Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาโครงสร้างพื้นฐาน การเปลี่ยนแปลงของข้อกำหนดระบบมาตรฐานการจัดการสิ่งแวดล้อม ISO 14001 จากฉบับปี 2004 เป็นฉบับปี 2015 และ (2) เสนอแนวทางและวิธีการในการปรับปรุงระบบจากข้อกำหนด ฉบับปี 2004 ไปสู่ระบบ ฉบับปี 2015 การศึกษานี้เป็นการศึกษาวิจัยเชิงคุณภาพ โดยการศึกษาข้อมูลจากระบบมาตรฐานการจัดการสิ่งแวดล้อม ISO 14001:2015 ฉบับใหม่ที่มีการประกาศใช้ในเดือนกันยายน พ.ศ. 2558 ทำการศึกษาข้อมูล โครงสร้างการเปลี่ยนแปลงข้อกำหนดใหม่ เอกสารการฝึกอบรม บทความวิชาการในสื่อออนไลน์ และเว็บไซด์ ISO เครื่องมือในการวิจัย คือ แบบวิเคราะห์ ข้อกำหนดระบบมาตรฐานการจัดการสิ่งแวดล้อม ซึ่งพัฒนาขึ้นจากการข้อกำหนดฉบับปี 2004 และข้อกำหนดใหม่ ISO 14001:20 15 ระยะเวลาในการเก็บข้อมูลเอกสารในโรงงานแห่งนี้ ตั้งแต่ เดือนกรกฎาคม ถึง เดือนสิงหาคม พ.ศ. 2559 ทำการวิเคราะห์ข้อมูลเชิงเนื้อหาและ สรุปเป็นข้อมูลเชิงคุณภาพ ผลการศึกษาพบว่า (1) ระบบการจัดการสิ่งแวคล้อมฉบับใหม่นี้มีโครงสร้างพื้นฐานที่มีการเพิ่มนิยามการจัดการเพื่อให้บรรลุความสอดคล้องกับพันธสัญญากับผู้มีส่วนได้เสีย เพิ่มเติมการจัดการกับความสี่ยงและ โอกาส ความเข้าใจองค์กรและ บริบทขององค์กร ให้พิจารณาประเด็นภายใน ประเด็นภายนอก และประเด็นปัญหาสิ่งแวดล้อม โดยต้องประเมินว่าสิ่งเหล่านี้อาจมีผลต่อเจตนาที่ตั้งใจในการจัดการสิ่งแวดล้อมในทางที่ดีขึ้นหรือไม่ และ (2) แนวทางที่โรงงานแห่งนี้ควรเตรียมการคือ การปรับปรุงโครงสร้าง องค์กรด้านการจัดการสิ่งแวดล้อมและความปลอดภัยเพื่อลดความเหลื่อมล้ำและ ไม่ขัดต่อกฎกระทรวงว่าด้วยบุคลากรด้านความปลอดภัยของกระทรวงแรงงาน การเตรียมจัดทำเอกสารและกิจกรรม ที่มีการระบุและ
ขยายความเพิ่มตามข้อกำหนดใหม่ คือ บริบทขององค์กร ความเป็นผู้นำ การวางแผน และ การประเมินสมรรถนะ และสุดท้ายคือจัดทำการปรับปรุงระบบดามแผนแม่บท 6 ระยะ สำหรับขั้นตอนการดำเนินงาน คือ การอบรมข้อกำหนดใหม่ การตรวจสอบระบบเอกสาร การแก้ไขเพิ่มเติม การจัดการประชุมทบทวนระบบการจัดการ การตรวจติดตาม และการตรวจรับรองตามข้อกำหนดใหม่
This study aimed: (1) to review the structural changes in the requirements of environmental management systems ISO 14001:2004 and ISO:2015; and (2) to propose guidelines or steps for improving environmental management system according to the ISO 14001:2015 requirements in an electronics factory. This qualitative study involved the review of the requirements of the environmental management system ISO 14001:2015, which was published in September 2015, including the structural changes in the new requirements, training documents, and related technical matters on social media and the ISO website. The study involved the review and collection of the requirements of the environmental management systems under the ISO 14001:2004 and ISO 14001:2015 frameworks, especially the documents or data at the electronics factory from July to August 2016; and then the data were analyzed and summarized in the form of qualitative information. The results showed that: (1) the new environmental management system, ISO 14001:2015, contains structural management definitions to achieve consistency when dealing with stakeholders, risks and opportunities, understanding and context of the organization, internal and external issues, and environmental issues, which must be assessed to see whether such aspects may affect the intended environmental management system; and (2) the guidelinesor steps the factory should undertake, including improving its organizational structure for environmental management and safety, to reduce the disparity in line with the regulations on workers’ safety of the Ministry of Labor, preparing documents and activities that have been identified and extended to according to the new requirements regarding the organization, leadership, planning, and performance evaluation; and improving the system based on the six-step master plan, including the training on new requirements, examining the documentation system, revising the documents, meetings on revision of the environmental management system, follow-up auditing or monitoring, and examining and certifying according to the new requirements
