Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการใช้เทคโนโลยีสารสนเทศและการสื่อสารของครูและบุคลากรทางการศึกษาในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา ชัยภูมิ เขต 3 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ครูและบุคลากรทางการศึกษาในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 3 จำนวน 332 คน ได้มาโดยการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามการใช้เทคโนโลยีสารสนเทศและการสื่อสารของครูและบุคลากรทางการศึกษาในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 3 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยปรากฏว่า การใช้เทคโนโลยีสารสนเทศและการสื่อสารของครูและบุคลากรทางการศึกษาในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 3 โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้าน พบว่า อยู่ในระดับปานกลางทุกข้อ โดยค่าเฉลี่ยสูงสุดในแต่ละด้านได้แก่ (1) ด้านประเภทของการใช้เทคโนโลยีสารสนเทศและการสื่อสาร : ผู้ใช้ใช้สื่อคอมพิวเตอร์ผ่านระบบเครือข่ายอินเทอร์เน็ต (2) ด้านวัตถุประสงค์ของการใช้ : การใช้เพื่อเป็นแหล่งหรือศูนย์การเรียนรู้ (3) ด้านการจัดการ : ผู้ใช้มีการอบรมเพื่อพัฒนาบุคลากรด้านเทคนิคในการใช้สื่อการเรียนการสอน (4) ด้านคุณลักษณะของการใช้ : การที่ผู้ใช้มีความรับผิดชอบต่อข้อมูลที่นำมาใช้รวมถึงการไม่ละเมิดลิขสิทธิ์ต่าง ๆ (5) ด้านสมรรถนะของผู้ใช้ : ผู้ใช้มีความรู้เกี่ยวกับการใช้เทคโนโลยีสารสนเทศและการสื่อสาร (6) ด้านปัญหาอุปสรรค : ผู้ใช้มีปัญหาเกี่ยวกับเครื่องมืออุปกรณ์และระบบเครือข่าย และ (7) ด้านความต้องการใช้เทคโนโลยีสารสนเทศและการสื่อสารของครูและบุคลากรทางการศึกษาในโรงเรียน : ผู้ใช้ต้องการงบประมาณในการจัดหาด้านเครื่องมืออุปกรณ์และระบบเครือข่าย
The purpose of this study was to investigate the use of information and communication technology by teachers and educational personnel in schools under Chaiyaphum Primary Education Service Area Office 3. The research sample consisted of 332 randomly selected teachers and educational personnel in schools under Chaiyaphum Primary Education Service Area Office 3. The employed research instrument was a questionnaire on the use of information and communication technology by teachers and educational personnel in schools under Chaiyaphum Primary Education Service Area Office 3. Statistics employed for data analysis were the percentage, mean, and standard deviation. The research findings showed that the overall use of information and communication technology by teachers and educational personnel in schools under Chaiyaphum Primary Education Service Area Office 3 was at the moderate level. When specific aspects of the use were considered, it was found that all aspects of the use were at the moderate level. The aspects of the use, each of which with the item receiving the top rating mean, were specified as follows: (1) in the aspect of category of the use of information and communication technology, the item receiving the top rating mean was that on the users using the computer media via the Internet network; (2) in the aspect of objectives of the use, that on the use for being the source or center of learning; (3) in the aspect of management, that on having the training program to train the users on techniques of using instructional media; (4) in the aspect of characteristics of the use, that on the users having responsibility on using the information including not violating various copyrights; (5) in the aspect of competencies of the users, that on the users having knowledge on the use of information and communication technology; (6) in the aspect of problems and obstacles, that on the users having problems concerning the devices and network system; and (7) in the aspect of the needs for using information and communication technology of the teachers and educational personnel in school, that on the users’ need for the budget for procurement of the devices and network system.
