Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) สภาพการบริหารจัดการตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลนางหลง อำเภอชะอวด จังหวัดนครศรีธรรมราช และ (2) ปัญหาและข้อเสนอแนะในการบริหารจัดการตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลนางหลง อำเภอชะอวด จังหวัดนครศรีธรรมราชการศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ ประชากรที่ศึกษา ได้แก่ ผู้บริหาร ประธานสภา กำนัน ผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล พนักงานส่วนตำบล ผู้นำชุมชน และประชาชน ซึ่งเป็นบุคคลที่เกี่ยวข้องโดยตรงและมีความรู้ความเข้าใจในเรื่องและประเด็นต่าง ๆ เป็นอย่างดี จำนวน 15 คน โดยใช้แบบสัมภาษณ์แบบมีโครงสร้าง และการสนทนากลุ่ม เป็นเครื่องมือในการเก็บรวบรวมข้อมูล ผลการศึกษาพบว่า (1) องค์การบริหารส่วนตำบลนางหลงมีการดำเนินการตามหลัก ธรรมาภิบาลอยู่ในระดับดี โดยมีการดำเนินการในบางประเด็นที่สอดคล้องกับองค์ประกอบของหลัก ธรรมาภิบาล 10 ประการ คือ 1) หลักประสิทธิผล มีการดำเนินงานตามวัตถุประสงค์และเป้าหมายที่ตั้งไว้ 2) หลักประสิทธิภาพ มีการใช้จ่ายงบประมาณอย่างประหยัด 3) หลักการตอบสนอง มีการดำเนินการที่ตอบสนองความต้องการของประชาชนที่รวดเร็ว 4) หลักภาระรับผิดชอบ มีการปฏิบัติราชการตามอำนาจหน้าที่และรับผิดชอบต่อการดำเนินการ 5) หลักความโปร่งใส มีการเปิดเผยข้อมูลข่าวสารอย่างตรงไปตรงมา 6) หลักการมีส่วนร่วม มีการทำงานร่วมกับภาคส่วนต่าง ๆ 7) หลักการกระจายอำนาจ มีการกระจายอำนาจการตัดสินใจให้เจ้าหน้าที่ผู้ปฏิบัติ 8) หลักนิติธรรม มีการปฏิบัติราชการตามอำนาจหน้าที่ภายใต้บทบัญญัติ ของกฎหมาย 9) หลักความเสมอภาค มีการให้บริการประชาชนทุกคนอย่างเท่าเทียมกัน และ 10) หลักมุ่งเน้นฉันทามติ มีการสนับสนุนให้หาข้อยุติร่วมกันโดยไม่เกิดความขัดแย้ง (2) มีปัญหาอุปสรรคในการดำเนินการตาม หลักธรรมาภิบาลดังกล่าวอยู่บ้าง ซึ่งต้องนำข้อเสนอแนะมาพัฒนาการบริหารจัดการตามหลักธรรมาภิบาล ขององค์การบริหารส่วนตำบลนางหลงให้ดีขึ้นต่อไปในอนาคต
The purposes of this study were: (1) to study the management conditions according to the principles of Good Governance of the Nang Long Subdistrict Administrative Organization in Cha-uat District, Nakhon Si Thammarat Province, and (2) to study the problems and suggestions for the management according to the principles of Good Governance of the Nang Long Subdistrict Administrative Organization in Cha-uat District, Nakhon Si Thammarat Province. The study was qualitative research. The key informants included executives, the Chairman of the Council, the Director of the Subdistrict Health Promoting Hospital, and sub-district employees - a total of 15 people who are directly involved and have a good understanding of various issues. Information was collected using structured interviews and group discussions.The results of the study showed that the Nang Long Subdistrict Administration Organization had a good level of implementation of the principles of Good Governance. The implementation of certain issues aligns with the elements of the 10 principles of Good Governance, namely: 1) Effectiveness Principle, where the implementation meets the established objectives and targets. 2) Efficiency Principle: Budget spending is economical. 3) Responsiveness Principle: Actions are taken to quickly respond to the needs of the people. 4) Accountability Principle: Official duties are performed in accordance with authority and responsibility for implementation. 5) Transparency Principle: Information is disclosed honestly. 6) Principle of Participation: There is collaboration with various sectors. 7) Principle of Decentralization: Decision-making power is decentralized to the officials who implement it. 8) Rule of Law: Official duties are performed in accordance with authority and duties under the provisions of the law. 9) Principle of Equality: All citizens are served equally. 10) Principle of Consensus: Support is given to finding joint solutions without conflict. (2) There are some obstacles to the implementation of the above principles. The suggestions must be used to develop the management according to the principles of good governance of the Nang Long Subdistrict Administration Organization in the future.
