Abstract
การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษา 1) ข้อมูลพื้นฐานของสมาชิกวิสาหกิจชุมชนชาวสวนยางบ้านท่างาม 2) สภาพการดำเนินงานของวิสาหกิจชุมชนชาวสวนยางบ้านท่างาม 3) ปัญหาและข้อเสนอแนะของวิสาหกิจชุมชนชาวสวนยางบ้านท่างาม และ 4) แนวทางการพัฒนาวิสาหกิจชุมชนชาวสวนยางบ้านท่างาม การวิจัยเป็นการวิจัยเชิงปริมาณและเชิงคุณภาพ การวิจัยเชิงปริมาณใช้การสอบถามศึกษาจากสมาชิกทั้งหมดของวิสาหกิจชุมชนชาวสวนยางบ้านท่างาม จำนวน 32 ราย ส่วนการวิจัยเชิงคุณภาพใช้การสัมมนาแบบมีส่วนร่วม เลือกกลุ่มผู้ให้ข้อมูลแบบเจาะจงจำนวน 4 ราย จากผู้นำชุมชน กรรมการและสมาชิกของวิสาหกิจชุมชน และเจ้าหน้าที่การยางแห่งประเทศไทยสาขาเมืองนครศรีธรรมราช ข้อมูลเชิงปริมาณ วิเคราะห์โดยใช้สถิติเชิงพรรณนา ได้แก่ ค่าต่ำสุด ค่าสูงสุด ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ข้อมูลเชิงคุณภาพ ใช้การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) ข้อมูลพื้นฐานของสมาชิกวิสาหกิจชุมชน พบว่า เป็นเพศชายและหญิงจำนวนเท่ากัน อายุเฉลี่ย 57.9 ปี ทั้งหมดนับถือศาสนาพุทธ ส่วนใหญ่จบการศึกษาระดับประถมศึกษา มีสมาชิกภายในครัวเรือนเฉลี่ย 3.84 คน ส่วนใหญ่ประกอบอาชีพการเกษตร ใช้แรงงานกรีดยางในครัวเรือน รายได้ครัวเรือนจากผลผลิตยางพาราเฉลี่ยต่อเดือน 8,234.38 บาท ความถี่ในการกรีดยางเฉลี่ยอยู่ที่ 15 วันต่อเดือน 2) สภาพการดำเนินงานของวิสาหกิจชุมชน สมาชิกมีความพึงพอใจอยู่ในระดับมากในด้านผู้นำและการบริหารวิสาหกิจชุมชน ด้านโครงสร้างและกฎระเบียบ ด้านการเงินและบัญชี ด้านสวัสดิการสมาชิกและชุมชน ด้านการบริหารตลาด ด้านการจัดการสินค้าหรือบริการ ส่วนด้านการวางแผนการดำเนินงานวิสาหกิจชุมชน ด้านการจัดการความรู้และข้อมูล และด้านการจัดการสินค้าหรือบริการ มีความพึงพอใจอยู่ในระดับปานกลาง 3) ปัญหาและข้อเสนอแนะของวิสาหกิจชุมชนชาวสวนยางบ้านท่างาม พบว่า (1) ด้านสมาชิก ปัญหาที่พบได้แก่ สมาชิกมีน้อย อายุมาก บางคนยังขาดความเชื่อมั่นในกลุ่ม ไม่ตรงต่อเวลา ไม่ค่อยแลกเปลี่ยนความรู้ซึ่งกันและกัน ขาดทักษะความรู้ในขั้นตอนการแปรรูปผลผลิต ประสบการณ์ในการทำงานกลุ่มและความรู้เรื่องการเก็บเกี่ยวผลผลิตยางพาราที่มีคุณภาพ ข้อเสนอแนะด้านสมาชิก มีความต้องการให้กรรมการหาประสบการณ์ความรู้และการบริหารให้มากขึ้น สมาชิกในกลุ่มควรตรงต่อเวลาหรือมีการตั้งกฎกติกาแก่สมาชิกที่ไม่ตรงต่อเวลา การประชุมควรแจ้งต่อสมาชิกทุกครั้ง และควรจัดให้มีสวัสดิการให้กับสมาชิก (2) ด้านการผลิต ปัญหาที่พบ คือ กลุ่มมีกำลังการผลิตมาก แต่ขาดแรงงานในการจัดการ ขาดพื้นที่ในการจัดเก็บ และสมาชิกบางส่วนไม่สามารถส่งผลผลิตเข้าในกลุ่มได้ทั้งหมดของผลผลิตตนเองเนื่องจากอยู่ในพื้นที่ลาดชัน และไม่สามารถขนส่งได้ทันเวลา ข้อเสนอแนะด้านการผลิต คือ ต้องการจัดอบรมให้ความรู้ในเรื่องดูแลสวนยางพาราและดูแลผลผลิตยางพาราให้ถูกต้องตามหลักวิชาการเพื่อเพิ่มผลผลิตให้แก่สมาชิก (3) ด้านการแปรรูป ปัญหาที่พบ คือ ผลผลิตน้ำยางข้นสดไม่เพียงพอต่อการแปรรูป เครื่องมืออุปกรณ์รุ่นเก่าและต้องซ่อมแซมอยู่บ่อยครั้ง โครงสร้างของโรงแปรรูปใช้งานมานานทำให้มีหลายส่วนที่ต้องซ่อมแซม และพื้นที่เก็บรักษายางรมควันไม่เพียงพอ ข้อเสนอแนะด้านการแปรรูป คือ ศึกษาดูงานในด้านระบบกลุ่มและระบบการทำยางแปรรูปในรูปแบบต่าง ๆ (4) ด้านการตลาด ปัญหาที่พบ คือ ช่วงฤดูฝนจะมีผลผลิตน้ำยางสดไม่เพียงพอต่อการแปรรูปเป็นยางรมควันและรถขนส่งวัตถุดิบที่แปรรูปเสร็จไปยังจุดจำหน่ายไม่เพียงพอ ข้อเสนอแนะด้านการตลาด คือ ควรมีการเปิดจุดรับซื้อน้ำยางสดและรับซื้อผลผลิตในรูปแบบอื่นเพื่อเป็นการขยายตลาดและเพิ่มทางเลือกให้กับเกษตรกร 4) แนวทางการพัฒนาวิสาหกิจชุมชน พบว่า (1) ด้านการพัฒนาสมาชิกกลุ่ม รับสมัครสมาชิกเพิ่ม จัดตั้งกลุ่มผลิตด้านการเกษตรอื่นเพิ่ม และประชาสัมพันธ์ข่าวสารของกลุ่ม (2) ด้านการพัฒนาองค์ความรู้ ควรจัดฝึกอบรมหรือถ่ายทอดองค์ความรู้ ควรพัฒนาทักษะการผลิตยางรมควันแปรรูปน้ำยางและลดการแข็งตัวของน้ำยางข้น (3) ด้านการพัฒนาการผลิต ควรจัดวางแผนระบบการผลิตและควบคุมปริมาณการผลิตของกลุ่ม แปรรูปน้ำยางข้นเป็นผลิตภัณฑ์ใหม่ ๆ (4) ด้านการจัดการโรงงาน ควรจัดหาแรงงาน และซ่อมแซมปรับปรุงโรงเรือนอุปกรณ์การผลิตให้พร้อมดำเนินการ
