การบริหารสัญญาและการตรวจรับพัสดุของกลุ่มงานพัสดุโรงพยาบาลอุตรดิตถ์ต้องปฏิบัติตามระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 พระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 เนื่องจากในปี พ.ศ. 2560 ได้มีการยกเลิกระเบียบสำนักนายกรัฐมนตรีว่าด้วยการพัสดุ พ.ศ. 2535 และที่แก้ไขเพิ่มเติมให้ใช้พระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 แทน และระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 จึงมีวัตถุประสงค์เพื่อจัดทำคู่มือคู่มือการบริหารสัญญาและการตรวจรับพัสดุของกลุ่มงานพัสดุ โรงพยาบาลอุตรดิตถ์ ภายใต้ระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 วิธีการจัดทําคู่มือ ได้จากการทบทวนค้นคว้าข้อมูลจากระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 พระราชบัญญัติการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 กฎหมายและระเบียบต่าง ๆ ที่เกี่ยวข้องที่ใช้ในหน่วยงานภาครัฐ ตลอดจนหลักฐานทางวิชาการและประสบการณ์จากผู้เชี่ยวชาญในการปฏิบัติงาน ได้นำคู่มือไปทดลองใช้กับผู้ปฏิบัติแล้วปรับแก้ให้เหมาะสมและเกิดความพึงพอใจต่อผู้ใช้คู่มือดังกล่าว ผลการศึกษาพบว่า คู่มือคู่มือการบริหารสัญญาและการตรวจรับพัสดุของกลุ่มงานพัสดุภายใต้ระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 แบ่งเป็น 4 บท คือ บทที่ 1 บทนำความสำคัญการบริหารสัญญาและการตรวจรับพัสดุของกลุ่มงานพัสดุโรงพยาบาลอุตรดิตถ์ต้องปฏิบัติตามระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 บทที่ 2 ความรู้ ทฤษฎี หลักการที่เกี่ยวข้องกับการกระบวนการจัดซื้อจัดจ้างตามระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 บทที่ 3 ขั้นตอนการทำคู่มือการบริหารสัญญาและการตรวจรับพัสดุของกลุ่มงานพัสดุโรงพยาบาลอุตรดิตถ์ และ บทที่ 4 ขั้นตอนการบริหาร สัญญา กระบวน แนวทางการปฏิบัติ การตรวจรับการจัดซื้อจัดจ้างพัสดุโรงพยาบาลอุตรดิตถ์ต้องปฏิบัติตามระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ.2560 และใช้คู่มือของผู้ปฏิบัติเกิดความเข้าใจและสามารถ การบริหารสัญญาและการตรวจรับพัสดุภายใต้ระเบียบกระทรวงการคลังว่าด้วยการจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560
The contract administration and supply inspection for acceptance of the Supplies Group at Uttaradit Hospital must comply with Ministry of Finance’s Regulation on Public Procurement and Supplies Administration of 2017 issued as per the Public Procurement and Supplies Administration Act, B.E. 2560 (2017), which repealed the Prime Minister’s Office’s regulation on procurement of 1992 and its amendments. Thus, this study was undertaken to develop a Manual of Contract Administration and Supply Inspection for Acceptance of the Supplies Group at Uttaradit Hospital under MOF’s Regulation on Public Procurement and Supplies Administration of 2017. The manual preparation involved the review of information related to MOF’s Regulation on Public Procurement and Supplies Administration of 2017, the Public Procurement and Supplies Administration Act of 2017, other related laws and regulations used in state agencies, including technical evidence and practical experiences of experts in this field, and draft manual preparation. The draft manual was then tried out on operational staff and revised or finalized as per their comments as appropriate. The finalized Manual of Contract Administration and Supply Inspection for Acceptance of the Supplies Group at Uttaradit Hospital under MOF’s Regulation on Public Procurement and Supplies Administration of 2017 contains four chapters: Chapter 1 – Introduction, the Importance of Contract Administration and Supply Inspection for Acceptance of the Supplies Group at Uttaradit Hospital under MOF’s Regulation on Public Procurement and Supplies Administration of 2017; Chapter 2 – Theories, Principles Related to the Procurement Process; Chapter 3 – Steps for Preparing the Manual of Contract Administration and Supply Inspection for Acceptance of the Supplies Group at Uttaradit Hospital; and Chapter 4 – Steps, Processes and Practices in Contract Administration and Supply Inspection for Acceptance at Uttaradit Hospital as Per MOF’s Regulation on Public Procurement and Supplies Administration of 2017; and the use of the Manual by relevant staff for better understanding and operations
