Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพและปัญหาการจัดทำแผนพัฒนาสามปีของเทศบาลตำบลในเขตพื้นที่จังหวัดตาก 2) พัฒนากลยุทธ์การจัดทำแผนพัฒนาสามปีของเทศบาลตำบลในเขตพื้นที่จังหวัดตาก การวิจัยครั้งนี้เป็นการวิจัยเชิงปริมาณ โดยทำการศึกษาจากสมาชิกเทศบาลตำบล คณะกรรมการพัฒนาเทศบาลตำบล และคณะกรรมการสนับสนุนการจัดทำแผนพัฒนาตำบลในเขตพื้นที่จังหวัดตาก จำนวน 341 คนโดยใช้กลุ่มตัวอย่าง จำนวน 159 คน และเครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ปัจจัยต่างๆ โดยเทคนิคการประเมินสถานการณ์เชิงกลยุทธ์ ผลการวิจัยพบว่า 1) สภาพและปัญหาการจัดทำแผนสามปีของเทศบาลตำบลในเขตพื้นที่จังหวัดตาก ใน 5 ขันตอน ประกอบด้วยขั้นตอนการจัดทำแผน ขั้นตอนการเตรียมการวางแผนขั้นตอนการดำเนินการวางแผน ขั้นตอนการปฏิบัติวางแผน ขั้นตอนการปฏิบัติตามแผน ขั้นตอนการติดตามผลการประเมินผล ในภาพรวมมีการปฏิบัติมาก และในสํวนปัญหาในภาพรวมมีปัญหาปานกลาง เท่าๆ กัน ทุกๆ ด้าน 2) การพัฒนากลยุทธ์การจัดทำแผนพัฒนาสามปีของเทศบาลตำบลในเขตพื้นที่จังหวัดตาก มีความสอดคล้องกันอย่างชัดเจนทั้ง 5 ด้าน เป็นไปตามแนวทางและสอดคล้องกับการตำเนินงานในตด้านพันธกิจ กลยุทธ์และความต้องการของประชาชน
The purposes of this research were : 1) to study the conditions and problems based on three-years development plan of municipalities in Tak Province 2) to develop the strategy based on three-years development plan of municipality in Tak Province. This research has been designed for a quantitative study by aiming at Municipal Office Members, Municipal Standing Council, Municipal Special Council for Municipal Development Planning in Tak Province by using the sampling of 159 people from the total of 341 people. A questionnaire was constructed and administered to collect the data. Then , the data were statistically analyzed through percentage, mean, standard deviation and factor analysis by using SWOT analysis. The findings revealed as follows: 1) based on the conditions and problems of three-years development plan of municipality in Tak Province, the overall implementation was excellent in general. The problems, thus were average in every aspects, namely, strategic planning, planning preparation, planning deployment, planning implementation and planning evaluation 2) those of 5 planning aspects were in accordance with the developing strategy in terms of mission, strategy and people’s needs.