The objectives of this research were to study 1) basic information of Banthagham rubber farmers community enterprise members; 2) the operating status of Banthagham rubber farmers community enterprise; 3) the problems and suggestions of Banthagham rubber farmers community enterprise; and 4) guidelines for developing Banthagham rubber farmers community enterprise. The research was both quantitative and qualitative. Information was gathered from all 32 members of Banthagham rubber farmers community enterprise. Four informants were purposively chosen for a participatory seminar: a community leader, a community enterprise directing committee member, a community enterprise member, and an agricultural extension officer from the Rubber Authority of Thailand at Nakhon Si Thammarat. Quantitative data were analyzed by descriptive statistics,that were, frequency, average, percentage, minimum and maximum value. Qualitative data were analyzed by content analysis. The results of the research were 1) Half of the community enterprise members were male and half female, with average age 57.9. All of them were Buddhist. Most graduated from primary school. The average number of family members was 3.84. Most were agriculturists. The average income from rubber production was 8,234.38 baht a month. They tapped rubber on average 15 days per month. 2) Most members had a high level of satisfaction with the leader and community enterprise management, structure and regulations, finance and accounting, welfare of members and communities, planning for community enterprise operations, market management, and product management. The level of satisfaction with planning of the community enterprise, knowledge and information management, and product management was medium. 3) The problems and suggestions of Banthagham rubber farmers community enterprise were (1) members were few, very old, lacked confidence in the group, not on time, rarely exchanged knowledge with each other, lacked knowledge and experience in the processing procedures and in group work to produce quality rubber products. The suggestions about members was for directors to gain more knowledge and management experience; group members should be punctual or rules should be enforced for members who were not punctual; if there was a meeting, the members should be informed every time, and the enterprise should provide welfare for the members. (2) for production, the problem was that the group had a large production capacity, but lack of manpower to manage, lack of storage space and some members were unable to submit their products to the group because their plantation was steeply sloped, so latex could not be transported in time. The suggestions on the production were to provide training to educate about the rubber plantation and about how to manage rubber production according to academic principles to increase productivity for members. (3) for the processing, the problem was that there was not enough fresh concentrated latex for market demand in processing, and the equipment was old and needed to be repaired often. The structure of the processing had been in use for a long time, leaving many parts to be repaired and insufficient storage area for the smoked rubber. The suggestions on processing are to study the group system and the production of rubber processing in various forms. (4) For the marketing, the problem was that during the rainy season, there would be insufficient production of fresh latex for processing into smoked rubber and not enough vehicles for transporting finished raw materials to the point of sale. The marketing suggestion was that there should be an opening point for purchasing and receiving other forms of produce in order to expand the market and increase alternatives for farmers. 4) The guidelines for developing the community enterprise were (1) the development of group members, setting up more agricultural production groups and publicizing the news of the group; (2) knowledge development, comprising training or transferring knowledge, developing skills for processing and reducing the hardening of latex, and signing up more members; (3) production development by planning the production system and controlling the production quantity of the group and the processing of concentrated latex into new products; and (4) factory management development, comprising recruiting more labor, repairing and improving the production equipment and workplace buildings.
