Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) บริบทการสื่อสารเพื่อสร้างการมีส่วนร่วมในการใช้เศรษฐกิจหมุนเวียนเพื่อจัดการขยะทะเลตำบลเกาะลิบง จังหวัดตรัง 2) การจัดการการสื่อสารเพื่อสร้างการมีส่วนร่วมในการใช้เศรษฐกิจหมุนเวียนเพื่อจัดการขยะทะเลตำบลเกาะลิบง จังหวัดตรัง 3) กลยุทธ์การสื่อสารเพื่อสร้างการมีส่วนร่วมในการใช้เศรษฐกิจหมุนเวียนเพื่อจัดการขยะทะเลตำบลเกาะลิบง จังหวัดตรัง และ 4) แนวทางการพัฒนาการสื่อสารเพื่อสร้างการมีส่วนร่วมในการใช้เศรษฐกิจหมุนเวียนเพื่อจัดการขยะทะเลตำบลเกาะลิบง จังหวัดตรังการวิจัยนี้เป็นการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึก เลือกผู้ให้ข้อมูลหลักแบบเจาะจงจากผู้ที่เกี่ยวข้องโดยตรงกับการสื่อสารเพื่อสร้างการมีส่วนร่วมในการใช้เศรษฐกิจหมุนเวียนเพื่อจัดการขยะทะเลตำบลเกาะลิบง จังหวัดตรัง 5 กลุ่ม รวมจำนวน 33 คน ประกอบด้วย 1) ผู้กำหนดนโยบายในการสื่อสาร 3 คน 2) แกนนำในการดำเนินการสื่อสาร 11 คน 3) กลุ่มผู้ประกอบการ 4 คน 4) นักวิชาการด้านการสื่อสาร และนักวิชาการด้านสิ่งแวดล้อม 2 คน และ 5) กลุ่มประชาชนผู้มีส่วนได้ส่วนเสีย 12 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์เชิงลึกแบบกึ่งมีโครงสร้าง วิเคราะห์ข้อมูล โดยการสร้างข้อสรุปผลการวิจัยพบว่า 1) บริบทการสื่อสาร มีปัญหาขยะทะเลในตำบลเป็นจำนวนมากในช่วงฤดูมรสุม ซึ่งเกิดจากประชาชนขาดการสื่อสารเพื่อสร้างความตระหนักรู้ในการจัดการขยะ ขาดประสิทธิภาพในการจัดการขยะบนบก ขยะทำลายระบบนิเวศทางทะเลและชายฝั่ง เกิดกระทบต่อการประกอบอาชีพประมง และภาพลักษณ์การท่องเที่ยว รัฐบาลมีนโยบายในการส่งเสริมการใช้เศรษฐกิจหมุนเวียนมาใช้ในการจัดการขยะผ่านองค์การบริหารส่วนตำบล ประชาชนส่วนใหญ่เป็นชาวมุสลิมที่มีความสัมพันธ์ฉันท์เครือญาติมีความตื่นตัวและเข้าใจปัญหาร่วมกันในการจัดการปัญหาขยะด้วยตนเอง แต่ขาดแผนงานและแนวทางปฏิบัติการสื่อสารในการให้ความรู้ ปรับทัศนคติ และพฤติกรรม 2) การจัดการการสื่อสาร ประกอบด้วยการวางแผนการสื่อสารและการใช้สื่อมีการกำหนดกลยุทธ์การสื่อสารและจัดประเด็นสารให้สอดคล้องกับสภาพปัญหา ความต้องการ และวิถีชีวิตของชุมชน มุ่งใช้สื่อที่ง่ายต่อการเข้าถึงและมีอยู่แล้วในท้องถิ่น โดยคณะกรรมการขับเคลื่อนเกาะลิบงยั่งยืน “ทำความดีด้วยหัวใจ ลดภัยสิ่งแวดล้อม” และองค์การระหว่างประเทศเพื่อการอนุรักษ์ธรรมชาติ (IUCN) วางแผนร่วมกัน ส่วนการดำเนินงานการสื่อสารโดยใช้สื่อบุคคลและการประชุมปรึกษาหารือ โดยผู้นำชุมมชน กำนัน ผู้ใหญ่บ้านและ อสม.เป็นผู้ดำเนินการ สำหรับการติดตามผลการสื่อสารเพื่อนำไปสู่การปรับปรุงอย่างต่อเนื่องโดยคณะทำงานจากตัวแทนคณะกรรมการขับเคลื่อนเกาะลิบงยั่งยืน ผู้แทนมูลนิธิอันดามัน โดยดำเนินการประเมินผลทุก 6 เดือน และการปรับปรุงการสื่อสารอย่างต่อเนื่อง โดยนำผลจากการติดตามมาใช้ในการกำหนดกลยุทธ์และวิธีการสื่อสาร 3) กลยุทธ์การสื่อสาร มุ่งใช้กลยุทธ์การให้ความรู้เพื่อให้เกิดความตระหนักและพร้อมในการจัดการขยะด้วยเศรษฐกิจหมุนเวียนอย่างถูกวิธี ใช้กลยุทธ์โน้มน้าวใจเพื่อให้คล้อยตามและปรับเปลี่ยนพฤติกรรมโดยมุ่งชี้ผลกระทบของปัญหาที่รุนแรงในอนาคต ใช้กลยุทธ์การใช้สื่อบุคคลในรูปแบบการประชุม เสียงตามสาย ป้ายประกาศ เว็บไซต์ สื่อสังคมออนไลน์เพื่อสร้างการรับรู้และปรับเปลี่ยนพฤติกรรมการจัดการขยะด้วยเศรษฐกิจหมุนเวียนในครัวเรือนของทุกกลุ่มเป้าหมาย และใช้กลยุทธ์การสร้างภาคีเครือข่ายทุกภาคส่วนทั้งภาครัฐ ภาคประชาชน ภาคเอกชน และภาคองค์กรไม่แสวงหากำไรเพื่อร่วมเป็นพลังสนับสนุนการขับเคลื่อนการจัดการขยะอย่างยั่งยืน “ทำความดีด้วยหัวใจ ลดภัยสิ่งแวดล้อม” และองค์การระหว่างประเทศเพื่อการอนุรักษ์ธรรมชาติ โดยร่วมวางแผน