Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการบริหารยุทธศาสตร์เทคโนโลยีสารสนเทศมหาวิทยาลัย เทคโนโลยีพระจอมเกล้าพระนครเหนือ (2) ศึกษาปัญหาการบริหารยุทธศาสตร์ตามแผนยุทธศาสตร์เทคโนโลยีสารสนเทศ มหาวิทยาลัยเทคโนโลยีพระจอมเกล้าพระนครเหนือ พ.ศ. 2554-2558 (3) ศึกษาปัจจัยแห่งความสำเร็จของการบริหาร ยุทธศาสตร์เทคโนโลยีสารสนเทศมหาวิทยาลัยเทคโนโลยีพระจอมเกล้าพระนครเหนือ (4) เสนอแนวทางพัฒนาการ บริหารยุทธศาสตร์เทคโนโลยีสารสนเทศของมหาวิทยาลัยเทคโนโลยีพระจอมเกล้าพระนครเหนือ การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพเก็บข้อมูลจากเอกสารและการสัมภาษณ์แบบมีโครงสร้าง แบ่งออกเป็น 2 กลุ่ม คือ 1) กลุ่มผู้บริหารมหาวิทยาลัย 2 ) กลุ่มผู้รับผิดชอบการพัฒนาแผนยุทธศาสตร์เทคโนโลยีสารสนเทศ พ.ศ. 2554-2558 รวมจำนวน 35 คน และวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) การบริหารยุทธศาสตร์เทคโนโลยีสารสนเทศของมหาวิทยาลัยมี 3 ขั้นตอนคือ การวางแผนยุทธศาสตร์เทคโนโลยีสารสนเทศ การนำแผนยุทธศาสตร์เทคโนโลยีสารสนเทศไปปฏิบัติ และการติดตาม และประเมินผลแผนยุทธศาสตร์เทคโนโลยีสารสนเทศ (2) ปัญหาการบริหารยุทธศาสตร์ตามแผนยุทธศาสตร์เทคโนโลยีสารสนเทศ พ.ศ. 2554-2558 พบว่าความไม่พอเพียงของงบประมาณเป็นปัญหามากที่สุด รองลงมาคือ ขาดการวิเคราะห์ความต้องการของผู้ใช้บริการ ขาดการถ่ายทอดแผนสู่การปฏิบัติอย่างทั่วถึง ไม่มีการติดตามแผนอย่างสม่ำเสมอ ขาดการมีส่วนร่วมของผู้บริหาร บุคลากร และหน่วยงาน การเปลี่ยนแปลงของเทคโนโลยีสารสนเทศศส่งผลต่อการดำเนินงานของบุคลากร การไม่เห็นความสำคัญของการจัดสรรงบประมาณ ขาดผู้รับผิดชอบติดตามแผน และหน้าที่ที่ชัดเจน ส่วนด้านที่เป็นปัญหาน้อยคือ ไม่มีการประชาสัมพันธ์ ผู้บริหารบางส่วนไม่เข้าใจการปฏิบัติงานตามแผนการจัดทำโครงการไม่คำนึงถึงเป้าหมาย บุคลากรไม่นำแผนมาใช้เป็นแนวทางการดำเนินงาน และขาดความเข้าใจร่วมกันของหน่วยงาน (3) ปัจจัยแห่งความสำเร็จของการบริหารยุทธศาสตร์เทคโนโลยีสารสนเทศ ในทุกขั้นตอนของกระบวนการบริหาร ยุทธศาสตร์เทคโนโลยีสารสนเทศ คือ การมีส่วนร่วมของผู้บริหารและบุคลากรทุกระดับ การให้ความสำคัญต่อแผนยุทธศาสตร์เทคโนโลยีสารสนเทศของผู้บริหารความรู้ความสามารถและการมีภาวะผู้นำของผู้บริหาร และการสื่อสารกันภายในมหาวิทยาลัย (4) แนวทางพัฒนาการบริหารยุทธศาสตร์เทคโนโลยีสารสนเทศ ควรให้หน่วยงานร่วมลงทุน งบประมาณทางด้านการพัฒนาเทคโนโลยีสารสนเทศระดับมหาวิทยาลัย ควรปรับเปลี่ยนกระบวนการทำงานภายในให้สอดรับกับแผน และการจัดประชุม สัมมนาสร้างเครือข่ายเฉพาะด้านระหว่างหน่วยงาน ผู้บริหาร และบุคลากร และ หน่วยงานควรจัดทำแผนปฏิบัติการด้านเทคโนโลยีสารสนเทศของตนเอง และนำระบบสารสนเทศเข้ามาช่วยในการ ติดตามและประเมินผลถึงตัวชี้วัดและกลยุทธ์ของแผนอย่างต่อเนื่อง
This study aimed to: (1) study the strategic management of information technology of King Mongkut's University of Technology North Bangkok, (2) examine the problems related to the strategic management of information technology in accordance with the 2011-2015 information technology strategic plan of King Mongkut's University of Technology North Bangkok (3) study the success factors in the strategic management of information technology of King Mongkut’s University of Technology North Bangkok, and (4) propose the guidelines on how to improve the university’s strategic management of information management. This study was qualitative, conducted by collecting data from secondary sources and structured interview which was divided into two groups: university executives and personnel in charge of improving the 2011-2015 strategic information technology plan. The samples consist of thirty-five people, and the data were analyzed by using content analysis method. The findings were that; (1) the university’s strategic management consisted of three steps: strategic planning of information technology, implementing information technology strategic plan, and follow-up and evaluation of information technology strategic plans (2) the most important problem of the strategic management in accordance the 2011- 2015 information technology strategic plan was caused by the insufficiency of the budget, followed by the lack of the analysis of users’ needs, the failure to widely transfer the information on the plan to all sections, the lack of regular follow-up plans and participation from the executives, staff, and all working units, the changes in information technology that affected the working of the personnel, the failure to see the importance of budget allocation, and the lack of a clear duty assignment and people who will assume the responsibility for the follow-up. On the other hand, the least problematic factors included the absence of public relations, the executives’ failure to comprehend the process of the implementation, the lack of a clear objective for the plan, the personnel refusing to follow the plan, and the lack of mutual understanding among personnel in all the units. (3) the success factors of strategic management of information technology in every step of the process was the participation by the executives and the personnel at all levels, the executives’ attention was given to the information technology strategic plan, the knowledge, ability and the leadership, and internal communication within the university. (4) the efficient development of information technology strategic management required that the departments in the university shared the budget that funded the information technology development. The university should also adjust internal working process in accordance with the plan and arranged a seminar to build a specialized network between working units, the executives, and the staff. It was also recommended that each department in the university should formulate their own information technology action plan and use information technology to help them following up and evaluating the indicators and the strategies in a continuous manner.
