ความสัมพันธ์เชิงอำนาจของผู้มีอิทธิพลกับการบุกรุกพื้นที่ป่าสงวนแห่งชาติจังหวัดหนึ่งในภาคตะวันตกของประเทศไทย

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ลักษณะของความสัมพันธ์เชิงอำนาจของผู้มีอิทธิพลกับการบุกรุกพื้นที่ป่าสงวนแห่งชาติ จังหวัดหนึ่งในภาคตะวันตกของประเทศไทย 2) สาเหตุที่เอื้อให้เกิดการบุกรุกพื้นที่ป่าสงวนแห่งชาติจังหวัดหนึ่งในภาคตะวันตกของประเทศไทยของผู้มีอิทธิพล 3) ข้อเสนอแนะและแนวทางในการแก้ไขปัญหาการบุกรุกพื้นที่ป่าสงวนแห่งชาติจังหวัดหนึ่งในภาคตะวันตกของประเทศไทยของผู้มีอิทธิพล การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ เลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบเจาะลึก เครื่องมือในการเก็บรวบรวมข้อมูลเป็นแบบสัมภาษณ์ วิเคราะห์ข้อมูลเชิงพรรณนา ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ กลุ่มบุคคล 6 กลุ่ม ได้แก่ กลุ่มที่ 1 เจ้าหน้าที่ป่าไม้ 1 คน กลุ่มที่ 2 นายทุน 1 คน กลุ่มที่ 3 นักปกครองท้องที่ 2 คน กลุ่มที่ 4 ชาวบ้าน 6 คน กลุ่มที่ 5 เจ้าหน้าที่ตำรวจ 1 คน กลุ่มที่ 6 เจ้าหน้าที่ทหาร 1 คน รวมทั้งสิ้นจำนวน 12 คน ผลการศึกษาพบว่า 1) ลักษณะของความสัมพันธ์เชิงอำนาจของผู้มีอิทธิพลกับการบุกรุกพื้นที่ป่าสงวนแห่งชาติจังหวัดหนึ่งในภาคตะวันตกของประเทศไทย เป็นความสัมพันธ์ในระบบอุปถัมภ์ ที่มีนายทุนผู้มีอิทธิพลเป็นผู้ให้การอุปถัมภ์ โดยมีผู้ใหญ่บ้านและชาวบ้านเป็นผู้รับการอุปถัมภ์ 2) สาเหตุที่เอื้อให้เกิดการบุกรุกพื้นที่ป่าสงวนแห่งชาติจังหวัดหนึ่งในภาคตะวันตกของประเทศไทย 3) ข้อเสนอแนะและแนวทางในการแก้ไขปัญหาการบุกรุกพื้นที่ป่าสงวนแห่งชาติจังหวัดหนึ่งในภาคตะวันตกของประเทศไทย คือ การสร้างจิตสำนึกให้ชาวบ้านรักและหวงแหนที่ทำกินเพื่อให้เป็นมรดกตกทอดแก่ลูกหลาน ช่วยกันสอดส่องดูแลเจ้าหน้าที่ที่ประพฤติมิชอบในหน้าที่จากการรับสินบนจากนายทุน ตลอดจนการให้ความรู้ความเข้าใจกับชาวบ้านในสิทธิ์ที่ทำกินที่มีเอกสารสิทธิ์ทำกินว่า ห้ามนำไปซื้อขาย

This study aims to study: 1) Characteristics of power relations of influencers and invasions of National Reserved Forest areas in a province in the Western Region of Thailand; 2) Reasons encouraging influencers to invade National Reserved Forest areas in a province in the Western Region of Thailand; 3) Suggestions and solutions to the problem of influencers invading National Reserved Forest areas in a province in the Western Region of Thailand. This study is a qualitative research using purposive sampling to collect data by in-depth interviews. The tool used in data collection is descriptive analysis interview. The populations in this research are 6 sampling groups consisting of: Group 1 - one Royal Forest Department officer; Group 2 – one capitalist; Group 3 – two local administrative officers; Group 4 – six villagers; Group 5 – one police officer; Group 6 – one military officer. In total, there are twelve people. The study found that: 1) The characteristic of power relations of influencers and invasions of National Reserved Forest areas in a province in the Western Region of Thailand is in the relations of Patronage System in which capitalists are patrons while village chief and villagers are clients. 2) Factors encouraging the invasion of National Reserved Forest areas in a province in the Western Region of Thailand include: vast areas of the land, corrupted officers, poor villagers with lack of knowledge selling their non-transferable documents of land usage right to capitalists 3) Suggestions and solutions to the problem of the influencers invading National Reserved Forest areas in a province in the Western Region of Thailand are: to create awareness among villagers to love and treasure their lands and save them for their descendants, to monitor corrupted officers and prevent them from taking bribe from capitalists, as well as to educate villagers that selling documents of land usage right is illegal according to forest legislation.
