Abstract
การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษา (1) ความคิดทางการเมืองของเซีย ไทยรัฐ ที่สะท้อนผ่านงานเขียนการ์ตูน ในช่วง พ.ศ. 2536 - 2554 (2) เพื่อศึกษาบริบททางการเมืองไทยที่เกี่ยวข้อง ในช่วง พ.ศ. 2536-2554 การวิจัยเรื่องนี้เป็นการวิจัยเชิงคุณภาพ โดยศึกษาข้อมูลจากเอกสารที่เกี่ยวข้องและสัมภาษณ์แบบเจาะลึกเซีย ไทยรัฐ นักเขียนการ์ตูนการเมือง หนักสือพิมพ์รายวันไทยรัฐ ผลการวิจัยพบว่า (1) เซีย ไทยรัฐ มีความคิดทางการเมือง ในด้านการพัฒนา ความชอบธรรม ความขัดแย้ง รวมถึงกฎหมายรัฐธรรมนูญ ผ่านภาพการ์ตูนการเมือง สอดคล้องกับ ทฤษฎี ที่เกี่ยวข้องและแนวคิดประชาธิปไตยของตน ด้วยระดับ การเห็นชอบ การวิจารณ์ติติง และการโจมตีต่อต้าน ต่อบริบทต่าง ๆ ทางการเมือง (2) บริบทที่เกิดขึ้นในทางการเมืองไทย ในช่วงพ.ศ. 2536 - 2554 ซึ่งแบ่งเป็น 3 ช่วง คือ (2.1) พ.ศ. 2536-2543 การเมืองที่มีรัฐบาลผสม ที่ไม่มีเสถียรภาพและไม่มีรัฐบาลใด ดำรงตำแหน่งได้ครบวาระ ซึ่งเซีย ไทยรัฐเห็นว่า แม้เป็นรัฐบาลจากการเลือกตั้ง แต่ การทุจริตและไร้ความสามารถ ในการบริหาร ก็ไม่ช่วยให้คงอยู่ในตำแหน่งได้ (2.2) พ.ศ. 2544 - 2548 รัฐบาลผสม แต่มีความเข้มแข็งและเสถียรภาพมากขึ้น จนสามารถดำรงตำแหน่งครบวาระ ซึ้งเซีย ไทยรัฐ เห็นว่า ความเข้มแข็งและเสถียรภาพ จะช่วยด้านการพัฒนาประเทศ แต่ปัญหาทุจริตของรัฐบาลเองก็ต้องแก้ไข จัดการ (2.3) พ.ศ. 2549 - 2554 การเมืองหลังรัฐประหารพ.ศ. 2549 แม้จะมีรัฐบาลจากการเลือกตั้ง แต่ก็ไม่มีเสถียรภาพจนสามารถดำรงตำแหน่งครบวาระถึง 2 รัฐบาล ภายใน แค่ช่วงพ.ศ.2551 และเกิดการเปลี่ยนขั้วการเมือง จัดตั้งรัฐบาลใหม่แทน โดยตั้งแต่รัฐประหารพ.ศ. 2549 รัฐบาลต่าง ๆ ต้องเผชิญกับปัญหา ข้อบทกฎหมายรัฐธรรมนูญ การต่อต้าน และความขัดแย้งทาการเมือง ที่ปรากฏอยู่เนือง ๆ เซียไทยรัฐ เห็นว่า การรัฐประหาร สร้างความถดถอยต่อประเทศทุกด้าน ผู้นำหรือรัฐบาลจากรัฐประหาร จะไม่มีความชอบธรรมและได้รับการยอมรับจากประชาชน การนำประเทศกลับสู่ประชาธิปไตย จะช่วยแก้ปัญหาต่าง ๆ ที่เกิดขึ้นได้
The fundamental of this objectives of this study are : (1) To study the Political Idea by Political Cartoon Pictures of Sia Thairath from 1993 – 2011. (2) To study the context of Thai Political from 1993 to 2011. This research was as qualitative research, to studied from the relevant documents and to deeply interviewed Sia Thairath the political cartoonist of Thairath Newspaper. This research found (1) Political idea Sia Thairath in areas of development legitimacy confliction and law with constitution accorded to the relevant theories and his democratic idea in level of agreement with, criticising culpable and opposition to political contexts and / or political situations through his presentation (2) Political contexts from 1993 to 2011 can be divided to be 3 periods as follows : (2.1) 1993 – 2000 Political was getting of coalition governments and instability. There were no governments serve full terms in office Sia Thairath thought even though being governments from democratic election. Corruption and inability for governmental affairs that caused to vacate office (2.2) 2001 – 2005 Political was still getting of a coalition government and but its government was stronger and more stability than the previous. Sia Thairath thought even though this strong and stability could be good for country development. The government must be solving in own corruption’s problems (2.3) 2006 – 2011 The political after the coup d’e’tat of 2006 despite this was still getting governments from democratic election but they were not instability two governments in 2008 can not serve full term in office then replaced by the new government from opponent party. After coup d’e’tat of 2006 these governments faced barriers and problems in the law with constitution, anti-government groups and political conflict. Sia Thairath thought The Coup’ was putting country regression in every areas. Government leader and government from Coup’ will not be legitimacy and acceptable by the public. The country of democracy is a political solution.
