Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการสื่อสารเพื่อสร้างการมีส่วนร่วมในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลทุ่งบุหลัง อำเภอทุ่งหว้า จังหวัดสตูล เกี่ยวกับ 1) กระบวนการสื่อสาร และ 2) แนวทางการพัฒนาการสื่อสาร การวิจัยนี้เป็นการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึก เลือกผู้ให้ข้อมูลหลักแบบเจาะจงจากผู้มีส่วนเกี่ยวข้องโดยตรงในการสื่อสารสร้างการมีส่วนร่วมในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลทุ่งบุหลัง รวมจำนวน 15 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์เชิงลึกกึ่งมีโครงสร้างและวิเคราะห์ข้อมูลโดยการสร้างข้อสรุป ผลการวิจัยพบว่า 1) กระบวนการการสื่อสาร ประกอบด้วย (1) ผู้ส่งสาร จำนวน 4 กลุ่ม คือ กลุ่มที่ 1 ภาคส่วนราชการ ประกอบด้วยนายอำเภอ พัฒนากรอำเภอ ปลัดประจำตำบล กลุ่มที่ 2 นักปกครองท้องถิ่น ประกอบด้วย นายกองค์การบริหารส่วนตำบลและคณะทีมบริหาร สมาชิกสภาองค์การบริหารส่วนตำบล ปลัดองค์การบริหารส่วนตำบล และข้าราชการเจ้าหน้าที่ในองค์การบริหารส่วนตำบล กลุ่มที่ 3 นักปกครองท้องที่ ประกอบด้วยกำนัน ผู้ใหญ่บ้าน และกลุ่มที่ 4 ภาคส่วนสนับสนุนหรือประชาชนผู้มีส่วนได้ส่วนเสีย ประกอบด้วยผู้นำชุมชน ผู้นำศาสนาและประชาชน (2) เนื้อหาสารหลักเกี่ยวกับการแผนงานโครงการ และการดำเนินการตามนโยบายภาครัฐ และรูปแบบกิจกรรมที่ภาคประชาชนต้องมีส่วนร่วมในการพัฒนาชุมชน (3) ช่องทางการสื่อสารผ่านสื่อบุคคลในรูปแบบการประชุมชี้แจง การประชุมระดมความคิดและการเผยแพร่แนวทางการพัฒนาผ่านสื่อสังคมออนไลน์เป็นหลัก (4) ผู้รับสารประกอบด้วยประชาชนในตำบล ผู้นำชุมชนนักปกครองท้องถิ่น นักปกครองท้องที่ เครือข่ายการท่องเที่ยว กลุ่มรีสอร์ทชุมชน กลุ่มแปรรูปอาหารทะเล กลุ่มเลี้ยงปลาเก๋าในบ่อดิน กลุ่มอนุรักษ์ทรัพยากรธรรมชาติและป่าชายเลน และอาสาสมัครสาธารณสุขประจำหมู่บ้าน (5) ผลจากการสื่อสารทำให้ประชาชนได้ร่วมคิด ร่วมทำ ร่วมสื่อสาร ร่วมรับผลประโยชน์ ประชาชนมีความความรู้ มีความเข้าใจ ทัศนคติที่ดี และการเข้าร่วมกิจกรรมต่าง ๆ และร่วมการพัฒนาชุมชนตามแผนงานที่กำหนด 2) แนวทางการสื่อสารเพื่อสร้างการมีส่วนร่วม ประกอบด้วย (1) การร่วมวางแผนการสื่อสารในกิจกรรมการจัดทำแผนพัฒนาตำบล การรณรงค์แก้ปัญหาสังคม การส่งเสริมอาชีพ การสร้างรายได้ การพัฒนาการท่องเที่ยว การจัดการขยะในชุมชน ภัยแล้ง การป้องกันไฟป่า และการรักษาทรัพยากรธรรมชาติและสิ่งแวดล้อม (2) การร่วมดำเนินการสื่อสารให้สมาชิกในครอบครัวได้รับรู้อย่างทั่วถึงและเข้าร่วมกิจกรรมการพัฒนาชุมชนอย่างพร้อมเพียงกัน (3) การร่วมประเมินผลหลังเสร็จสิ้นโครงการเพื่อนำผลพัฒนาการสื่อสารไปใช้ในโอกาสต่อไป
The objective of this research was to study communication for building participation for community development of Tung Bulan Subdistrict Administrative Organization (SAO), Thung Wa District, Satun Province, in terms of 1) the communication process; and 2) approaches to develop communications. This was a qualitative research based on in-depth interviews. The fifteen key informants were chosen through criterion based selection from among people directly involved with communication for building participation for community development of Tung Bulan SAO. The data collection tool was a semi-structured in-depth interview form. Data were analyzed deductively. The results showed that 1) The communications process consisted of (1) four groups of message senders: Group one was from the government sector, including the sheriff, the local development officer, and the deputy subdistrict chief; Group two was local administrators, including the chairman of the SAO, the SAO administrative team, members of the SAO council, the deputy subdistrict chief, and SAO civil servants; Group three was local administrators, including subdistrict headman and village headmen; and Group four was supporters, comprising local residents who were stakeholders including community leaders, religious leaders, and ordinary citizens. (2) The message content was mainly about plans, projects and operations following government policy as well as the types of community development activities that local residents should participate in. (2) Communication channels included personal media in the form of meetings and announcements, brain-storming sessions, and social media messages about community development approaches. (4) The message receivers consisted of local residents, community leaders, local administrators, people in tourism business networks, community resorts, seafood processors, aquaculturists who raise grouper in brackish water ponds, environmental/mangrove conservationists, and neighborhood public health volunteers. (5) The results of the communication were that local residents joined in thinking about, implementing, communicating about, and benefiting from the community development projects. Also, citizens had greater knowledge and understanding and better attitudes about the projects and joined in various activities as part of the community development plans. 2) Approaches to developing communication for building participation consisted of (1) jointly planning communications for subdistrict development activities, campaigning to solve social problems, promoting occupations, generating income, developing tourism, managing waste, addressing the problems of drought and wildfires, and conserving nature and the environment; (2) jointly communicating to keep family members abreast of all developments and encourage them to join in community development activities; and (3) jointly evaluating the success of each project so that improvements can be made in subsequent opportunities