ร่วมดำเนินการ และร่วมประเมินผลเพื่อความเป็นเอกภาพในการแก้ปัญหา และ 4) แนวทางการพัฒนาการสื่อสาร ประกอบด้วย 1) จัดตั้งคณะทำงานในการขับเคลื่อนการใช้เศรษฐกิจหมุนเวียนเพื่อจัดการขยะทะเล เพื่อเป็นกลไกในการบูรณาการการสื่อสารร่วมกับภาคีเครือข่ายในระดับองค์กรและพื้นที่ มีพันธกิจและเป้าหมายที่ชัดเจนร่วมกัน นำบุคคลต้นแบบมาเป็นเครื่องมือช่วยการสื่อสารให้สอดคล้องกับแรงจูงใจของประชาชน นักท่องเที่ยว นำหลักการตลาดมาบูรณาการเข้ากับการสื่อสาร นำกลุ่มที่เป็นต้นแบบในการจัดการขยะทะเลด้วยหลักการเศรษฐกิจหมุนเวียนมาร่วมเป็นเครือข่ายสนับสนุน 2) มุ่งให้เกิดการขยายผลการจัดการขยะทะเลผ่านทางสื่อสังคมออนไลน์ที่มีอิทธิพลต่อกลุ่มชุมชนหรือเครือข่ายอื่นในสังคมอย่างกว้างขวางเพื่อเปลี่ยนแปลงทัศนคติและมีพฤติกรรมที่ดีในด้านการจัดการขยะที่ต้นทาง ซึ่งจะป้องกันขยะลงสู่ทะเล และสร้างระบบประเมินผลความสำเร็จของการสื่อสารทั้งเชิงปริมาณและคุณภาพ
The objectives of this research were to study: 1) the context of communication to build public participation in a circular economy initiative for managing marine waste at Libong Island Sub-district in Trang Province; 2) the management of that communication; 3) the communication strategies used; and 4) approaches for developing better communication to build public participation in the circular economy initiative for managing marine waste at Libong Island. This was qualitative research based on in-depth interviews with 33 key informants who were chosen through purposive sampling from among people directly involved with communication to build public participation in a circular economy initiative for managing marine waste at Libong Island Sub-district in Trang Province. The key informants came from 5 groups: 1) 3 communication policy makers, 2) 11 core leaders who worked on communications operations, 3) 4 local business people, 4) 2 academics from the fields of communication arts and environmental science, and 5) 12 local residents who were stakeholders. The data collection tool was a semi-structured interview form. Data were analyzed by drawing conclusions. The results showed that 1) the context – around Libong Island there was a serious problem with large amounts of marine waste, especially in the monsoon season. The local residents lacked knowledge about how to effectively communicate to raise awareness about the need to manage the waste. The onshore waste management system was not efficient. The waste was harming the sea and coastal environment. It impacted people who made their living from fishing and it harmed the island’s image for tourism. The government had a policy of using the subdistrict administrative organization to promote the circular economy concept to better manage waste. Most of the local residents were Muslim and had close family-like ties with the whole community. They understood the problem and were aware of the need to join in waste management efforts, but lacked a firm plan and operational guidelines on how to communicate effectively to inform people, change their opinions and modify their behavior. 