Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับความสำเร็จของกลุ่มเกษตรกรที่ผ่านเกณฑ์มาตรฐานตามตัวชี้วัดของกรมส่งเสริมสหกรณ์ในจังหวัดเลย 2) ศึกษากระบวนการจัดการของกลุ่มเกษตรกรที่ผ่านเกณฑ์มาตรฐานตามตัวชี้วัดของกรมส่งสริมสหกรณ์ในจังหวัดเลย 3) เพื่อเปรียบเทียบระดับความสำเร็จของกลุ่มเกษตรกรที่ผ่านเกณฑ์มาตรฐานตามตัวชี้วัดของกรมส่งสริมสหกรณ์ในจังหวัดเลย จำแนกตามปัจัยประชากรศาสตร์ และ 4) ศึกษาระดับอิทธิผลของกระบวนการจัดการที่มีผลต่อความสำเร็จของกลุ่มเกษตรกรที่ผ่านเกณฑ์มาตรฐานตามตัวชี้วัดของกรมส่งเสริมสหกรณ์ในจังหวัดเลย การศึกษานี้เป็นการวิจัยเชิงปริมาณ ประชากรในการศึกษา คือ สมาชิกของกลุ่มเกษตรกรในอำเภอหนองหินและอำเภอกูกระดึง จังหวัดเลย จำนวน 653 คน กำหนดขนาดกลุ่มตัวอย่าง จำนวน 248 คน โดยใช้สูตรของทาโร ยามาน่ และกำหนดชุ่มตัวอย่างแบบกลุ่มหลายชั้น เก็บรวบรวมข้อมูลไดยใช้แบบสอบถาม วิเคราะห์ ข้อมูลโดยใช้สถิติเชิงพรรณนา ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมุติฐานโดยใช้วิธีการวิเคราะห์การถคถอยพหุกูณ และการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า 1) ระดับความสำเร็จของกลุ่มเกษตรกรที่ผ่านเกณฑ์มาตรฐานตามตัวชี้วัดของกรมส่งเสริมสหกรณ์ในจังหวัดเลข โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายข้อมีค่าเฉลี่ยอยู่ในระดับมากทุกข้อ โดยข้อที่มีค่าเฉลี่ยสูงสุด คือ มีกำไรสุทธิประจำปีและมีการจัดสรรกำไรสุทธิประจำปีตามกฎหมาย เว้นแต่ภัยธรรมชาติจนเกิดความสีหายต่อสมาชิกและกลุ่มเกษตรกรโดยรวม และน้อยที่สุดคือ คณะกรรมการดำเนินการจัดให้มีการจัดทำงบคุลรอบสิบสองเดือนแล้วสร็จและจัดให้มีผู้สอบบัญชีตรวจสอบได้ภายใน 50 วัน ตามกฎหมาย 2) กระบวนการจัดการของกลุ่มเกษตรกรที่ผ่านเกณฑ์มาตรฐานตามตัวชี้วัดของกรมส่งเสริมสหกรณ์ในจังหวัดเลย โดยภาพรวมอยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 3.72 เมื่อพิจารณารายด้านพบว่า มีค่าเฉลี่ยอยู่ในระดับมากทุกด้าน คือ การนำหรือการสั่งการ การวางแผน การจัดองค์การ การควบคุม ตามลำดับ 3) ปัจจัยด้านประชากรศาสตร์ที่แตกต่งกัน มีผลต่อความสำร็จของกลุ่มเกษตรกรที่ผ่านเกณฑ์มาตรฐานตามตัวชี้วัดของกรมส่งเสริมสหกรณ์ในจังหวัดเลย ไม่แตกต่างกัน และ 4) ปัจจัยกระบวนการจัดการ ด้นการวางแผน ด้านการนำหรือการสั่งการและด้านการจัดองค์การ ร่วมกันพยากรณ์ความสำเร็จของกลุ่มเกษตรกรที่ผ่านเกณฑ์มาตรฐานตามตัวชี้วัดของกรมส่งเสริมสหกรณ์ ในจังหวัดเลย ได้ร้อยละ 44 อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05
The objectives of this study were to 1) study the level of success of the farmer group who passed the standard criteria in accordance with the Key Performance Indicator of the Cooperative Promotion Department in Loei Province; 2) study the management process of the farmer group; 3) compare a level of success of the farmer group, classified by demographic factors, and 4) study a level of influence of the management process affecting the success of the farmer group. The population of this quantitative research consisted of 653 members of the farmer group in Nong Hin District and Phu Kradueng District, Loei Province. The sample size of 248 persons was determined using Taro Yamane’s Formula with multi-stage sampling. A constructed questionnaire was used as a tool for data collection. The descriptive statistics used for data analysis were frequency, percentage, mean, and standard deviation. The hypothesis test was conducted by using the multiple regression analysis and content analysis methods. The result revealed that 1) the level of success of the farmer group was overall and in each item at a high level. The highest was gain of net profit for the year followed by legal appropriation of net profit for the year, unless natural caused damages to the members and the farmer group as the whole. The lowest mean was the committee’s execution to complete the preparation of balance sheet for twelve month period, and assignation to the auditor for auditing within 150 days in accordance with the law; 2)the management process of the farmer group was overall at a high level with a meanof 3.72. When considered individual aspects, the mean of all aspects which were leading or commanding, planning, organizational management, controlling, respectively, was at a high level; 3) different demographic factors indifferently affected the success of the farmer group; and 4) the management process factors in planning, leading or commanding, and organizational management, predicted the success of the farmer group by 44 percent with a statistical significance at the level of 0.05
