Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการสื่อสารเกี่ยวกับสิทธิและหน้าที่ของประชาชนในเขตเทศบาลตำบลไร่ใหม่ อำเภอสามร้อยยอด จังหวัดประจวบคีรีขันธ์ เกี่ยวกับ 1) กระบวนการสื่อสาร 2) การจัดการการสื่อสาร และ 3) แนวทางการพัฒนาการสื่อสาร การวิจัยนี้เป็นการวิจัยเชิงคุณภาพด้วยวิธีการสัมภาษณ์เชิงลึก เลือกผู้ให้ข้อมูลหลักแบบเจาะจงจากผู้ที่เกี่ยวข้องโดยตรงกับการสื่อสารของเทศบาลตำบลไร่ใหม่มาไม่น้อยกว่า 5 ปี รวมจำนวน 25 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์เชิงลึกแบบกึ่งมีโครงสร้าง วิเคราะห์ข้อมูลด้วยการสร้างข้อสรุป ผลการวิจัยพบว่า 1) กระบวนการสื่อสาร ประกอบด้วย (1) ผู้ส่งสาร คือ ผู้มีความรู้ความเข้าใจในเนื้อหาของข้อมูลเรื่องสิทธิและหน้าที่ของประชาชน ประกอบด้วยบุคลากรเทศบาลตำบลไร่ใหม่ที่มีหน้าที่รับผิดชอบ กำนัน ผู้ใหญ่บ้าน และเครือข่ายอาสาสมัคร (2) สาร คือ การขอรับเงินอุดหนุนเพื่อการเลี้ยงดูเด็กแรกเกิด การขึ้นทะเบียนในการรับเงินเบี้ยยังชีพผู้สูงอายุ การขึ้นทะเบียนในการรับเงินเบี้ยความพิการ การรับเงินค่าจัดงานศพตามประเพณี การขอรับวัคซีนป้องกันโรคพิษสุนัขบ้า การได้รับความช่วยเหลือกรณีเกิดภัยพิบัติ การคุ้มครองผู้บริโภค, การปรับสภาพแวดล้อมบ้านผู้ด้อยโอกาส การได้รับการสนับสนุนทุนการศึกษาเด็กสำหรับครัวเรือนยากจน การขอข้อมูลข่าวสารทางราชการและการรับรู้ข้อมูลข่าวสารจากทางราชการ การร้องเรียนร้องทุกข์ (3) ช่องทางการสื่อสาร คือ สื่อบุคคล ป้ายประกาศ แผ่นพับ รถแห่ หนังสือราชการ ไลน์กลุ่ม และเฟซบุ๊กของเทศบาล (4) ผู้รับสาร คือ กลุ่มเฉพาะที่ประชาชนอาศัยอยู่ในเขตเทศบาล และ (5) ผลการสื่อสารที่คาดหวัง คือ ประชาชนมีความรู้ความเข้าใจในสิทธิและหน้าที่ของตนและปฏิบัติตามได้อย่างถูกต้อง 2) การจัดการการสื่อสารสิทธิและหน้าที่ ประกอบด้วย (1) การจัดการเพื่อสร้างการมีส่วนร่วมของทีมผู้ส่งสารที่เป็นบุคลากรเทศบาลตำบลไร่ใหม่ กำนัน ผู้ใหญ่บ้าน และเครือข่ายอาสาสมัครในชุมชน (2) การจัดการการผลิตและการเผยแพร่เนื้อหาผ่านสื่อดั้งเดิมละสื่อใหม่ไปยังกลุ่มเป้าหมายในแต่ละเรื่อง 3) แนวทางการพัฒนาการสื่อสารสิทธิและหน้าที่ ประกอบด้วย (1) การเพิ่มพูนทักษะการสื่อสารโดยจัดการอบรมพัฒนาศักยภาพให้กับผู้ส่งสาร การพัฒนาเนื้อหาสารให้มีความน่าสนใจ ชัดเจน เข้าใจง่าย ไม่ซับซ้อน การพัฒนาช่องทางการสื่อสารและสื่อด้วยการพัฒนาแบบหลายช่องทางไปพร้อม ๆ กัน การยกระดับความคิดและเพิ่มทักษะการรับสาร และการพัฒนาผลการสื่อสารโดยการนำปัญหาที่ประสบไปปรับปรุงแก้ไข (2) การวางแผนการสื่อสารอย่างเป็นระบบและมุ่งเน้น การมีส่วนร่วมของทุกภาคส่วน การใช้สื่อที่หลากหลายให้เต็มประสิทธิภาพ การสนับสนุนงบประมาณในการพัฒนาการสื่อสารและเทคโนโลยีการสื่อสาร การวัดประเมินผลการสื่อสารด้านความรู้ ความเข้าใจ และปฏิบัติได้อย่างถูกต้อง
The objectives of this research were to study communication about people’ rights and obligation in Rai Mai Subdistrict Municipality, Sam Roi Yot District, Prachuab Khiri Khan Province, in terms of 1) the communication process; 2) communication management; and 3) approaches for developing communication. This was a qualitative research based on in-depth interviews. The 25 key informants were chosen by purposive sampling from among people who had been directly involved with official communications of Rai Mai Subdistrict Municipality for at least 5 years. The data collection tool was a semi-structured interview form. Data were analyzed deductively. The results showed that 1)The communications process consisted of (1)message senders were people who were knowledgeable about people’ rights and obligation, consisting of responsible personnel at Rai Mai Subdistrict Municipality, subdistrict headman, village headman, and volunteers; (2) messages were about requests for first-born child benefits, registering for elderly allowances and disabled allowances, payments for funeral expenses, receiving rabies vaccinations, disaster relief, consumer protection, residential improvements for the disadvantaged, scholarships for children of low-income households, requests for and reception of government news and information, and filing grievances and complaints; (3) communication channels included personal media, signage, pamphlets, broadcast trucks, official letters, LINE groups, and the municipality Facebook page; (4) message receivers were residents of the municipal area; and (5) expected results of communication were that the citizens would have awareness and a correct understanding of their rights and responsibilities. 2) Communication management consisted of (1) creating participation among the team of message senders; and (2) managing production and dissemination of content via conventional media and new media to the target audience groups. 3) Approaches to developing communications consisted of (1) training to increase the communication skills and build the capacities of the message senders; developing content to be interesting, clear, easy to understand, and uncomplicated; developing communication channels and media by developing many diverse forms concurrently; upgrading thinking skills and improving message reception skills among message receivers; and improving the results of communication by learning from past experience and making suitable improvements. (2) Systematically planning communications with an emphasis on participation on the part of all parties involved, utilizing diverse kinds of media as effectively as possible, allocating a budget for developing communication and communications technology, and evaluating the effects of communication in terms of citizens’ knowledge and understanding, and ability to follow up in practice
