Abstract
การศึกษาค้นคว้าอิสระครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น (2) เปรียบเทียบระดับการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น จำแนกตามคุณลักษณะส่วนบุคคล และ (3) ศึกษาความคิดเห็นและข้อเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลหนองนาคำ อำเภอเมือง จังหวัดอุดรธานี กลุ่มตัวอย่างในการศึกษาครั้งนี้ เป็นผู้มีสิทธิ์เลือกตั้งในเขตพื้นที่ขององค์การบริหารส่วน ตำบลหนองนาคำ อำเภอเมือง จังหวัดอุดรธานี จำนวน 389 คน ที่ได้จากวิธีการสุ่มตัวอย่างแบบ แบ่งกลุ่ม เครื่องมือการวิจัยเป็นแบบสอบถามในการเก็บรวมรวมข้อมูล ซึ่งแบบสอบถามมีค่าความ เชื่อมั่นเท่ากับ .96 วิเคราะห์ข้อมูลโดยใช้โปรแกรมคอมพิวเตอร์สำเร็จรูปทางสถิติ ค่าสถิติที่ใช้ใน การวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ ความแปรปรวน ผลการศึกษาพบว่า (1) ระดับการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่นของ องค์การบริหารส่วนตำบลหนองนาคๆ อยู่ในระดับน้อยทั้งในภาพรวมและรายด้านทั้ง 4 ด้าน ได้แก่ ด้านการร่วมประชุมและวางแผน ด้านการดำเนินการ ด้านการรับผลประโยชน์ และด้านติดตาม ตรวจสอบ (2) การเปรียบเทียบระดับการมีส่วนร่วมของประชาชนที่มีคุณลักษณะส่วนบุคคล แตกต่างกัน มีระดับการมีส่วนร่วมที่แตกต่างกันทั้งในภาพรวมและรายด้าน (3) ข้อเสนอแนะ เกี่ยวกับการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลหนองนาคำ คือ ด้านการร่วมประชุมและวางแผน องค์การบริหารส่วนตำบลควรจัดเวทีประชาคมในช่วงเวลา ที่เหมาะสม และควรสำรวจสภาพปัญหาของหมู่บ้านก่อนที่จะมีการจัดทำแผนพัฒนา ส่วนด้านการดำเนินการองค์การบริหารส่วนตำบลควรกำหนดแนวทางงาน เพื่อการพัฒนาท้องถิ่นอย่างชัดเจน
The purposes of this research aimed to (1) study level of people’s participation in local development of Nhongnakham Sub-district Administrative Organization , Muang District, Udon Thani Province (2) compare level of people’s participation in local development of Nhongnakham Sub-district Administrative Organization , Muang District, Udon Thani Province classified by personal factor and (3) study appropriate approached to develop people’s participation in local development of Nhongnakham Sub-district Administrative Organization , Muang District, Udon Thani Province. Sample group used in this research comprised 389 eligible civilians from population of 14,495. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean standard deviation, t-test, and One Way Analysis of Variance. The results revealed that; (1) people’s participation in local development of Nhongnakham Sub district Administrative Organization , Muang District, Udon Thani Province, both in the overall view and on each aspect, which were: attending a meeting and planning, operation, receiving benefits and following and evaluation, were in low level (2) personal factor i.e. gender, age, education, income and career were related to people’s participation in local development of Nhongnakham Sub-district Administrative Organization, Muang District, Udon Thani Province (3) there were 3 approaches to develop people’s participation in local development of Nhongnakham Sub-district Administrative Organization: civil society forum should be held at appropriate period of time, surveying on villages’ problems should be carried on before the arranging of development plan, clear local development plan should be determined.
