Abstract
การศึกษาค้นคว้าอิสระนี้มีวัตถุประสงค์เพื่อจัดทำคู่มือการประเมินความเสี่ยงด้วยเทคนิค การวิเคราะห์ว้อทอิฟในกระบวนการผลิตของโรงงานผลิตฟิล์มพลาสติก การศึกษาครั้งนี้มีวิธีการศึกษาโดย 1) รวบรวมข้อมูลด้านความปลอดภัยที่เกี่ยวข้องกับกระบวนการผลิตฟิล์มพลาสติก 2) เข้าสำรวจโรงงานเพื่อรวบรวมข้อมูลในกระบวนการผลิต และสังเกตพฤติกรรมในการทำงานของพนักงาน สัมภาษณ์พนักงานหัวหน้างาน รวมทั้งสำรวจสภาพแวดล้อมในการทำงาน และ 3) จัดทำแนวทำงการประเมินความเสี่ยงด้วยเทคนิคการวิเคราะห์ว้อทอิฟ ในกระบวนการผลิตของโรงงานผลิตฟิล์มพลาสติก ตามแนวทางของระเบียบกรมโรงงานอุตสาหกรรมว่าด้วยหลักเกณฑ์การชี้บ่งอันตราย การประเมินความเสี่ยง และการจัดทำแผนงานบริหารจัดการ ความเสี่ยง พ.ศ. 2543 ผลการศึกษาพบว่า โรงงานผลิตฟิล์มพลาสติกมีการดำเนินงานบางกิจกรรมที่อาจก่อให้เกิดอันตรายหรือไม่ปลอดภัยในการทำงาน และยังมีมาตรการด้านความปลอดภัยในการปฏิบัติงาน การฝึกอบรมด้านอาชีวอนามัยและความปลอดภัย การเตรียมพร้อมต่อเหตุการณ์ฉุกเฉินไม่เพียงพอหรือไม่ครอบคลุมทุกกิจกรรม ผู้ศึกษาได้จัดทำแนวทางการประเมินความเสี่ยงด้วยเทคนิคการวิเคราะห์ว้อทอิฟ ในกระบวนการผลิตของโรงงานผลิตฟิล์มพลาสติกขึ้น โดยเสนอแนวทางไว้ 5 ขั้นตอน คือ 1) จัดตั้งคณะทำงานประเมินความเสี่ยงด้านความปลอดภัย 2) รวมรวมข้อมูลต่างๆ และจำแนกประเภทของกิจกรรมของโรงงาน 3) จัดทำบัญชีรายการสิ่งที่เป็นความเสี่ยงและอันตราย 4) ชี้บ่งอันตรายและประเมินความเสี่ยงด้านความปลอดภัยด้วยเทคนิคการวิเคราะห์ว้อทอิฟ และ 5) จัดทำแผนงานบริหารจัดการความเสี่ยง โดยแนวทางการประเมินความเสี่ยงด้วยเทคนิคการวิเคราะห์ว้อทอิฟในกระบวนการผลิตของโรงงานผลิตฟิล์มพลาสติกนี้ สามารถนำไปประยุกต์ใช้กับอุตสาหกรรมอื่นๆ ที่มีรูปแบบการดำเนินกิจกรรมที่คล้ายคลึงกันได้
This study aimed to develop Manual for Risk Assessment with What-If Analysis Technique in Production Process of a Plastic Film Factory, by using the following methods: (1) gathering the safety data related to the plastic film production process; (2) conducting a plant survey for data collection on production process, workers’ working behaviors, workers’ and supervisors’ opinions, and working environment; and (3) preparing the Manual, based on the rules of the Ministry of Industry on hazard identification, risk assessment and risk management plan creation of 2000. The results showed that the factory had some activities that might pose a danger in its work and also had inadequate measures for work safety operations, training in occupational health and safety, and emergency preparedness, not covering all activities. Thus, the author has developed the Manual for Risk Assessment with What-If Analysis Technique in Production Process of the Plastic Film Factory. The Manual offer 5 steps: (1) Establishment of a working group to carry out a safety risk assessment; (2) Data collection and classification of the factory’s activities; (3) Listing of risky and dangerous items or activities; (4) Hazard identification and safety risk assessment, using the what-if analysis technique; and (5) Risk management plan development. The Manual and approach can be applied to other similar industries.
