Abstract
การวิจัยเชิงคุณภาพนี้มีวัตถุประสงค์เพื่อศึกษา (1) หลักการและแนวทางการมอบอำนาจทางการบริหารของกรมพินิจและคุ้มครองเด็กและเยาวชนแก่ศูนย์ฝึกอบรมเด็กและเยาวชนเขต 2 จังหวัดราชบุรี (2) ปัญหาและอุปสรรคของการปฏิบัติเกี่ยวกับการมอบอำนาจทางการบริหารของกรมพินิจและคุ้มครองเด็กและเยาวชนแก่ศูนย์ฝึกอบรมเด็กและเยาวชนเขต 2 จังหวัดราชบุรี ประชากรประกอบดัวยผู้ให้ข้อมูลคนสำคัญ ได้แก่ผู้บริหารระดับสูงของกรมพินิจและคุ้มครองเด็ก และเยาวชน จำนวน 2 คน และผู้บริหารระดับต้นจากสถานพินิจและคุ้มครองเด็กและเยาวชนในกำกับและดูแลของศูนย์ฝึกและอบรมเด็กและเยาวชนเขต 2 จังหวัดราชบุรีจำนวน 8 คน เครืองมือที่ใชในการวิจัย ได้แก่ แบบบันทึกข้อมูลจากการศึกษาจากเอกสาร และแบบสัมภาษณ์แบบมีโครงสร้างและแบบสังเกต การรวบรวมข้อมูล จากผู้ให้ข้อมูลคนสำคัญด้วยการสัมภาษณ์แบบเจาะลึกและการสนทนากลุ่ม การวิเคราะห์ข้อมูลใช้การวิเคราะห์ เนื้อหา ผลการวิจัยพบว่า (1) หลักการและแนวทางการมอบอำนาจทางการบริหาร ประกอบด้วย (1) การกระจายอานาจจากส่วนกลางไปยังภูมิภาคหรือระดับกองเพื่อความรวดเร็วและลดขั้นตอนในการปฏิบัติและเอื้อต่อการดำเนินงานอย่างมีประสิทธิภาพโดยใช้แนวทางการมอบอำนาจเป็นคำสั่งที่มีหนังสือเป็นลายลักษณ์อักษรและลงลายมือชื่อของอธิบดีผู้มอบอำนาจทางการบริหารอย่างชัดแจ้งให้แก่ผู้บริหารศูนย์ฝึกอบรมเด็กและเยาวชนเขต 2 จังหวัดราชบุรีในการกำกับ ดูแลสถานพินิจและคุ้มครองเด็กและเยาวชนจังหวัดจำนวน 8 แห่ง (2) ปัญหาและอุปสรรคของการปฏิบัติเกี่ยวกับการมอบอำนาจทางการบริหารของกรมพินิจและคุ้มครองเด็กและเยาวชนแก่ศูนย์ฝึกอบรมเด็กและเยาวชนเขตได้แก่การแบ่งอำนาจทางบริหารระหวางศูนย์ฝึกอบรมเด็กและเยาวชนกับสถานพินิจ และคุ้มครองเด็กและเยาวชนไม่ชัดเจน มีความซ้ำซ้อนและขอบเขตในการควบคุมดูแลของศูนย์ฝึกและอบรมเด็ก และเยาวชนมีขอบเขตภาระงานกว้างจึงทำให้ยากต่อการติดตามและตรวจสอบได้อย่างทั่วถึง
This qualitative research aimed to study (1) principles and guidelines for administrative authority delegation of the Department of Juvenile Observation and Protection to Juvenile Training Center area 2, Rachaburi province (2) problems and obstacles in administrative authority delegation of the Department of Juvenile Observation and Protection to Juvenile Training Center, area 2, Rachaburi province. Population consisted of important officials, including 2 top executives of the Department of Juvenile Observation and Protection, 8 supervisors of Provincial Juvenile Observation and Protection Centers under Juvenile Training Center area 2, Rachaburi province. Instruments used were structured interview, information recording, and observation forms. Collecting of data was conducted via in-depth interview, focus group, and content analysis. Research result found that (1) principles and guidelines for delegating administrative authority included the decentralization of authority from central to the region or division levels in order to facilitate the work flow, the conduction of work process streamline to foster efficiency of the operation via written authority assigned with endorsement of the executives in charge, to the executives of Juvenile Training Center area 2, Rachaburi province, so to monitor the operation of 8 Provincial Juvenile Observation and Protection Centers (2) problems and obstacles of administrative authority delegation were: unclear and duplicated administrative authority assigned, moreover, scope of task monitoring of Juvenile Training Center area 2, Rachaburi province was quite broad, resulting in difficulty of operation tracking and monitoring.
