การพัฒนาระบบสารสนเทศเพื่อการประเมินผลการปฏิบัติงานของพนักงานมหาวิทยาลัย สายสนับสนุนวิชาการ มหาวิทยาลัยราชภัฏนครศรีธรรมราช

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาระบบสารสนเทศเพื่อการประเมินผลการปฏิบัติงานของพนักงานมหาวิทยาลัยสายสนับสนุนวิชาการ มหาวิทยาลัยราชภัฏนครศรีธรรมราช การวิจัยนี้เป็นการวิจัยเชิงพัฒนาโดยวิธีการพัฒนาระบบสารสนเทศใช้หลักการของวงจรพัฒนาระบบสารสนเทศ โดยเริ่มจากศึกษาและวิเคราะห์ปัญหาการประเมินผลการปฏิบัติงานศึกษาความเป็นไปได้ วิเคราะห์ระบบ พัฒนาระบบและประเมินระบบ เครื่องมือที่ใช้ในการพัฒนา คือ โปรแกรมภาษา PHP การจัดการฐานข้อมูลด้วยโปรแกรม MySQL ภายใต้ระบบปฏิบัติการ Microsoft Windows Server 2012 Standard และออกรายงานผลด้วยโปรแกรม Netware Printer Definition File ผลการวิจัยที่ได้ คือ ระบบสารสนเทศเพื่อการประเมินผลการปฏิบัติงานของพนักงานมหาวิทยาลัยสายสนับสนุนวิชาการ มหาวิทยาลัยราชภัฏนครศรีธรรมราช ระบบสารสนเทศอำนวยความสะดวก ลดระยะเวลาและการใช้ทรัพยากรให้กับพนักงานมหาวิทยาลัยสายสนับสนุนวิชาการ หัวหน้างานและผู้บังคับบัญชาสามารถตรวจสอบข้อมูลบุคลากร คำรับรองการปฏิบัติราชการ สมรรถนะ เกณฑ์ ตัวชี้วัด ค่าน้ำหนัก ประเมินผลการปฏิบัติงาน ให้คะแนน จัดลำดับคะแนนผู้บังคับบัญชาพิจารณาเลื่อนขั้นเงินเดือนให้บุคลากรตามสัดส่วนที่ได้รับค้นคืนข้อมูล และออกรายงานผลการประเมินแต่ละรอบประเมินได้ จากการประเมินระบบสารสนเทศฯ โดยพนักงานมหาวิทยาลัยสายสนับสนุนวิชาการ หัวหน้างาน และผู้บังคับบัญชา จำนวน 177 คน มีความพึงพอใจต่อการทำงานของระบบ 4 ด้านในระดับมากที่สุด ได้แก่ ด้านการออกแบบระบบ ด้านเนื้อหา ด้านความสามารถของระบบ และด้านการนำไปใช้ประโยชน์

The objective of this research was to develop the information system for performance appraisal of university academic support staff in Nakhon Si Thammarat Rajabhat University. The developmental study was used by developing information system using the system development life cycle, starting with studying and analyzing the problems performance appraisal, a feasibility study, system analysis, system development and evaluation. The researcher tools included PHP programming language, MySQL database management system, Microsoft Windows Server 2012 Standard and Netware Printer Definition File. As a result of this research, an information system for performance appraisal of university academic support staff was developed. This information system could facilitate the work and reduce work hours and resource use for academic support staff. The heads and supervisors could check the personnel data, individual performance agreement, criteria and indicators. They could rate and rank the staff on skills and competency. Also, the supervisors used this information system to consider pay raises and promotions based on the proportion, to retrieve data and report the evaluation results in each round. Evaluation results of the developed information system by 177 academic support staff, heads and supervisors were highly satisfied in four aspects of the information system, namely, the system design, the content, the system performance and the utilization of the system.
