Abstract
การศึกษาบทบาทองค์กรชุมชนกับการสร้างพลเมืองที่เข้มแข็งในเขตจังหวัดนครราชสีมา มีวัตถุประสงค์ 1) เพื่อศึกษาบทบาทสภาองค์กรชุมชนในพื้นที่จังหวัดนครราชสีมา 2) เพื่อศึกษาปัญหา อุปสรรคการส่งเสริมการสร้างความเป็นพลเมืองของสภาองค์กรชุมชนในพื้นที่จังหวัดนครราชสีมา 3) เพื่อเสนอแนวทางกระบวนการสร้างพลเมืองที่เข้มแข็งของสภาองค์กรชุมชนในพื้นที่จังหวัดนครราชสีมา การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างประกอบด้วยตัวแทนเครือข่าย ขบวนองค์กรชุมชนจังหวัดนครราชสีมา จำนวน 2 คน และตัวแทนสภาองค์กรชุมชนระดับกลุ่มอำเภอ 6 คน รวมจำนวน 8 คน ทำการสัมภาษณ์เชิงลึก และสนทนากลุ่ม โดยใช้เครื่องมือแบบสัมภาษณ์แบบกึ่งโครงสร้าง วิเคราะห์ข้อมูลด้วยการวิเคราะห์เชิงเนื้อหา และบรรยายเชิงพรรณนา ผลการศึกษาพบว่า 1) บริบทและบทบาทสภาองค์กรชุมชน ในพื้นที่จังหวัดนครราชสีมามี "เครือข่ายขบวนองค์กรชุมชนจังหวัดนครราชสีมา" เป็นคณะทำงานกลางที่เชื่อมโยงสภาองค์กรชุมชนตำบลทั้งหมด 332 องค์กร มีบทบาทในการขับเคลื่อนทั้งการสร้างความเข้มแข็ง การประสานงาน และส่งสริมการมีส่วนร่วมตามพระราชบัญญัติสภาองค์กรชุมชน พ.ศ.2551 มาตรา 21 ทุกด้าน 2) ปัญหาและอุปสรรคในการการสร้างสำนึกพลเมือง มีประเด็น (1) การทำความเข้าใจนิยามพลเมือง (2) การตระหนัก ตื่นรู้ร่วมกัน (3) กิจกรรมที่ไม่ต่อเนื่อง (4) ขาดการเชื่อมโยงเครือข่าย 3) แนวทางกระบวนการสร้างพลเมืองที่เข้มแข็งของสภาองค์กรชุมชน คือ (1) ปรับมุมมองนิยามความเป็นพลเมืองที่เข้มแข็ง (2) การสร้างสำนึกพลเมืองตื่นรู้ (3) พัฒนากิจกรรมสร้างสำนึกพลเมือง และ (4) เชื่อมโยงเครือข่าย MOU การสร้างพลเมืองที่เข้มแข็งกับทุกภาคส่วน
Education, Roles of Community Organizations and Building Strong Citizens in Nakhon Ratchasima Province Objectives 1) to study the role of the community organization council in Nakhon Ratchasima province 2) to study the problems Obstacles to promoting citizenship building of community organization councils in Nakhon Ratchasima province 3) To propose guidelines on the process of building strong citizens of community organization councils in Nakhon Ratchasima province. This research is a qualitative research. The sample consisted of 2 representatives of the Nakhon Ratchasima Provincial Community Organization Network and 6 representatives of the community organization council at the district level, totaling 8 people. and group chat using a semi-structured interview tool. Analyze data with content analytics. and descriptive lectures. The results of the study found that 1) Context and Roles of Community Organization Councils In the area of Nakhon Ratchasima Province "Nakhon Ratchasima Provincial Community Organization Network" is a central working group that connects all 332 sub-district community organization councils. It plays a role in driving both strengthening, coordination and promoting participation in accordance with the Community Organization Council Act B.E. 2008, Article 21 in all aspects 2) Problems and obstacles in building a citizen consciousness There are issues: (1) Understanding the definition of citizen (2) Awareness and mutual awareness (3) Discrete activities (4) Lack of connection Network link 3) The approaches to the process of building a strong citizen of the Community Organization Council are (1) adjusting the definition of maintaining strong citizenship, (2) building awareness of citizens, (3) developing citizen awareness activities, and (4) Connect the MOU network to build strong citizens with all sectors.
