ปัจจัยที่ส่งผลต่อสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 11

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 11 2) ปัจจัยที่เกี่ยวข้องกับสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา 3) ความสัมพันธ์ระหว่างปัจจัยที่เกี่ยวข้องกับสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารกับสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา และ 4) ปัจจัยที่ส่งผลต่อสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง คือ ข้าราชการครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 11 จำนวน 352 คน กำหนดขนาดกลุ่มตัวอย่างโดยสูตรทาโร่ ยามาเน่ จากนั้นสุ่มแบบแบ่งชั้นภูมิตามขนาดของ เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถามเกี่ยวกับสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา มีค่าความเที่ยงเท่ากับ .96 และปัจจัยที่เกี่ยวข้องกับสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา มีค่าความเที่ยงเท่ากับ .90, .92, .82, .93 และ .91 ตามลำดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สันและการวิเคราะห์การถดถอยพหุแบบขั้นตอน ผลการวิจัยพบว่า 1) สมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษาในภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงจากมากไปน้อย ดังนี้ ด้านการส่งเสริมสนับสนุนการใช้เทคโนโลยีสารสนเทศเพื่อการศึกษา ด้านการประเมินการใช้เทคโนโลยีสารสนเทศเพื่อการศึกษาและด้านการใช้และบริหารเทคโนโลยีสารสนเทศเพื่อการศึกษา ตามลำดับ 2) ปัจจัยที่เกี่ยวข้องกับสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษาในภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงจากมากไปน้อย ดังนี้ สมรรถนะของบุคลากร นโยบายเกี่ยวกับเทคโนโลยีสารสนเทศและการสื่อสาร คุณลักษณะส่วนบุคคลของผู้บริหาร โครงสร้างพื้นฐานและความพร้อมของอุปกรณ์และการสนับสนุนจากเครือข่าย ตามลำดับ 3) ปัจจัยที่เกี่ยวข้องทุกปัจจัยมีความสัมพันธ์เชิงบวกกับสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษาในระดับสูงอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และ 4) ปัจจัยที่ส่งผลต่อสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษา มี 4 ปัจจัย เรียงตามลำดับ ดังนี้ ด้านนโยบายเกี่ยวกับเทคโนโลยีสารสนเทศและการสื่อสาร ด้านคุณลักษณะส่วนบุคคลของผู้บริหาร ด้านสมรรถนะของบุคลากรและด้านโครงสร้างพื้นฐานและความพร้อมของอุปกรณ์ โดยทั้ง 4 ปัจจัยร่วมกันทำนายสมรรถนะเชิงเทคโนโลยีสารสนเทศและการสื่อสารของผู้บริหารสถานศึกษาได้ร้อยละ 89.40 อย่างมีนัยสําคัญทางสถิติที่ระดับ .01

The objectives of this research were to study 1) the information and communication technology competency of school administrators under the Secondary Education Service Area Office 11; 2) the factors related to information and communication technology competency of school administrators; 3) the relationship between the factors related and the information and communication technology competency of school administrators; and 4) the factors affecting the information and communication technology competency of school administrators. The sample consisted of 352 teachers in schools under the Secondary Education Service Area Office 11, obtained by the Taro Yamane and stratified random sampling based on school size. The employed research instrument was a questionnaire dealing with information and communication technology competency of school administrators, with reliability coefficients of .96 and the factors related to information and communication technology competency of school administrators, with reliability coefficients of .90, .92, .82, .93 and .91 respectively. The statistics employed for data analysis were the frequency, percentage, mean, standard deviation, Pearson’s product moment correlation coefficients, and stepwise multiple regression analysis. Research findings revealed that 1) both overall and specific aspects of information and communication technology competency of school administrators were rated at the high level could be ranked based on their rating means as follows: the promoting and supporting the use of information technology for education; the assessment of the use of information technology for education; and the use and administration of information technology for education, respectively; 2) both overall and specific aspects of factors related to information and communication technology competency of school administrators were rated at the high level could be ranked based on their rating means as follows: the competency of personnel; the policy about information and communication technology; the personal attribute of administrators; the infrastructure and the availability of devices and the support of network, respectively; 3) all factors correlated positively with the information and communication technology competency of school administrators at the high level, which was significant at the .05 level; and 4) the factors affecting the information and communication technology competency of school administrators were that of the policy about information and communication technology; the personal attribute of administrators; the competency of personnel; and the infrastructure and the availability of devices and the support of network. All factors could jointly predict 89.40% of the information and communication technology competency of school administrators which was significant at the .01 level.
