกอบด้วย แบบบันทึก และแบบสัมภาษณ์ การวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์และสังเคราะห์เนื้อหา ข้อมูลเชิงปริมาณ ใช้การหาค่าร้อยละ แหล่งข้อมูลหลัก คือ จํานวน 215 รายการ ผลการวิจัยพบว่า (1) หอสมุดแห่งชาติของประเทศสมาชิกอาเซียนมีพัฒนาการอย่างยาวนาน โดยหอสมุดแห่งชาติฟิลิปปินส์เป็นหอสมุดแห่งชาติที่ก่อตั้งเป็นแห่งแรก (พ.ศ. 2471) และหอสมุดแห่งชาติอินโดนีเซีย ก่อตั้งหลังสุด (พ.ศ. 2523) หอสมุดแห่งชาติส่วนใหญ่วางรากฐานการก่อตั้งโดยผู้ปกครองอาณานิคมตะวันตก รองลงมาก่อตั้งโดยสถาบันกษัตริย์ ปัจจัยสำคัญที่มีผลต่อพัฒนาการของหอสมุดแห่งชาติ ได้แก่ กฎหมาย เทคโนโลยีสารสนเทศ และเครือข่ายความร่วมมือ (2) หอสมุดแห่งชาติทุกแห่งมีบทบาทและพันธกิจในฐานะสถาบันทางวัฒนธรรมของชาติมุ่งเน้นการพัฒนาและสงวนรักษาทรัพยากรสารสนเทศอันเป็นมรดกทางภูมิปัญญาของชาติเป็นหน่วยงานของรัฐ ส่วนใหญ่สังกัดกระทรวงวัฒนธรรม มีกฎหมายที่เกี่ยวข้องเพื่อใช้ในการบริหารและการดำเนินงาน ทุกแห่งจัดหาทรัพยากรสารสนเทศโดยได้รับตามกฎหมาย มีคอลเล็กชันพิเศษ เอกสารต้นฉบับตัวเขียนและหนังสือหายาก มีบริการการอ่านและบริการบรรณานุกรมแห่งชาติ และมีเครือข่ายความร่วมมือระดับชาติและภูมิภาค สิงคโปร์และมาเลเซียเป็นสองประเทศที่มีกฎหมายหอสมุดแห่งชาติ ซึ่งส่งผลถึงสถานภาพและโครงสร้างการบริหารงาน และผลงานของหอสมุดแห่งชาติทั้งสองประเทศในระดับสากล
The objectives of this study were (1) to study the development of National Libraries of ASEAN member countries, and (2) to analyze the administration of National Libraries of ASEAN member countries. The study was conducted using documentary and qualitative research. The key information sources were 215 administrative documents of National Libraries of ASEAN member countries, and the directors from the National Libraries of nine ASEAN member countries. The research instruments included a data recording form and an interview form. For data analysis, qualitative data were analyzed using content analysis while quantitative data were analyzed using percentages. The research findings were as follows: (1) the National Libraries of ASEAN member countries have developed over a long period of time. The first National Library was founded in the Philippines in 1928, while the National Library of Indonesia was the latest founded in 1980. Most National Libraries were established by western colonizers, followed by the monarchy. Factors affecting the development of the National Libraries were laws, information technology and cooperation networks. (2) All National Libraries played important national roles and made it their mission to be represented as the cultural institution of their respective nations, focusing on the development and preservation of information resources as the Nations’ wisdom and cultural heritage. Most National Libraries were government agencies, under the Ministries of Culture. There were laws related to library management and operations. The acquisition of resources was determined by legal deposit law. Every National Library offered special collections of manuscripts and rare books, public reading services, national bibliography services, and had built national and international collaboration networks. Singapore and Malaysia were the two ASEAN countries that have National Library Acts, which affected the status, administrative organization structure, and performance of the National Libraries in those two countries at a global level.
