Abstract
การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา 1) ประสิทธิผลการดำเนินงานของศูนย์พัฒนาเด็กเล็กของเทศบาลตำบลโพธิ์ไทร อำเภอพิบูลมังสาหาร จังหวัดอุบลราชธานี 2) เปรียบเทียบประสิทธิผลการดำเนินงานของศูนย์พัฒนาเด็กเล็กของเทศบาลตำบลโพธิ์ไทร อำเภอพิบูลมังสาหาร จังหวัดอุบลราชธานี ได้แก่ ศูนย์พัฒนาเด็กเล็กบ้านสร้างแก้ว ศูนย์พัฒนาเด็กเล็กบ้านท่าช้าง ศูนย์พัฒนาเด็กเล็กบ้านถิ่นสำราญ และศูนย์พัฒนาเด็กเล็กบ้านสนามชัย การศึกษาครั้งนี้คือการวิจัยเชิงสำรวจ กลุ่มตัวอย่างคือประชากรทั้งหมด จำนวน 278 คน ประกอบด้วย 1) ผู้ตอบแบบสอบถาม ได้แก่ กลุ่มผู้ปฏิบัติงานที่เกี่ยวข้อง จำนวน 47 คน กลุ่มผู้ปกครองเด็กปฐมวัย จำนวน 24คน 2) ผู้ให้ข้อมูลการสัมภาษณ์ จำนวน 7 คน ได้แก่ นายกเทศมนตรี รองนายกเทศมนตรี ที่ปรึกษานายกเทศมนตรี เลขานุการนายกเทศมนตรี ปลัดเทศบาล และรองปลัดเทศบาล เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบความแปรปรวนทางเดียว และการวิเคราะห์ข้อมูลเชิงเนื้อหา ผลการศึกษาพบว่า 1) ประสิทธิผลการดำเนินงานของศูนย์พัฒนาเด็กเล็กของเทศบาล ตำบลโพธิ์ไทร ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ด้านบุคลากร ด้านอาคารสถานที่สิ่งแวดล้อมและความปลอดภัยของศูนย์พัฒนาเด็กเล็ก ด้านวิชาการและกิจกรรมตามหลักสูตร ด้านส่งเสริมการมีส่วนร่วมและส่งเสริมสนับสนุน ด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย โดยรวมอยู่ในระดับมาก 2) ศูนย์พัฒนาเด็กเล็กแตกต่างกันมีประสิทธิผลการดำเนินงานแตกต่างกันอย่างมีนัยสำคัญที่ระดับ 0.05 เรียงลำดับประสิทธิผลการดำเนินงานจากสูงสุดไปหาต่ำสุด อันดับแรก คือศูนย์พัฒนาเด็กเล็กบ้านถิ่นสำราญ รองลงมา คือ ศูนย์พัฒนาเด็กเล็กบ้านสร้างแก้ว ศูนย์พัฒนาเด็กเล็กบ้านท่าช้าง และศูนย์พัฒนาเด็กเล็กบ้านสนามชัย ตามลำดับ
The objectives of this study were 1) to study the performance effectiveness of child development centers in Pho Sai Subdistrict Municipality, Phibunmangsahan district, Ubon Ratchathani province, and 2) to compare the performance effectiveness of child development centers in Pho Sai Subdistrict Municipality, Phibunmangsahan district, Ubon Ratchathani province. This study was a survey research. The population of this study were 278 people: 1) 47 officers and 224 parents of early-childhood students, who responded the questionnaire, and 2) 7 interviewees, who were Mayor, Deputy Mayor, Advisor to the Mayor, Secretary to the Mayor, Municipal Clerk and Deputy Municipal Clerk. The tools for data collection included questionnaires and interviews. The statistics used in this study consisted of frequency, percentage, mean,standard deviation, one-way variance testing and content analysis. The results showed that 1) the performance effectiveness of child development centers in Pho Sai Subdistrict Municipality is generally at the high level in the areas of administrative management, personnel, facilities, environment and safety, academic and activity curriculum, participation and support promotion, and networking. 2) the different child development centers showed the different performance effectiveness at a statistically significant level of 0.05, of which the various child development centers ranked in order of their effectiveness from the highest to the lowest, were as follows: Ban Thin Samran Child Development Center, Ban Sang Keow Child Development Center, Ban Tha Chang Child Development Center, and Ban Sanam Chai Child Development Center.
