ประสิทธิผลการปฏิบัติหน้าที่ของกำนันและผู้ใหญ่บ้านในเขตจังหวัดชัยนาท

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาประสิทธิผลในการปฏิบัติหน้าที่ของกำนันและผู้ใหญ่บ้านในจังหวัดชัยนาท (2) เปรียบเทียบความคิดเห็นของประชาชนเกี่ยวกับประสิทธิผลในการปฏิบัติหน้าที่ของกำนันและผู้ใหญ่บ้านในจังหวัดชัยนาท จำแนกตามปัจจัยส่วนบุคคล (3) ศึกษาจุดเด่นจุดด้อยและเสนอแนะแนวทางสร้างเสริมประสิทธิผลในการปฏิบัติหน้าที่ของกำนันผู้ใหญ่บ้านในจังหวัดชัยนาท การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรได้แก่ตัวแทนหมู่บ้าน จำนวน 499 หมู่บ้าน/คน กลุ่มตัวอย่าง จำนวน 223 หมู่บ้าน/คน คำนวณมาจากสูตรของ ทาโร่ ยามาเน่ สุ่มตัวอย่างแบบโควต้าเครื่องมือที่ใช้ได้แก่แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัยพบว่า (1) ความคิดเห็นของกลุ่มตัวอย่างเกี่ยวกับประสิทธิผลในการปฏิบัติหน้าที่ของกำนันและผู้ใหญ่บ้านอยู่ในระดับมาก โดย ด้านบริหารทั่วไปมีค่าเฉลี่ยสูงสุด และด้านการปฏิบัติหน้าที่ตามกฎหมายกำหนดมีค่าเฉลี่ยต่ำสุด (2) เมื่อเปรียบเทียบความคิดเห็นเกี่ยวกับประสิทธิผลในการปฏิบัติหน้าที่ของกำนันและผู้ใหญ่บ้าน จำแนกตามปัจจัยส่วนบุคคลพบว่ากลุ่มตัวอย่างที่มีอายุ อาชีพรายได้เฉลี่ยต่อเดือน แตกต่างกัน มีความคิดเห็นต่างกันอย่างมีนัยสำคัญที่ระดับ 0.05 ส่วนผู้ที่มีเพศการศึกษา ระยะเวลาที่อาศัยอยู่ในพื้นที่ และเขตการปกครองที่อาศัยอยู่แตกต่างกันมีความคิดเห็นไม่แตกต่างกัน (3) จุดเด่นในการปฏิบัติหน้าที่ของกำนันและผู้ใหญ่บ้านคือ ราษฎรให้ความไว้วางใจเพราะเป็นคนในพื้นที่ ส่วนจุดด้อยคือ การแก้ไขปัญหาในพื้นที่ ค่อนข้างช้า ข้อเสนอแนะสำคัญคือ กำนันและผู้ใหญ่บ้านควรปฏิบัติหน้าที่ตามกฎหมาย ระเบียบปฏิบัติ อย่างเคร่งครัด ศึกษาความรู้เพิ่มเติมเกี่ยวกับการพัฒนาท้องที่ และการส่งเสริมอาชีพ ควรดูแลทุกข์สุขของราษฎรในเขตปกครองของตนด้วยความซื่อสัตย์สุจริต และประพฤติตนเป็นแบบอย่างที่ดีโดยยึดหลักธรรมาภิบาล

This research aimed to (1) study performance effectiveness of the subdistrict headman and the village chief of Chai Nat Province, (2) compare the people's opinions on performance effectiveness of sub-district headman and village chief of Chai Nat Province, classified by personal factors, and (3) study the strength and weakness as well as recommendations to enhance performance effectiveness of subdistrict headman and the village chief of Chai Nat Province. This study was a survey research. Population consisted of 499 villages' representatives, from which 223 samples were obtained via Taro Yamane calculation. Instrument used was questionnaire. Quota random sampling was applied. Statistical tools employed were frequency, percentage, mean, standard deviation, t-test, and One-Way ANOVA. Research results revealed that (1) people's opinions on performance effectiveness of sub-district headman and village chief of Chai Nat Province were in high level, with the highest mean on the aspect of general administration, and the lowest mean on performance according to laws and regulations concerned (2) when compared the opinions, differences were found at 0.05 level of statistical significance among opinions of those with different ages, careers, and monthly income, while no differences were found among opinions of those with different gender, education, duration of living in the area, and administrative district (3) strength of sub-district headman and village chief, according to the local view, was they were trustworthy; weakness was their slow action on solving local problems; major recommendations were: they should perform strictly with rules and regulations, enhance their own knowledge on area development and career promotion of the locals, and take care of the people in their administrative district with honesty ; moreover, they should act as role model to the people by performing in accordance with Good Governance principles.
