Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) บทบาทในการสื่อสารทางการเมืองของโฆษกรัฐบาล (นายธีรัตถ์รัตนเสวี) กับประชาชน (2) ปัญหาและอุปสรรคในการสื่อสารทางการเมืองของโฆษกรัฐบาล (นายธี รัตถ์ฯ) กับประชาชน และ (3) เพื่อจัดทำข้อเสนอแนะแนวทางแก้ไขปัญหาเพื่อพัฒนาการสื่อสารระหว่างโฆษกรัฐบาล กับประชาชน ผลการวิจัย (1) บทบาทคือ 1.1)บทบาทการดำเนินการในฐานะตัวแทนของรัฐบาลในการ ถ่ายทอดข้อมูลข่าวสารทางการเมืองที่เกี่ยวข้องกับรัฐบาลไปสู่ประชาชน เพื่อให้ประชาชนได้รับทราบถึง การตัดสินใจหรือการดำเนินการของรัฐบาลในเรื่องต่างๆ เช่น แก้ไขปัญหาราคาสินค้าเกษตร การทุจริต และการดำเนินการแก้ไขปัญหาความไม่สงบทางการเมือง 1.2) บทบาทในการกำหนดประเด็นข้อมูล ข่าวสารของรัฐบาลที่จะสื่อสารไป ยังประชาชน (2) ปัญหา คือ 2.1) นายธีรัตถ์ รัตนเสวี ชี้แจงข้อมูล ข้อเท็จจริงเกี่ยวกับกรณีข่าวที่เป็นประเด็นทางการเมืองหรือข่าวที่โจมตีรัฐบาลบางประเด็น ทำให้ ประชาชนไปรับข้อมูลข่าวสารจากแหล่งข้อมูลอื่น ซึ่งอาจมีการบิดเบือนข้อเท็จจริง 2.2) อุปสรรค คือ บุคคลในรัฐบาลและพรรคการเมืองร่วมรัฐบาลมีการให้ข้อมูลข่าวสารทางการเมืองหลายคนทำให้เกิดความซาซอนและอาจเกดความสบสนเนข่อมูลข่าวสาร จากแหล่งข้อมูลอ่ืน ซึ่งอาจมีการบิดเบือนข้อเท็จจริง (3) แนวทางแก้ไขปัญหา คือ 3.1) โฆษกรัฐบาล เร่งดำเนินการชี้แจงข้อมูล ข้อเท็จจริงในประเด็นที่เกี่ยวข้องกับรัฐบาลซึ่งอยู่ในความสนใจของประชาชน รวมถึงประเด็นที่รัฐบาลลูกโจมตีให้มีความชัดเจนและครบทุกประเด็น 3.2) รัฐบาลกำชับหน่วยงานของรัฐ ให้ชี้แจงข้อมูล ข้อเท็จจริง และการดำเนินการในส่วนที่เกี่ยวข้องต่อกรณีข่าวสารที่ส่งผลกระทบต่อรัฐบาลใน ช่องทางต่างๆ รวมทั้งหาริรีการหรือแนวทางการดำเนินการต่อกรณีข่าวดังกล่าว นอกจากนี้ รัฐบาลและ พรรคร่วมรัฐบาลควรกำหนดประเด็นข้อมูลข่าวสารและผู้ที่ทำหน้าที่ในการสื่อสารให้มีความชัดเจนเพื่อลด ความซ้ำซ้อน ณ การสือสารของรัฐบาล
The objectives of this study were (1) to study the role of a government spokesman (Mr. Teerat Ratanasevi) in communicating political views to the people; (2) to verify problems and obstacles in terms of political communication; and (3) to prepare suggestions and solutions for developing better political communication between government spokesmen and the people. This independent study was a qualitative study with descriptive analysis. Data were collected from related documents and in-depth interviews with 8 key informants, chosen through purposive sampling, consisting of Mr. Teerat Ratanasevi, 1 deputy government spokesman, 2 reporters, 2 people from staff working for related governmental issues and the other 2 from the public sector. Data were interpreted following the theoretical framework of Carl W Deutsch. Research findings were as follows: (1) the spokesman’s roles were 1.1) to represent the government in transmitting information to the public, such as the government’s decisions and actions on various issues like solving problems related to the prices of agricultural commodities, corruption and political unrest; and 1.2) to identify and select news and information to be communicated to the public. (2) The spokesman’s main problems were 2.1) that he disclosed only some of the facts related to political events so that many people received other facts and news from other sources, which might have been distorted; and 2.2) many other people in the administration and in coalition parties made separate communications to the public which may have complicated matters and confused the message receivers. (3) Recommendations for improving the situation are 3.1) the government spokesman should always hasten to clearly and thoroughly explain facts to the public about any issue that is of current interest or for which the government is being criticized; and 3.2) the government should command government agencies to disclose news and information regarding any matter that affects the government and to find a method or approach to take action regarding current events that are in the news. In addition, the government and its coalition parties should agree on the news to be communicated to the public and make their message clear so that it will not be complicated or contradictory.
