Abstract
การศึกษาวิจัยเรื่อง การมีส่วนร่วมของประชาชนในโครงการวางแผนพลังงานชุมชนจังหวัดสงขลา มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วม และปัจจัยที่มีอิทธิพลต่อการมีส่วนร่วมของประชาชน รวมทั้งปัญหาอุปสรรค แนวทางแก้ไข และข้อเสนอแนะ ในการดำเนินโครงการวางแผนพลังงานชุมชนจังหวัดสงขลา การศึกษาวิจัยครั้งนี้ ใชัวิธีการวิจัยเชิงสำรวจ ในลักษณะการวิจัยภาคตัดขวาง โดยการเก็บข้อมูลจากประชาชนตำบลท่าข้าม อำเภอหาดใหญ่ จังหวัดสงขลา ที่เข้าร่วมโครงการนี้ในปีงบประมาณ 2550 จำนวน 399 คน และสัมภาษณ์ผู้นำท้องถิ่น ชุมชน กลุ่มอาชีพต่างๆ จำนวน 10 คน สถิติทีใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าทดสอบ แบบที และทดสอบแบบเอฟ โดยใช้โปรแกรมคอมพิวเตอร์ ผลการวิจัยพบว่า (1) ระดับการมีส่วนร่วมของประชาชนในโครงการวางแผนพลังงานชุมชนจังหวัดสงขลา อยู่ในระดับปานกลาง (2) ปัจจัยที่ไม่มีอิทธิพลต่อการมีส่วนร่วมในโครงการวางแผนพลังงานชุมชนจังหวัดสงขลา ได้แก่ เพศ อายุ อาชีพ ความตระหนักต่อการประหยัดพลังงาน ส่วนปัจจัยที่มีอิทธิพลต่อการมีส่วนร่วมในโครงการวางแผนพลังงานชุมชนจังหวัดสงขลๅ ได้แก่ การศึกษา รายได้ รายจ่ายด้านพลังงาน ตำแหน่งทางสังคม ความรู้ความเข้าใจ ความคาดหวัง การสื่อสาร ความพึงพอใจต่อทีมดำเนินงาน ความเชื่อมั่นในต้วผู้นำ และการสนับสนุนของภาครัฐ
The purposes of this study were to study the levels of people’s participation in the Local Energy Planning Project in Songkhla Province ; study factors influencing participation in the project and propose guidelines for promotion of people’s participation in the project. This research methodology was a survey research used cross sectional study by collecting questionnaires from 399 samplings from people in Tambon Thakham , Hatyai District, Songkhla Province. The researcher interviewed the focus group of 10 leaders from the local administration organization, the community and other interest groups. The results show that (1) the people participate in the Local Energy Planning Project in Songkhla Province at a moderate level, (2) the factors which do not influence the people’s participation in the project are gender, age, career, saving energy awareness and the factors which influence the people’s participation in the project are education, income, energy consumption, social status, energy knowledge, expectation, information, teamwork satisfaction, trust in leader and government support.