2) Communication management consisted of planning and use of media. Communication strategies were set to select topics to be communicated that matched the aspects of the problem, people’s needs, and the local people’s way of life. The emphasis was on using existing types of media that were easy to access. The Sustainable Libong Island Driving Committee (slogan “Doing good from our hearts, reducing environmental dangers”) and the International Union for Conservation of Nature (IUCN) planned communications together. Operation of communications in the form of personal media and consultation meetings were done by community leaders, local elected officials, and local volunteers. Evaluation of communications for continuous improvement were done by a working team with representatives from the Sustainable Libong Island Driving Committee and the Andaman Foundation. They evaluated communications every 6 months and tried to continuously make improvements to the communication strategies and methods. 3) The main communication strategies were to build awareness and inform people so they would be better prepared to participate in waste management through the circular economy in the correct ways. The strategies aimed to persuade people to follow along and change their behavior, with an emphasis on the serious impacts of the waste problem that would get worse over time. The strategy was to use personal media through meetings, along with the public broadcast system, signs, websites, and online social media to build awareness among every target group to join in using the circular economy system to manage their household waste. There was a strategy of building a network of allies, comprising allies from the government sector, the public, the private sector, and NGOs to join forces to support the sustainable waste management movement under the slogan “Doing good from our hearts, reducing environmental dangers.” The IUCN joined in communications planning, operations and evaluation for unified problem solving. 4) To further develop communications: 1) A working team should be established to drive the usage of the circular economy concept for managing marine waste and as a mechanism to unify comprehensive communications throughout the network, reaching all organizational and local allies, so they will work under the same clearly-defined missions and goals. Role models should be recruited to help make the communications match the most suitable incentives for the local people and tourists, and encourage them to participate in waste management. Marketing principles should be integrated into the communication. 2) Groups that are good examples of the circular economy marine waste management system in action should be invited to join and support the network with an aim to expand the reach of the idea, utilizing online social media channels that are influential with other communities and other networks in society at large. Then the project would be able to help change people’s attitudes and get them to use better behavior for managing waste at the source. This would help reduce the amount of waste entering the sea. Lastly, the communication evaluation system should be updated to collect more qualitative and quantitative data.
