ปัจจัยที่มีผลต่อการนิเทศงานสาธารณสุขในระดับตำบลจังหวัดราชบุรี

Abstract

การนิเทศงานสาธารณสุขในระดับตำบลเป็นกระบวนการทางการบริหารที่ผู้นิเทศ ระดับอำเภอเป็นผู้ดำเนินการที่ผ่านมาการนิเทศงานไม่ประสบความสำเร็จเท่าที่ควร ดังนั้น การวิจัยครั้งนี้จึงมีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีผลต่อการนิเทศงานสาธารณสุขในระดับตำบล การวิจัยนี้เป็นการวิจัยเชิงสำรวจ กลุ่มตัวอย่าง คือ ผู้นิเทศระดับอำเภอ ได้รับการแต่งตั้งในปีงบประมาณ 2547 จํานวน 129 คน ใช้แบบสอบถามที่ผู้วิจัยสร้างขึ้นเป็นเครื่องมือในการเก็บรวบรวมข้อมูล โดยแบบสอบถามที่ได้รับการตรวจคุณภาพมีค่าความเที่ยงในส่วนที่ 2 และส่วนที่ 3 เท่ากับ 0.96 และ 0.92 ตามลำดับ ได้รับแบบสอบถามที่สมบูรณ์สามารถวิเคราะห์ได้ 116 ฉบับ คิดเป็นร้อยละ 89.9 แล้วนํามาวิเคราะห์ด้วยโปรแกรมสําเร็จรูปโดยใช้สถิติ ร้อยละ ค่าเฉลี่ยเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน หาความสัมพันธ์ของปัจจัยโดยใช้ Chi-Square Tests La Pearson's Product Moment Correlation Coefficient ผลการวิจัยพบว่า ผู้นิเทศระดับอำเภอส่วนมากเป็นเพศหญิงร้อยละ 62.1 มีอายุเฉลี่ย 40.5 ปี สถานภาพสมรสคู่ร้อยละ 64.7 การศึกษาสูงสุดจบปริญญาตรีร้อยละ 75 ระดับการนิเทศงานสาธารณสุขในระดับตำบลพบว่าอยู่ในระดับปานกลาง ร้อยละ 58.6 ปัจจัยที่มีความสัมพันธ์กับระดับการนิเทศงานสาธารณสุขในระดับตำบล ได้แก่ อายุซึ่งมีความสัมพันธ์ทางบวก (r = 0,183) ปริมาณงานที่นิเทศมีความสัมพันธ์ทางลบ (r = -0.184) ทักษะของผู้นิเทศทั้ง 3 ด้าน ได้แก่ ทักษะด้านเทคนิค (r = 0.351) ด้านความคิดรวบยอด (r = 0.399) ด้านมนุษยสัมพันธ์ (r=0,500) และทักษะรวมทุกด้าน (r = 0.455) มีความสัมพันธ์ทางบวกอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

The public health supervision at a sub-district level is an administration process by district level supervisor. The public health supervision has not been successful. The purposes of this study were to investigate factors affecting the public health supervision at a sub-district level inRatchaburi Province. This research is a survey research. The population is district level supervisor total 129 and subjected to self-administered question. Data were collected using questionnaires with 0.96 and 0.92 on of reliability sub-scale 2 and 3 level respectively. There were 116 questionnaires (89.9%) completed for statistical analysis in terms of percentage, mean, standard deviation, Chi-square tests and Pearson’s Product Moment Correlation Coefficient using computer program. The result of the analysis showed that the majority of district level supervisor were females (62.1 %), with an average age of 40.5 years, married (64.7 %) and had bachelor degree (75 %). The level of public health supervision at a sub-district level have medium (58.6 %). The factors that significant related to the level of public health supervision at a sub-district level were age (r = 0.183), quantity of supervision (r = -0.184), technical skills (r = 0.351), conceptual skills (r=0.399), human skills(r = 0.500) and total skills supervisor (r = 0.455)
